The Fed ordered another round of stress tests,so that banks like J.P. Morgan JPM can begin paying dividends. I wonder if these tests will be as big a joke as the last tests. General Motors GM started trading today, as the company filed its IPO. For investors who are now down on their purchases, GM has issued a recall, saying these purchases may start a fire in your accounts.
