These new drill results follow similar assay results released in May 2024.
The 2023-2024 drill program has identified multiple, new, high-grade lithium zones beyond the planned pit shell model, with intercepts at thicker and higher grades than previously encountered. Mineralization within the pit shell model has shown continuity and consistency in grade and thickness. An additional 30,000 meters of exploration drilling at NAL is planned for 2024.
NAL is the largest lithium operation in North America and is jointly owned by Piedmont (25%) and Sayona Mining Limited (75%). The operation has continued to achieve quarterly record spodumene concentrate volumes since restarting production in March 2023 and is targeting steady-state production in H2 2024.

Piedmont Lithium Uncovers High-Grade Lithium Zones in Quebec, New Drill Results Boost Piedmont Lithium's Resource Potential at NAL

One of the largest U.S. lithium projects recently cleared a key permitting milestone after lengthy delays. But it&#8217;s just one step in a nation where mine permitting is a key choke point for the Biden administration&#8217;s ambitions to ramp up domestic production of metals <a href="https://www.benzinga.com/topic/lithium">crucial to the energy transition</a>.
North Carolina-based Piedmont Lithium (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PLL#NASDAQ">PLL</a>) recently received a mining permit from the state for its lithium mining, concentrating and refining operation. 
<a href="https://ncnewsline.com/briefs/piedmont-lithium-receives-state-mining-permit-but-production-still-years-away/">The project</a> has faced at least three years of local opposition over concerns that it could pollute drinking water.
"Although this is largely company-specific news, any good news on permitting in (the) U.S. is good for domestic lithium production in general," Simon Clarke, CEO of American Lithium Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMLI#NASDAQ">AMLI</a>), told Benzinga.
The U.S. has earmarked billions of dollars to build up a battery supply chain that isn&#8217;t dominated by China. Tax credits are available for companies that build battery cells or modules domestically, as well as for companies that mine battery metals.
But mines take a long time to develop. The permitting process eats up a large portion of the time. The National Mining Association blames what it deems an inefficient system in the U.S. that takes an average of seven and 10 years. 
That compares to an average of just two years in Canada and Australia, nations with similar environmental protections in place. The White House and Congress are talking about mining reform on the federal level, but that will still leave state and local reviews for miners to negotiate.
"Although the U.S. government has provided strong financial incentives in the last couple years, the piece that does need overhaul is permitting, which is somewhat outdated and too slow especially if we want to significantly boost domestic production in the timelines needed to protect domestic industry and supply chains as part of overall energy security," Clarke said.
<h3 class="wp-block-heading">A Long Haul</h3>
The mining industry, including the lithium segment, is often scrutinized over pollution fears. Contamination from mining and fracking, for example, <a href="https://www.niehs.nih.gov/health/topics/agents/arsenic">can contribute</a> to increased levels of arsenic. North Carolina locals have raised concerns about arsenic, but Piedmont says it &#8220;will not utilize, create, or release arsenic into the groundwater.&#8221;
Piedmont's <a href="https://www.gastongazette.com/story/news/local/2024/04/17/piedmont-lithium-receives-approval-from-the-state/73331448007">North Carolina project</a> still needs state air quality and wastewater discharge permits. It also needs an approved rezoning request and a special use permit from Gaston County, where <a href="https://ncnewsline.com/2023/08/18/piedmont-lithium-gets-cold-shoulder-in-gaston-county/">the company</a> has<a href="https://www.gastongazette.com/story/news/local/2023/08/10/piedmont-lithium-faces-questions-criticism-at-latest-meeting-with-county/70558422007"> faced hostility</a> before.
"The process appears to have taken the usual amount of time—i.e. longer than expected," Alice Fox, senior base metals strategist at Macquarie told Benzinga.
That the North Carolina delay isn't a surprise in the industry indicates that delays are par for the course, as federal, state and local processes must be checked off before companies can begin building mines. 
In 2020, Piedmont signed a deal with Tesla (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) to supply the electric vehicle maker with refined lithium ore from the North Carolina plant starting by July 2023 at the latest. But Piedmont had to amend that plan, saying last year that it would supply Tesla from the miner's joint venture with Sayona Mining (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SYAXF#OTC">SYAXF</a>) in Quebec.
Piedmont called the new permit &#8220;a catalyst for accelerating discussions with potential funding parties, including government loan agencies and strategic partners who could provide capital, offtake and technical support.&#8221;

<h3 class="wp-block-heading">&#8216;Do It Right&#8217;</h3>
Piedmont hasn&#8217;t been the only lithium miner to face permitting delays. Lithium Americas (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/LAC#NYSE">LAC</a>) faced years of permitting work and legal challenges before it could begin construction last year on its Thacker Pass lithium project in Nevada.
The resistance is part of a a broader issue in the mining industry which executives have summed up as <a href="https://www.benzinga.com/analyst-ratings/analyst-color/24/03/37904601/global-mining-industry-faces-trust-deficit-despite-being-asked-to-produce-more-meta">a lack of trust</a> from the public. The historical record of the mining industry in the U.S. is littered with instances of labor and environmental abuses. While mining executives say regulations and new mining technology have solved many of these problems, at least in the United States and other developed nations, the public is often leery of these promises.
The mining industry isn't the only natural resources-based sector to face the NIMBY phenomenon, an acronym that stands for "not in my back yard."
Even solar and wind farms, despite their clear link to reducing carbon emissions as well as contributions to local coffers, have been part of that push and pull, Samuel Horn, senior investment analyst with Polaris Capital Management, told Benzinga.
Opponents want to "keep grinding" mining projects down, Tim Crowley, vice president of government and extremal affairs with Lithium Americas, told Benzinga.
He doesn't expect that the state-level Piedmont decision in North Carolina will change much in the big scheme of things when it comes to mine permitting in the United States. He expects new mining projects will be challenged&nbsp;and will need to be legally defensible to proceed.
"The goal with permitting is to do it right and make sure it will withstand judicial review because nearly all big projects end up in court," Crowley said. "So, it's really impossible to cut corners with permitting even if there's a societal desire to move fast because the permitters and permittees will inevitably have to defend the work that went into the permit in court."
To be sure, the main short-term ramifications of the Piedmont decision are largely company-specific. But some see change on the way.
"The geopolitical and regulatory environments, and the desire to diversify from the Chinese dominance of the lithium and other critical minerals markets, will increasingly influence lithium market dynamics over the next decade," Andrew Lackner, a managing director with Energy Innovation Capital, told Benzinga. His company is a partner in EIC Rose Rock, a venture capital fund invested in Element3, a company that extracts lithium from oil and gas wastewater.
"The Piedmont Lithium permit approval demonstrates growing recognition that we need to be able to source critical minerals in America rather than rely on external sources, given current geopolitical tensions," Lackner added.

Piedmont Lithium Inc.&nbsp;(NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PLL#NASDAQ">PLL</a>) shares are trading higher after it announced that it received mining permit approval for the construction, operation, and reclamation of the&nbsp;<a target="_blank" href="https://www.benzinga.com/pressreleases/24/04/b38244622/piedmont-lithium-receives-mining-permit-approval-for-carolina-lithium" rel="noreferrer noopener">proposed Carolina Lithium project</a>.
In particular, the company disclosed that the North Carolina Department of Environmental Quality&#8217;s (NCDEQ) Division of Energy, Mineral, and Land Resources (DEMLR) issued an approval of the mining permit for the construction, operation, and reclamation of the proposed Carolina Lithium project in Gaston County, North Carolina.&nbsp;
The project is located within both the Carolina Tin-Spodumene Belt and the U.S. Battery Belt and is being designed as a fully integrated mining, spodumene concentrate, and lithium hydroxide manufacturing operation.&nbsp;
DEMLR provided the permit approval following a thorough review of the application submitted by Piedmont on August 30, 2021.&nbsp;
Keith Phillips, President and CEO, said, &#8220;We plan to develop Carolina Lithium as one of the lowest-cost, most sustainable lithium hydroxide operations in the world, and as a critical part of the American electric vehicle supply chain. The Project is expected to contribute billions of dollars of economic output and several hundred jobs to Gaston County and North Carolina&#8217;s growing electrification economy.&#8221;
&#8220;Technical studies have demonstrated that Carolina Lithium could be a low-cost producer of spodumene concentrate and lithium hydroxide, benefitting from exceptional infrastructure, minimal transportation distances, low energy costs, a deep local talent pool, and proximity to cathode and battery customers as well as local markets for the monetization of by-product industrial minerals.&#8221;&nbsp;

Sentiments for <a href="https://investorplace.com/industries/energy/renewable-energy/battery/lithium/">lithium stocks</a> are possible the most bearish in the last 24 months. From being a hot sector, the sentiments have changed to fear and investors are unwilling to buy quality lithium stocks even at deeply undervalued levels. However, in my view, it&rsquo;s time to be a contrarian and look at lithium stocks for long-term growth.



It&rsquo;s worth noting that depressed lithium prices have translated into lower investments in lithium projects. Once demand is back, this is likely to translate into a tight supply-demand scenario. Last year, analysts <a href="https://www.cnbc.com/2023/08/29/a-worldwide-lithium-shortage-could-come-as-soon-as-2025.html">opined that lithium shortage</a> can be due as early as 2025.



Further, the supply deficit is likely to <a href="https://www.icwa.in/show_content.php?lang=1&amp;level=3&amp;ls_id=10458&amp;lid=6669#:~:text">widen further by the end of the decade</a>. If this scenario holds true, lithium has significant upside potential in the coming years. I would therefore take a brave stance and consider exposure to quality lithium stocks with an investment horizon of five years.

<h2>Albemarle Corporation (ALB)</h2>

With growth deceleration and scaling-back of expansion plans, ALB stock has corrected by 35% for year-to-date. The lithium stock looks undervalued and offers a dividend yield of 1.72%.



The most important point to note is that Albemarle has a strong balance sheet. As of Q1 2024, the company reported a strong liquidity buffer of $3.7 billion. Further, according to bank covenants, the net-debt-to-adjusted-EBITDA is at 0.9.



Albemarle has continued to <a href="https://s201.q4cdn.com/960975307/files/doc_earnings/2024/q1/earnings-result/Q12024_pressrelease.pdf">focus on cost cutting</a> and is on-track to deliver $280 million in cost benefit this year. Therefore, when Albemarle emerges from challenging times, there will be ample financial flexibility for aggressive investments.



As a matter of fact, the company continues to guide for <a href="https://s201.q4cdn.com/960975307/files/doc_earnings/2024/q1/presentation/Q12024_presentation.pdf">lithium sales volume growth</a> at a CAGR of 20% through 2027. I also believe that the markets have discounted the EBITDA compression in current prices. The downside is therefore limited and there is significant upside potential for ALB stock.



<h2>Lithium Americas (LAC)</h2>

For year-to-date, LAC stock has plunged by almost 60%. Negative industry sentiments coupled with equity dilution have impacted the stock. I see current levels as a gold opportunity to accumulate with an investment horizon of five years.



It&rsquo;s worth noting that Lithium Americas is the owner of the Thacker Pass asset in the United States. The asset has an <a href="https://lithiumamericas.com/files/doc_presentations/2024/May/28/LAC-Corporate-Presentation.pdf">after-tax net present value</a> of $5.7 billion. In comparison, Lithium Americas commands a market valuation of $570 million.



Another big positive for Lithium Americas is that the company has secured funding for project construction. Last year, General Motors (NYSE:<a href="https://investorplace.com/stock-quotes/gm-stock-quote/">GM</a>) entered into an offtake agreement with Lithium Americas. At the same time, GM committed to invest $650 million in two tranches. Earlier this year, the company <a href="https://lithiumamericas.com/news/news-details/2024/Lithium-Americas-Receives-Conditional-Commitment-for-2.26-Billion-ATVM-Loan-from-the-U.S.-DOE-for-Construction-of-Thacker-Pass/default.aspx">received conditional commitment</a> from the U.S. Department of Energy for a loan of $2.26 billion. Therefore, once industry sentiments reverse, LAC stock is likely to skyrocket from oversold levels.



<h2>Piedmont Lithium (PLL)</h2>

At a current market valuation of $180 million, the company is deeply overvalued. If lithium surges higher in the next few years, investors can expect 20x to 30x returns from current levels.



For Piedmont Lithium, the biggest positive is the value of the underlying lithium assets. For now, financing the construction of these assets is a challenge and the stock is depressed. However, once lithium trends higher and Piedmont can secure financing through debt or joint ventures, PLL stock is likely to skyrocket.



To put things into perspective, Piedmont has 100% ownership in the Carolina and Tennessee assets. Both these assets have a <a href="https://www.piedmontlithium.com/wp-content/uploads/Piedmont-Lithium-Corporate-Presentation_June-2024.pdf">combined after-tax net present value</a> of $4.5 billion. I must add that these assets are likely to deliver an annual steady-state EBITDA of $834 million. Further, the company has 50% stake in the Ghana asset that has an after-tax NPV of $1.3 billion. Clearly, considering the asset potential, PLL stock can go ballistic.

For one, <a href="https://www.bloomberg.com/news/articles/2024-06-26/exxon-backs-ev-demand-growth-to-turn-its-lithium-bet-into-a-win">according to Exxon Mobil</a> (NYSE:<a href="https://investorplace.com/stock-quotes/xom-stock-quote/">XOM</a>), &ldquo;the world urgently needs more lithium than it&rsquo;s producing today.&rdquo;



Two, we&rsquo;re just starting to see electric vehicle sales bounce back. In fact, according to Kelley Blue Book, <a href="https://www.coxautoinc.com/market-insights/q4-2023-ev-sales/">about 330,460 EVs were sold in the U.S.</a> just in the second quarter. With those numbers likely to increase even more, far more lithium will be needed.&nbsp;



In addition, according to FastMarkets.com, we could see 487% growth in lithium demand to nearly 412,000 metric tons by 2030. Plus,&nbsp;according to the&nbsp;<a href="https://thehill.com/business/4619107-demand-for-critical-minerals-drives-massive-changes-in-global-economy/#:~:text=Demand%20for%20lithium%2C%20nickel%2C%20cobalt,of%20nearly%201%2C400%20metric%20tons.">United Nation&rsquo;s Conference on Trade and Development,</a>&nbsp;demand for metals, such as lithium are &ldquo;on track&rdquo; to outpace production through 2050. The UN group also noted that &ldquo;Lithium tops the list, with expected demand in 2045 more than tripling the likely supply in that year of nearly 1,400 metric tons.&rdquo;&nbsp;



In short, it&rsquo;s time to buy the excessive fear in lithium stocks before others wake up.&nbsp;In fact, here are seven of the top lithium stocks you may want to buy on weakness today.



<h2>Albemarle (ALB)</h2>

Not expecting for it to stay this low for long, I&rsquo;d buy it here. While we wait for the eventual recovery, we can collect its 1.73% yield. Its new dividend of $0.405 is payable Oct. 1 to shareholders of record as of Sept. 13.



Granted, most firms are negative on ALB with the pullback in lithium prices, but the drop truly has become overkill.&nbsp;&nbsp;And to be honest, their fear is our opportunity to buy.&nbsp;Also, if the Federal Reserve does cut interest rates this year, as expected, it could drive electric vehicle sales, and related EV-related investments even higher, including lithium.



Helping, recent earnings growth wasn&rsquo;t too shabby.&nbsp;<a href="https://investors.albemarle.com/news-and-events/news/news-details/2024/Albemarle-Reports-First-Quarter-2024-Results/default.aspx">In its first quarter</a>, the company posted adjusted earnings per share of 26 cents, which beat by a penny. Also, its total revenue did rise to $1.36 billion, which was better than the $1.29 billion forecast.



<h2>Sociedad Quimica Y Minera (SQM)</h2>

In its first quarter, its <a href="https://www.prnewswire.com/news-releases/sqm-reports-earnings-for-the-three-months-ended-march-31-2024-302153702.html">EPS loss of $3.04 </a>missed by $1.46. Revenue, down 52.2% year over year, also missed by $60 million. However, it looks like the stock is priced in that weakness, as well as weakness from lithium prices. Plus, the company did raise its FY 2025 numbers.



According to&nbsp;<a href="https://www.reuters.com/markets/commodities/lithium-miner-sqm-swings-870-million-loss-sinking-prices-tax-ruling-2024-05-23/#:~:text=%22We%20believe%20that%20the%20strong,during%202024%2C%22%20Ramos%20said.">SQM Chief Executive Officer Ricardo Ramos</a>:&nbsp;&ldquo;We believe that the strong demand growth in the lithium market seen since the beginning of the year could continue for the remainder of the year, with total lithium demand surpassing 1.1 million metric tons during 2024. Given this positive trend in demand growth, especially in&nbsp;China&nbsp;which accounts for almost 75% of global lithium demand, and our updated sales volumes outlook for the year, we believe that our sales volumes could reach 200,000 metric tons in 2024.&rdquo;&nbsp;



<h2>Arcadium Lithium (ALTM)</h2>

For one, as a low-cost lithium producer, the company should see a massive acceleration in earnings growth with heavier demand for lithium. Two, analysts at <a href="https://quantisnow.com/insight/arcadium-lithium-shares-are-trading-higher-after-rbc-capital-initiated-coverage-with-an-outperform-5578003">RBC Capital</a> just initiated a buy rating on the stock with a price target of $4.



In fact, as noted by the firm, ALTM offers investors &ldquo;the most vertically integrated, and diversified lithium and chemical exposure across our coverage.&rdquo;



Also, as noted by <a href="https://investorplace.com/2024/07/3-lithium-stocks-that-could-grow-your-wealth/">Investorplace contributor Muslim Farooque</a>, &ldquo;It&rsquo;s on course to realize roughly $60 to $80 million in synergies and cost reductions this year. Moreover, analysts forecast a healthy revenue increase of 34% to $1.19 billion this year and an even more staggering growth to $1.61 billion by 2025. Hence, ALTM is poised for significant growth.&rdquo;



While ALTM won&rsquo;t make you rich overnight, patience will be rewarded.&nbsp;



<h2>Standard Lithium (SLI)</h2>

Rallying from about $1.20 to $1.45 on heavy volume, it&rsquo;s been one of the bright spots of a bleak lithium market. Things could get even better for the company, especially, with electric vehicle sales on the mend and the potential for interest rate cuts from the Federal Reserve in September. 



Helping, there&rsquo;s a <a href="https://www.tipranks.com/stocks/sli/forecast">consensus strong buy</a> on the SLI stock with a target of $3.97.



Better,&nbsp;<a href="https://www.fastmarkets.com/insights/standard-lithium-enters-partnership-agreement-with-energy-multinational-equinor/#:~:text=Standard%20Lithium%20announced%20on%20Wednesday,projects%20in%20the%20United%20States">Standard Lithium recently announced its partnership with Equinor</a>&nbsp;to develop its large-scale lithium projects in the Smackover Formation of east Texas and southwest Arkansas.&nbsp;With this, the deeper pockets at Equinor could help de-risk current SLI projects and help reduce its capital expenditure obligations moving forward.&nbsp;



&ldquo;With this partnership, we have the opportunity to accelerate our progress and carve out a significant role in shaping the future of sustainably produced lithium,&rdquo; added Standard Lithium CEO Robert Mintak, as noted in a company press release.



<h2>Global X Lithium ETF (LIT)</h2>

With an expense ratio of 0.75%, the ETF invests in the complete lithium cycle. That includes mining and refining the metal through battery production.&nbsp;



Some of its 40 holdings include Albemarle,&nbsp;Pilbara Minerals&nbsp;(OTCMKTS:<a href="https://investorplace.com/stock-quotes/pilbf-stock-quote/">PILBF</a>),&nbsp;Tesla&nbsp;(NASDAQ:<a href="https://investorplace.com/stock-quotes/tsla-stock-quote/">TSLA</a>),&nbsp;BYD Co. (OTCMKTS:<a href="https://investorplace.com/stock-quotes/byddf-stock-quote/">BYDDF</a>),&nbsp;Arcadium Lithium(NYSE:<a href="https://investorplace.com/stock-quotes/altm-stock-quote/">ALTM</a>), and&nbsp;Panasonic&nbsp;(OTCMKTS:<a href="https://investorplace.com/stock-quotes/pcrhy-stock-quote/">PCRHY</a>).



We also have to consider that&nbsp;should we see a stronger green energy boom and a global recovery in electric vehicle sales, lithium prices should explode even higher.&nbsp;Plus, as noted by the United Nations Conference on Trade and Development, lithium demand is&nbsp;<a href="https://thehill.com/business/4619107-demand-for-critical-minerals-drives-massive-changes-in-global-economy/#:~:text=Demand%20for%20lithium%2C%20nickel%2C%20cobalt,of%20nearly%201%2C400%20metric%20tons.">&ldquo;on track&rdquo;</a>&nbsp;to outpace production through 2050.&nbsp;



All of which could send lithium prices through the roof.



<h2>Amplify Lithium &amp; Battery Technology ETF (BATT)</h2>

After failing at $9.60 resistance, it&rsquo;s just starting to pivot lower again. Instead of trying to catch a falling knife here, it&rsquo;s best to wait until a new bottom is in place.&nbsp;



Longer term, this is another hot ETF that could double, even triple, when lithium prices and related stocks start to push well off their lows. While simplistic to say, it&rsquo;s only a matter of time before lithium recovers and takes the BATT ETF along for the ride.



With an expense ratio of 0.59%, the BATT ETF provides exposure to global companies that develop, produce and use lithium battery technology &mdash; all for less than $10 a share. BATT ETF has 91 holdings, including&nbsp;Tesla,&nbsp;Albemarle&nbsp;and Sociedad Quimica Y Minera.



<h2>Piedmont Lithium (PLL)</h2>

After rallying from about $9, it&rsquo;s failing at $12.65 resistance. Instead of trying to catch the falling knife here, I&rsquo;d wait for it to bottom out first.



Longer-term, there&rsquo;s a lot to like here, especially after the company&nbsp;received approval for a permit for the construction and operation of its proposed Caroline Lithium project from North Carolina. Better, the company&nbsp;says its mine could be one of North America&rsquo;s biggest sources of lithium for electric vehicle batteries.



<a href="https://news.futunn.com/en/post/26255151/roth-mkm-maintains-buy-on-piedmont-lithium-raises-price-target?level=1&amp;data_ticket=1721397985360331">Roth MKM also reiterated a buy rating on Piedmont</a> with a $65 price target shortly after it received approval for its mining permit from North Carolina.



Again, while I do expect to see further weakness immediate term, the stock has substantial upside opportunity with its projects over the long haul.&nbsp;
