The U.S.-European Safe Harbor Framework was set up by the U.S. Department of Commerce and the European Commission in 2000 to bridge the different privacy approaches and provide a streamlined means for U.S. organizations to comply with the European Commission's Directive on Data Protection. The similar U.S.-Swiss framework was added by the Commerce Department and the Federal Data Protection and Information Commission of Switzerland in 2008 to cover that country's own data privacy laws. Compliance with the frameworks enable U.S. companies to more efficiently serve the needs of their clients and minimize delays in the transfer of data.
