Former Washington Lawmakers See 'Steady Increase In Republicans Supporting' Cannabis Reform

At the recent Benzinga Cannabis Capital Conference, former Senator Cory Gardner and former Congressman Ed Perlmutter stressed the growing bipartisan support for cannabis legislation in Congress.

According to Gardner, Republican support for cannabis reform has significantly increased, reflecting a broader shift in the party’s stance since the early votes on the issue in the mid-2010s.

“Historically, Democrats have been the main supporters of safer cannabis policies, but that’s changing,” Gardner explained. “From the first votes around 2013 to 2015, we’ve seen a steady increase in Republicans supporting and even carrying cannabis legislation.”

Challenges And Progress In Cannabis Banking

The Safe Banking Act, a crucial piece of legislation for the cannabis industry, has seen multiple introductions in Congress since 2013, primarily championed by Perlmutter. Legislative action has recently accelerated despite early setbacks, including a lack of hearings until 2018. Perlmutter expressed optimism about the Act’s prospects due to growing support from both sides of the aisle.

“It took persistence, but after finally getting a hearing, there’s been real movement on the House side, and it’s starting to pick up in the Senate,” Perlmutter said. “We’re now seeing both Democrats and Republicans pushing to normalize banking services for legitimate cannabis businesses.”

Reflecting On Colorado’s Experience

Both politicians reflected on their home state of Colorado’s journey with recreational cannabis, which has been legal since 2012. Gardner, initially an opponent of Amendment 64, changed his stance after engaging with constituents who benefited medically from cannabis.

“The horror stories we were told about legalization never materialized. It was interactions with constituents that really opened my eyes to the necessity of reform,” Gardner recounted.

Perlmutter echoed this sentiment, noting that despite some minor issues, the regulated cannabis industry in Colorado has been booming and has set a positive example for other states.

“The industry has been well-regulated, and the participants are keen to keep it strong and compliant,” Perlmutter observed. “The fears about widespread problems in schools or increased impaired driving haven’t materialized.”

Engaging Congress In Cannabis Reform

Both Gardner and Perlmutter emphasized the importance of public engagement in advancing cannabis legislation. Gardner noted that increased constituent outreach to Congress is essential for prioritizing the issue. 

“I asked people today how many had reached out to their Congress members recently, and only about 25% raised their hands,” Gardner said. “More engagement is crucial.”

Perlmutter agreed, stressing the need for persistent advocacy. “It’s about continuously pushing the issue, one member of Congress at a time,” he added.

As the conference concluded, both speakers expressed hope that continued bipartisan support and effective public advocacy would lead to substantial legislative progress on cannabis reform in the near future.
