On Monday, Sen. Rand Paul (R-Ky.) signaled potential delays in the stopgap spending bill proposed by House Speaker Mike Johnson (R-La.), leaving uncertainty over the bill’s swift passage. What Happened: Paul has not committed to supporting the continuing resolution (CR) proposed to prevent a government shutdown, The Hill reports. Paul’s history of opposing spending increases without corresponding cuts raises the possibility of a delayed vote, reminiscent of his actions in 2018 which led to a brief government shutdown.

“I haven't decided,” Paul remarked regarding his support for the CR. “I'm not really for any CR that doesn't reduce spending,” he added, emphasizing the need for fiscal responsibility.

Paul advised that a conservative CR should be considered, which would necessitate bipartisan compromise. His stance presents a challenge for Speaker Johnson, who needs to garner sufficient support amidst divided opinions within the Republican caucus.

If Speaker Johnson’s bill secures the required Senate votes, Paul alone cannot block it but can influence the timing of its passage. Negotiations on debate duration provide Paul with an opportunity to assert his position.

In 2018, Paul’s insistence on an amendment vote led to a standoff with then-Senate Majority Leader Mitch McConnell (R-Ky.), resulting in a government shutdown.

Current Senate Majority Leader Chuck Schumer (D-N.Y.) expressed approval of Johnson’s handling of the bill, which aims to fund the government through a clean CR into early next year. McConnell also supported the bill, calling it a “responsible measure.”
