El Salvador's President <a href="https://www.benzinga.com/topic/nayib-bukele">Nayib Bukele</a> says he will incarcerate convicted criminals from the U.S. in his country, a macabre offer that is being praised as an "unprecedented" by U.S. Secretary of State Marco Rubio.
Bukele made the proposal while hosting Rubio at his residence near San Salvador on Monday. He said El Salvador is prepared to imprison convicted Americans, for a small fee of course, in an infamous mega-prison opened a year ago, the largest in Latin America.
"We have offered the United States of America the opportunity to outsource part of its prison system," Bukele <a href="https://x.com/nayibbukele/status/1886606794614587573">wrote</a> on X. "The fee would be relatively low for the U.S. but significant for us, making our entire prison system sustainable."

"In an act of extraordinary friendship to our country … [El Salvador] has agreed to the most unprecedented and extraordinary migratory agreement anywhere in the world," Rubio told reporters Monday.

History Of Guantanamo Bay: &nbsp;A small portion of the Guantanamo Bay Naval Base has periodically been used to house migrant detainees for decades by several presidential administrations.
The designated area, known as the Guantanamo Migrant Operations Center, held an average monthly population of 14 migrants and 20 refugees from December 2021 to December 2022, according to <a href="https://www.dropsitenews.com/p/trump-guantanamo-immigration-cuba-detention">a report </a>from Drop Site News. 
"The idea that the Trump administration is going to send 30,000 migrants to Guantánamo is one of the dumbest ideas I've heard all week. It's utterly absurd," J. Wells Dixon, a senior staff attorney at the Center for Constitutional Rights who represents detainees at the Guantanamo military prison, told Drop Site News.&nbsp;
"The MOC is a dilapidated dormitory," added Dixon, who has seen the facility during visits to Guantanamo.&nbsp;
A U.S. official<a href="https://www.cnn.com/2025/01/29/politics/guantanamo-bay-trump-migrants/index.html"> told </a>CNN on Wednesday the facility was not prepared to hold 30,000 migrants and would also need additional staff to function at that capacity.&nbsp;
"There's no way there's 30,000 beds anymore," the US official said.&nbsp;
Adding Capacity: It is not immediately clear how much construction may be necessary to expand the Guantanamo MOC facility or even if 30,000 is the goal for capacity. Government contractors who run some of the country's private prison systems may be called on for assistance in the event of expansion.&nbsp;

Shares of prison stocks are trading higher after President Trump reversed an executive order eliminating DOJ contracts with private prisons.

CoreCivic, Inc. (NYSE:<a href="https://www.benzinga.com/stock/CXW#NYSE">CXW</a>) ("CoreCivic") announced today it has been awarded a new management contract with the state of Montana to care for additional inmates outside the state of Montana, with 240 inmates anticipated to arrive at our 2,672-bed Tallahatchie County Correctional Facility in Tutwiler, Mississippi during the first quarter of 2025. During January 2025, CoreCivic also received an additional 120 Montana inmates at the Company's 1,896-bed Saguaro Correctional Facility in Eloy, Arizona, under an existing contract with the state of Montana.
The base term of the new management contract with the state of Montana runs through December 31, 2026. Upon mutual agreement, the contract provides extension options in two-year intervals, or in any interval that is advantageous to the State, so long as the contract and any renewals do not exceed a total of seven years.
