Penn praised Biden for "flipflopping in a good way," celebrating the president's change of heart when it comes to marijuana policy. Having once considered the substance a gateway to harder drugs, Biden is now offering presidential pardons to those with federal convictions for simple marijuana possession. This policy change applies to individuals who were charged or convicted in federal court or DC Superior Court before October 6 of the previous year.
Celebrating this "huge" and "long overdue" development, Penn took a moment to give "special congrats" to advocates who have long pushed for this change in policy. He humorously pointed out the difficulty of convincing someone with five decades of experience in Washington to change their mind, comparing it to the challenges of getting Mitch McConnell to let Democrats appoint judges or persuading Chuck Schumer to wear his glasses on the top of his nose.
Penn then playfully debunked stereotypes about marijuana users, joking about the Oval Office's resemblance to a stoner's lair.
