Honourable Ministers, Excellencies, dear colleagues and friends,
Good morning, good afternoon and good evening to all Member States, and thank you for joining us once again.
Since the start of the global mpox outbreak in 2022, more than one hundred thousand confirmed mpox cases have been reported to WHO.
The virus continues to circulate at low levels globally.
The African Region has had an unprecedented increase and geographical expansion.
Transmission is now centred in the Democratic Republic of the Congo, with 90% of the reported cases in 2024. There have been more than sixteen thousand suspected cases - including 575 deaths - this year alone.
This upsurge is being driven by two separate outbreaks – in different parts of the country - of two strains, or clades, of the virus that causes mpox.
The rapid spread of a new clade, clade 1b, is the main reason for my decision to declare a public health emergency of international concern, following the International Health Regulations Emergency Committee meeting on the 14th of August 2024.
I issued temporary recommendations five days later.
In the past month, cases of clade 1b have been reported in four countries neighbouring DRC, which had not reported mpox before: Burundi, Kenya, Rwanda and Uganda.
This week, cases have also been reported in Thailand and Sweden.
WHO and partners have developed a Global Mpox Strategic Preparedness and Response Plan to stop outbreaks of human-to-human transmission of mpox through coordinated global, regional, and national efforts.
The plan focuses on implementing comprehensive surveillance and response strategies; advancing research and equitable access to medical countermeasures; minimizing zoonotic transmission; and empowering communities to actively participate in outbreak prevention and control.
At the global-level, the emphasis is on strategic leadership, timely evidence-based guidance, and access to medical countermeasures for the most at-risk groups in affected countries.
We are working with a broad range of international, regional, national and local partners and networks to enhance coordination across key areas of preparedness, readiness and response.
This includes engagement with the Act-A Principals group; the Standing Committee on Health Emergency Prevention, Preparedness and Response; the R&amp;D Blueprint for Epidemics; and the i-MCM Net.
WHO regional offices have also established Incident Management Support Teams – IMSTs- to lead preparedness and response activities, and we are significantly scaling up staff in affected countries.
Within the Africa Region, where need is greatest, the WHO Regional Office for Africa, in collaboration with Africa CDC, will jointly spearhead the coordination of mpox response efforts.
Together, WHO AFRO and Africa CDC have agreed on a one-plan, one-budget approach as part of the Africa Continental Mpox Strategic Preparedness and Response Plan.
At the national and sub-national level, health authorities will adapt strategies to current epidemiological trends.
Let me be clear: this new mpox outbreak can be controlled and can be stopped.
Doing so requires concerted action between international agencies and national and local partners, civil society, researchers and manufacturers, and you, our Member States.
As with all global health actions, our approach must adhere to the principles of equity, global solidarity, community empowerment, human rights, and coordination across sectors.
For today's presentation, on behalf of the mpox IMST, Dr Maria Van Kerkhove and Scott Pendergast will present an overview of the temporary recommendations; actions being taken by WHO, Member States and partners; and an overview of the Global Mpox Strategic Preparedness and Response Plan.
Responding to this complex outbreak requires a comprehensive and coordinated international response.
To fund this work and to stop the outbreak as quickly as possible, our initial estimates are that the SPRP requires approximately US$ 135 million over the next six months for the acute phase of the outbreak.
That amount will likely increase as we update the plan in light of growing needs.
A dedicated WHO funding appeal will be released early next week. We are appealing to donors to provide the needed resources, and thank those who have already made pledges to WHO and other partners.
So far, for this mpox outbreak in 2024, we have released about US$ 1.5 million from the WHO Contingency Fund for Emergencies, and we plan to release more in the coming days, until funding from donors for the response comes in.
WHO will coordinate the global response, working closely with each of the affected countries, to prevent transmission, treat those infected, and save lives.
I'd like to close by noting that today's information meeting was requested by members of the Standing Committee on Health Emergency Prevention, Preparedness and Response, which held their first extraordinary meeting last Thursday, just 24 hours after the PHEIC had been declared.
Further updates will be discussed at the fifth meeting of the Standing Committee on the 3rd and 4th of September.

The Wayne County Health Department (WCPH) says it has its first case of mpox since the global outbreak two years ago.
In a release from the WCPH, a case of MPOX was confirmed in a resident in the county – but says there is a low risk to the public due to the nature of how MPOX is spread.
The WCPH is awaiting the specific virus type and said that there have been no new cases of the new strain of mpox (Clade 1 type) that are linked to an outbreak in sub-Saharan Africa. The World Health Organization declared a global health emergency due to the nature of the outbreak in the Democratic Republic of Congo where there have been over 14,000 cases and 524 deaths.
Mpox does not spread through the air between people, though an individual with mpox is contagious for a total of 2-4 weeks.&nbsp;
Symptoms include flu-like symptoms including fevers, muscle aches, swollen lymph nodes, fatigue, and respiratory symptoms. There's also a rash that resembles pimples or blisters and symptoms start within 1 days after exposure.
The health department is recommending vaccines for those at risk of exposure. Taken four weeks apart, two doses are needed for full protection.

Greenland Technologies reported quarterly earnings of 34 cents per share which beat the analyst consensus estimate of 4 cents per share. The company reported quarterly sales of $23.017 million which missed the analyst consensus estimate of $27.000 million.

Several healthcare stocks associated with mpox are seeing increased attention Thursday after the World Health Organization&nbsp;declared a public health emergency in response to an <a href="https://www.benzinga.com/general/health-care/24/08/40381585/who-declares-mpox-public-health-emergency-coordinated-international-response-essential-to-hal">mpox outbreak in Africa</a>.
What Happened: WHO Director-General Tedros Adhanom Ghebreyesus determined this week that the recent surge of mpox, previously known as monkeypox, across a growing number of countries in Africa constitutes a public health emergency of international concern under International Health Regulations.
&#8220;The emergence of a new clade of mpox, its rapid spread in eastern DRC, and the reporting of cases in several neighbouring countries are very worrying. On top of outbreaks of other mpox clades in DRC and other countries in Africa, it's clear that a coordinated international response is needed to stop these outbreaks and save lives,&#8221; the WHO Director-General <a href="https://www.who.int/news/item/14-08-2024-who-director-general-declares-mpox-outbreak-a-public-health-emergency-of-international-concern">said</a>.
Several stocks surged on the news Wednesday including Emergent Biosolutions Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EBS#NYSE">EBS</a>), which owns one of two vaccines that have been recommended by the Centers for Disease Control and Prevention (CDC): ACAM2000. Bavarian Nordic&#8217;s (OTC:<a class="ticker" href="https://www.benzinga.com/stock/BVNRY#OTC">BVNRY</a>) JYNNEOS is the other CDC recommended vaccine for mpox.

Shares of GeoVax Labs Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOVX#NASDAQ">GOVX</a>) and SIGA Technologies Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SIGA#NASDAQ">SIGA</a>) also traded higher on Wednesday, but they are moving in different directions Thursday. 
Geovax Labs&nbsp;is a clinical-stage biotechnology company engaged in developing immunotherapies and vaccines against cancers and infectious diseases.&nbsp;The company previously published information&nbsp;in&nbsp;peer-reviewed journals suggesting its vaccines help prevent mpox. GeoVax shares were up approximately 83% over the past week at the time of writing.
SIGA Technologies&nbsp;is a commercial-stage pharmaceutical company focused on the health security market. The company&#8217;s lead product is TPOXX (tecovirimat), an orally administered antiviral drug for the treatment of human smallpox disease.&nbsp;Mpox is in the same virus family as smallpox, but&nbsp;it causes milder symptoms.
SIGA Technologies shares soared on Wednesday, but the stock is giving back all of its gains on Thursday after&nbsp;the National Institute of Allergy and Infectious Diseases announced top-line results from a preliminary analysis of a trial testing TPOXX for mpox virus did not meet its primary endpoint.
Although the study did not meet statistical significance, SIGA said results suggest TPOXX provides clinical benefit compared to placebo in patients who are treated early and in patents with severe disease.
&#8220;We believe these data warrant further investigation and support our view that post exposure prophylaxis will be vital for treatment of severe cases of mpox and all cases of smallpox,&#8221; said Dennis Hruby, chief scientific officer of SIGA Technologies.
SIGA noted that additional studies are being conducted by trial sponsors around the world. These clinical trials are expected to help the company gain a deeper understanding of the potential for TPOXX to benefit patients with mpox.&nbsp;

U.S. stock futures were higher this morning, with the Dow futures gaining around 0.2% on Thursday.
Shares of Titan Machinery Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TITN#NASDAQ">TITN</a>) fell sharply in today's pre-market trading as the company reported weak preliminary <a href="https://www.benzinga.com/quote/TITN/earnings">financial results for the second quarter.</a>
The company said it sees preliminary adjusted earnings of 17 cents per share on revenue of $634 million.
Titan Machinery shares dipped 26.9% to $11.24 in pre-market trading.

The World Health Organization issued an international public health emergency Wednesday over mpox, leading to increased concern around travel to Africa and causing mpox stocks to trade<a href="https://www.benzinga.com/general/biotech/24/08/40378332/geovax-siga-technologies-shares-soar-after-who-declares-mpox-a-global-health-emergency"> higher once again.</a>
What Happened: A rise in mpox cases in Africa prompted the WHO to issue a public health emergency of international concern, which is the highest level of alarm in international health law.
"The Emergency Committee's advice to me, and that of the (Africa CDC), which yesterday declared a public health emergency of regional security, are aligned," WHO Director-General Tedros Adhanom Ghebreyesus <a href="https://news.un.org/en/story/2024/08/1153176">said</a>.
The Africa Centres for Disease Control and Prevention declared a public health emergency Tuesday.
Among the most impacted countries by the rise of Mpox cases are the Democratic Republic of the Congo, Burundi, Kenya, Rwanda and Uganda, according to the WHO. Ninety-six percent of this year&#8217;s mpox cases are in the Congo, the Associated Press reported, citing the Africa CDC.
Concerns around the disease&#8217;s spread prompted the public safety alert.
"In addition to other outbreaks of other clades of mpox in other parts of Africa, it's clear that a coordinated international response is essential to stop these outbreaks and save lives," the WHO&#8217;s Tedros said.
In 2024, there have been 14,000 reported mpox cases and 524 deaths, a "significant increase" in cases from 2023, the WHO said.
A new mpox virus clade is reported to be deadlier and easier to transmit person to person.
"Stopping these outbreaks will require a tailored and comprehensive response, with communities at the centre, as always," the WHO director said. 
The WHO said it is working with governments in African countries to provide machines that can analyze blood samples and confirm mpox cases.
The WHO's regional response plan includes an initial $15 million for "surveillance, preparedness and response activities."

Mpox Stocks Move: Two WHO-<a href="https://www.cdc.gov/poxvirus/mpox/vaccines/index.html">recommended </a>and approved vaccines are being used to fight the mpox outbreak. The WHO has invited other manufacturers of mpox vaccines who have not received regulatory approval to express interest in helping.  
The WHO recommends using mpox vaccines from Bavarian Nordic (OTC:<a class="ticker" href="https://www.benzinga.com/stock/BVNRY#OTC">BVNRY</a>) and Emergent Biosolutions (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EBS#NYSE">EBS</a>).
Bavarian Nordic recently secured a $157-million contract to replenish the U.S. supply of the Jynneos smallpox and mpox vaccine, as reported by <a href="https://www.fiercepharma.com/pharma/bavarian-nordic-scores-1568m-contract-replenish-us-supplies-combination-smallpoxmpox-vaccine">FiercePharma</a>.
Jynneos launched commercially earlier this year. Bavarian Nordic has an existing pact with the U.S. for a next-generation, freeze-dried version of the vaccine.
Bavarian Nordic shares gained 32.52% Wednesday, closing at $13.61. 
Emergent's ACAM2000 vaccine is approved to prevent smallpox and may be used against mpox, according to the CDC website. Routine use of the vaccine ended in the U.S. in 1972 and the vaccine has not been used in the U.S. in the mpox outbreak that started in 2022. The U.S. has a large supply of ACAM2000.
Emergent also makes Tembexa, a potential treatment for mpox.
Emergent shares gained 11.65% Wednesday, closing at $7.57. 
Other big movers on the mpox news are GeoVax Labs (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOVX#NASDAQ">GOVX</a>) and SIGA Technologies (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SIGA#NASDAQ">SIGA</a>), up 24% and 28%, respectively Wednesday.
GeoVax has a mpox vaccine in clinical development. SIGA Technologies has Tpoxx, which is a treatment for mpox.
What History Shows: Mpox was first identified in 1958 with outbreaks found in monkeys. Human cases often came from close contact with animals that were infected, as reported by the <a href="https://apnews.com/article/what-is-mpox-monkey-pox-congo-emergency-415d11f9e62d104b4c40dd8fe8e80b47">AP</a>.
A mpox <a href="https://www.benzinga.com/news/22/05/27334070/6-stocks-to-watch-amid-monkeypox-outbreak">outbreak in 2022</a> came with confirmation that the virus could be spread via sex. The year saw outbreaks in more than 70 countries, including some that had not previously reported cases.
Mpox is similar to the smallpox virus with symptoms of fever, chills and body aches. More severe cases can include lesions on the body. The newer version of the mpox virus has seen reported lesions on genitals and milder symptoms, making it harder to spot and diagnose.
Another key difference in recent mpox outbreaks is the people who are being infected. The 2022 outbreak saw a large majority of the cases in gay and bisexual men, with the virus spread from sex. The latest outbreak is now seen most heavily in children under the age of 15, who make up 70% of cases and 85% of deaths in Congo.

On Tuesday, Emergent BioSolutions Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EBS#NYSE">EBS</a>) reported second-quarter 2024 sales of $254.7 million, down 25% year over year, beating the <a href="https://www.benzinga.com/calendars/earnings" target="_blank" rel="noreferrer noopener">consensus of $190 million</a>.

Revenues from Narcan (naloxone HCl) Nasal Spray decreased&nbsp;10% to $120 million, primarily driven by an unfavorable price and volume mix in 2024 to&nbsp;U.S.&nbsp;public interest channels and lower Canadian market sales, partially offset by higher sales of over-the-counter Narcan&nbsp;through wholesaler channels, which launched in the third quarter of 2023.

Revenues from Anthrax MCM increased 83% to $38.7 million, and Smallpox MCM sales fell 86% to $17.9 million.
Guidance: Emergent BioSolutions updated its 2024 Revenue guidance from $1 billion–$1.1 billion to $1.05 billion–$1.125 billion versus the consensus of $1.03 billion.

<li>The updated guidance includes commercial products sales of $450 million–$480 million, compared to prior guidance of $460 million–$500 million.</li>
<li>MCM Product sales outlook of $455 million–$490 million, compared to $440 million–$490 million expected earlier.</li>
<li>Services segment sales are expected to be $120 million–$130 million, higher than the prior range of $70 million–$80 million.</li>

The company expects a 2024 net loss of $314 million–$274 million, up from the previous loss range of $148 million–$98 million, and an adjusted loss of $115 million–$75 million, higher than the previous loss forecast of $65 million–$15 million.
For the third quarter, Emergent BioSolutions expects revenues of $265 million–$315 million, versus the consensus of $312.15 million.
Last month, &nbsp;Emergent BioSolutions received over $250 million in contract modifications from the Administration for Strategic Preparedness and Response (ASPR) at the United States Department of Health and Human Services to deliver millions of doses of&nbsp;<a target="_blank" href="https://www.benzinga.com/general/biotech/24/07/39602092/why-is-vaccine-maker-emergent-biosolutions-stock-trading-higher-on-tuesday" rel="noreferrer noopener">four medical countermeasures</a>.
