However, despite this growth, fewer than 10% of all financial institutions in the U.S. currently provide services to the <a href="https://www.benzinga.com/cannabis">cannabis industry</a>. The ongoing hesitation among banks stems from federal law, which classifies marijuana as a <a href="https://www.benzinga.com/topic/federal-schedule-i">Schedule I controlled substance</a>. This classification poses significant legal risks for banks, even when working with businesses fully compliant with state cannabis regulations.

Efforts to resolve the banking issue have <a href="https://www.benzinga.com/markets/cannabis/24/07/39730510/house-gop-divided-over-cannabis-strikes-banking-protections-from-bill-respect-the-will-of-these-">repeatedly stalled in Congress</a>. The U.S. House of Representatives has passed legislation seven times to <a href="https://www.benzinga.com/topic/secure-and-fair-enforcement-safe-banking-act">protect financial institutions</a> that serve cannabis businesses from federal penalties. Yet, the Senate has <a href="https://www.benzinga.com/markets/cannabis/24/06/39324658/gop-controlled-house-strips-cannabis-banking-protections-from-government-spending-bill-in-blow-t">failed to advance</a> these proposals to a floor vote, leaving the cannabis industry in a precarious financial position.
The lack of clear federal guidelines continues to deter many banks, exacerbating the challenges faced by cannabis businesses in securing banking services and investment capital. According to a survey by Whitney Economics, <a href="https://www.benzinga.com/markets/cannabis/22/01/25324529/survey-72-of-cannabis-operators-say-lack-of-banking-is-biggest-problem-even-fewer-are-making-pro">over 70% of cannabis operators</a> cited limited access to banking and capital as their primary obstacle.
<h3 class="wp-block-heading">Impact On Smaller And Minority-Owned Businesses</h3>
The absence of comprehensive banking reform disproportionately impacts smaller and minority-owned cannabis businesses, which often rely on traditional financing to grow and operate. NORML, the first cannabis advocacy group in U.S., has called on Congress to amend federal banking laws. "No industry can operate safely, transparently, or effectively without access to banks or other financial institutions. The players in this industry, particularly smaller and minority-owned businesses, and their consumers will remain severely hampered without better access to credit and financing," said NORML deputy director Paul Armentano.

The appeals follow separate rulings by a federal judge in California last month, which rejected Meta's requests to dismiss the lawsuits, Bloomberg <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-11-15/meta-to-appeal-orders-letting-schools-states-sue-over-addiction?srnd=homepage-Americas&amp;sref=TBDibEcD" rel="noreferrer noopener">reports</a>.
U.S. District Judge Yvonne Gonzalez Rogers ruled in favor of 34 state attorneys general who argued that Meta's social media platforms, Facebook and Instagram, have had detrimental effects on youth mental health, leading to claims of negligence and public harm.
However, Judge Rogers largely denied motions to dismiss negligence claims but limited specific allegations, referencing Section 230 of the Communications Decency Act.
Alongside Meta, other tech giants such as Snap Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SNAP#NYSE">SNAP</a>) and Alphabet Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) were also named in lawsuits filed by various school districts.

The plaintiffs argued that Zuckerberg downplayed the dangers, but the judge cited insufficient evidence of his direct involvement.
The ruling only applies to claims against Zuckerberg, while similar legal challenges against Meta remain unaffected.

If a stock is below its typical or average range, traders say that it is &#8220;oversold.&#8221; Some anticipate a reversal back to the average. This would mean a move higher.
So, they enter the market as buyers. This could put pressure on the stock and force the price higher. It could become a self-fulfilling prophecy.

So, now that the shares are back to their selling price, they are placing buy orders. This creates support.
The combination of being oversold and at support means there is a good chance Pfizer reverses and heads higher.

A Closer Look at Royal Caribbean Gr's Options Market Dynamics

On Friday, Eyenovia, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/EYEN#NASDAQ">EYEN</a>) stock is trading lower after an update from the Phase 3 CHAPERONE study evaluating its proprietary drug-device combination of low-dose atropine in the company&#8217;s Optejet dispensing platform <a target="_blank" href="https://www.benzinga.com/pressreleases/24/11/g42004665/eyenovia-provides-update-on-phase-3-chaperone-study" rel="noreferrer noopener">pediatric progressive myopia</a>.
Progressive myopia is a type of nearsightedness that worsens over time due to the eyeball growing too long.
The company said that an independent Data Review Committee (DRC) reviewed the CHAPERONE data and found that the trial is not meeting its primary endpoint of a less than 0.5 diopter progression in visual acuity over three years.
The DRC reviewed the safety and efficacy data from 252 evaluable patients. The DRC found that the rate of myopia progression was not significantly different between the two active treatment arms (0.01% and 0.1% atropine ophthalmic metered spray) and placebo.
In the safety analysis, all dosages and placebo appeared well-tolerated, with a mild and infrequent adverse event profile. Full study data has not yet been released to Eyenovia.
&#8220;We plan to terminate the study, review the data more thoroughly, and evaluate the next steps,&#8221; stated Michael Rowe, Eyenovia&#8217;s CEO.
In light of the results of this review, the company is considering strategic options, which may include a business combination, reverse merger, asset sales or a combination of those alternatives.
William Blair has downgraded <a target="_blank" href="https://www.benzinga.com/quote/EYEN/analyst-ratings" rel="noreferrer noopener">Eyenovia to Market Perform</a>.
The analyst says,&#8221; While the approval of Mydcombi provided important validation of Eyenovia's Optejet device, and the subsequent approval of clobetasol propionate ophthalmic solution 0.05% added another promising product to the company's commercial portfolio, we believe the negative results from the CHAPERONE study and limited capital to invest in the launch of clobetasol or further pipeline programs limits near-term upside.&#8221;

Avicanna Inc. (OTCQX:<a class="ticker" href="https://www.benzinga.com/stock/AVCNF#OTCQX">AVCNF</a>) announced its financial results Thursday for the third quarter, disclosing revenue of CA$6.27 million ($4.49 million), compared to CA$6.25 million in the same period last year. As she described how they'd moved across the country, sought counseling and even enlisted resume help, Ramsey listened closely before giving her some straight talk: "This has nothing to do with the mechanics of finding a job … He doesn't want to work."
The woman explained that her husband's layoff coincided with shifts in the pharmaceutical industry and the economic crash, which made finding a comparable job difficult. But, as she's rebuilt her career, she's increasingly felt that his job search has been less than active. Ramsey laid it out: "Behavior is a language. What's he been telling you for a decade? ‘I don't work.'"

Co-host Dr. John Delony added that people in similar situations often take <a href="https://www.benzinga.com/startups/24/11/41852620/theres-a-great-place-to-go-when-youre-broke-to-work-says-dave-ramsey-about-a-piece-of-advice-he-got">whatever work they can find</a> to support their families. Ramsey pointed out, "I know too many people with Ph.D.s who got laid off but went to work at the grocery store or Walmart in the interim."
The caller admitted she'd encouraged him to find any job just to return to the workforce. Still, the years kept passing. Ramsey's co-host sympathized, but his message was tough: "This is about getting up off your butt." He continued, stressing that the woman's husband must feel the consequences of his inaction. "Somebody's going to have to love him enough to knock him out of the ditch," Ramsey advised, "because he ain't climbing out."

The situation became even trickier when she admitted she'd consulted a lawyer, only to find she might have to pay alimony if she left him. With the unemployment rate for Ph.D. holders aged 25 and over at just 1%, a 13-year gap in work is practically unheard of. So it's no wonder this caller is fed up with her husband's lack of ambition – her frustration is more than understandable.
