Shares of Visa V have just started plunging in the last few minutes, as details about what the company can and can't do are starting to emerge from the Dodd-Frank bill regarding debit card companies. At last check, shares of V were off 50 cents to $76.44. Shares had been as high as $79.50 just a few minutes ago.
