This initiative, noted the Green Market Report, is part of a broader effort to ensure fair industry access, allowing for selections across more than 40 distinct lottery pools, nearly reaching its maximum capacity of 179 applicants.

Social Equity And Legal Cannabis In Maryland

Eligibility for the lottery was contingent on applicants meeting specific social equity criteria, focusing on ownership and control by individuals with significant connections to disproportionately impacted areas through residency, education, or both. The process was transparent, featuring a live-streamed drawing and subsequent communication to selected applicants, highlighting Maryland's commitment to fairness and inclusivity in the burgeoning cannabis market.

As reported by the MMCC, winners belong to Black or African American, Hispanic or Latino, American Indian or Alaskan Native, Asian and White groups who individually made their case in the evaluation process. Among these social groups, Micro and Standart Licenceses were awarded.

Hardwiring Social Equities Into Cannabis Laws

Maryland is trying to advance toward establishing a recreational marijuana market that emphasizes social equity. This approach involves issuing additional licenses to minority-owned businesses and directing proceeds to communities negatively affected by drug policy enforcement.
With the legalization of recreational cannabis, Maryland began the sale of adult-use marijuana through licensed dispensaries in July 2023. By November 2023, the Maryland Cannabis Administration (MCA) had issued over 3,000 Social Equity Verification invitations at no cost, ensuring all applicants were recognized as social equity applicants.

Why Social Equity Matters

Embedding the social equity program into regulations is crucial to ensure eligible candidates enter the market before it becomes oversaturated with competitors. In the US, emerging social equity programs aim to facilitate market access for communities adversely affected by drug policies, achieving mixed results. Additionally, there's a growing focus on initiatives for expunging criminal records, supporting access for those disproportionately affected by past drug laws.

Maryland Market On The Rise

The Maryland market has achieved significant milestones, with $277 million in medical cannabis sales and $447 million in total sales since the legalization of recreational use. In February alone, sales figures were impressive, with $37 million from dried flowers, $15 million from vapes, and $6 million from edibles. To support this burgeoning industry, the State has granted 167 licenses, predominantly to dispensaries (96), followed by ancillary services (26), growers (18), independent testing labs (4), and processors (23). Furthermore, in February, over 46,000 plants were harvested, contributing to a total of 13,341 pounds of cannabis sold in the market.
