As VP of Policy for the Chamber of Digital Commerce, Cody Carbone is at the forefront of mainstreaming crypto at a regulatory level working directly with the government, promoting crypto as an issue that unites the interests of Democrats and Republicans.
In a recent article, Carbone wrote, “To fully harness the potential of this groundbreaking technology, it is crucial that crypto legislation be crafted with bipartisan support. Cryptocurrency should provide a rare win-win in Washington.” He will be among the industry's top thought leaders speaking at Benzinga's Future of Digital Assets on Nov. 14.
Prior to working with the chamber, Cody served six years in the office of public policy at Ernst & Young (EY), where he led federal government engagement and advocacy efforts regarding financial services and technology. Cody also served as a legislative staff member in the U.S. House of Representatives and U.S. Senate, working directly for his hometown Representative Leonard Lance (R-NJ), a Republican representing New Jersey's 7th district.
On April 25, 2023, Carbone testified in a New York State Senate Hearing on the topic, “To educate legislators and the public on cryptocurrency, discuss regulation of FinTech companies, and discuss FinTech licensing legislation.” (S.1450/Sanders).
In his testimony, Carbone stated: “With appropriate policies, the United States should be the world leader in supporting an industry that will underpin the evolution of financial services infrastructure, while helping propel advances in sustainable energy.”
“Today, the digital asset industry is regulated at both the Federal and State levels under existing laws, but the U.S. regulatory approach is disjointed, and a lack of clarity has led to consumer harm. As we move forward, New York must continue to lead on this front.”
Carbone also took a public stance in favor of Grayscale in regard to the SEC’s decision to reject the Grayscale Bitcoin ETF application. On Aug. 29, U.S. Court of Appeals Circuit Judge Neomi Rao ordered that Grayscale’s application be reviewed by the SEC. Rao said that the SEC did not “offer any explanation” regarding the reasons for the rejection, though Rao’s order does not guarantee the listing of a Grayscale spot Bitcoin ETF.
In a recent blog post, Carbone said: “The Chamber of Digital Commerce enthusiastically commends the recent verdict by the D.C. Circuit Court of Appeals in favor of Grayscale, pressing the SEC to revisit the transformation of GBTC into a Bitcoin ETF.”
Carbone’s background and experience leave him well-suited to handle the challenges of the important work being done by the chamber, which has a Stated Mission to “promote the acceptance and use of digital assets and blockchain-based technologies through education and advocacy – working closely with policymakers, regulatory agencies, and industry. Our goal is to develop an environment that fosters innovation, jobs, and investment.”

Cody received his Juris Doctorate (JD) and Masters in Public Administration (MPA) from Syracuse University where he served as President of the Student Bar Association. Cody is admitted to the New York State Bar.
