New York
New York's inaugural cannabis hearing on October 30th will address challenges in the state's legal cannabis market since 2021. Chair of Senate Subcommittee on Cannabis State Senator Jeremy Cooney (D-Rochester) will lead the live-streamed event, focusing on legal obstacles, staffing issues and licensing delays. As reported by the Legislative Gazette, the hearing will highlight economic and health benefits, aiming to enhance transparency and fairness for all stakeholders.
Additionally, New York's Office of Cannabis Management (OCM) is working to debunk the false idea of cannabis contamination with fentanyl. Its fact sheet, "Cannabis and Fentanyl: Facts and Unknowns," clarified that there is no substantiated evidence supporting fentanyl-laced marijuana, aiming to combat the spread of misinformation and encourage an informed public discourse, reported Marijuana Moment.

New Hampshire
New Hampshire's cannabis commission, formed to draft state-run cannabis sales legislation, advanced its efforts in a recent meeting. Established in August, the commission aims to propose a cannabis legalization bill and assess its impact by December 1. During the meeting, members delved into a 37-page draft bill, focusing on minor adjustments. They discussed integrating medical marijuana dispensaries, product testing and avoiding conflicts with the hemp and CBD markets. Opponents of cannabis legalization also had their say, but the commission's core mission is to craft a proposal for lawmakers to consider in the 2024 session.
Pennsylvania
The Pennsylvania House Health Care Subcommittee will host an informational meeting on Nov. 1 to explore the legalization of marijuana for adults. The hearing will not cover specific legislation but is intended to gather opinions from experts, including professors, advocates, and addiction specialists, on the health-related aspects of cannabis legalization.
Led by Rep. Dan Frankel, the subcommittee plans to introduce a reformed bill early next year, focusing on safety, equity, revenue generation, and access. According to Marijuana Moment, they are also considering a state-run cannabis sales model, similar to New Hampshire's approach, although it could face political challenges as the GOP-controlled Senate's stance remains uncertain. The meeting will provide information on various aspects, such as the impact on the illicit market, health concerns, and the economic potential of legalization.
