<p>The Mexican Ministry of Finance (SHCP) has proposed raising mining royalties in the 2025 federal budget bill. The proposal suggests increasing two key taxes on mining activities, which is at a risk to the sector and <a target="_blank" href="https://www.benzinga.com/topic/mexico" rel="noreferrer noopener">the country's economy</a>.</p>
<p><strong>What Happened?</strong> The SHCP plans to raise the special tax on mining profits from 7.5% to 8.5% and the extraordinary tax on revenues from the sale of gold, silver, and platinum from 0.5% to 1%. The Ministry justifies the hike by citing rising global metal prices and the nature of those assets.</p>
<p>"Considering that minerals and substances from the subsoil are non-renewable public domain assets, it is proposed to increase the special and extraordinary rights on mining," the SHCP stated in the bill <a target="_blank" href="https://www.bnamericas.com/en/news/mexican-govt-proposes-raising-taxes-on-mining-companies" rel="noreferrer noopener">per</a> bnamericas. The Ministry projects that the additional revenues will be allocated to government programs and projects, though specific details were not disclosed.</p>
<p>In 2021, an <strong>International Monetary Fund</strong><a target="_blank" href="https://www.imf.org/-/media/Files/Publications/WP/2021/English/wpiea2021245-print-pdf.ashx" rel="noreferrer noopener"> working paper</a> by <strong>Alpha Shah</strong> explored Mexico's mining tax regime, concluding it was less burdensome than in many comparable nations. Shah's findings pointed out that there is room to increase the overall tax burden on mining while still maintaining competitiveness. The paper suggested a balanced redesign to boost the government's share of resource rents while ensuring the sector remains an attractive investment destination.</p>
<p><strong>Why It Matters? </strong>Mining is important to Mexico's economy, contributing 2.5% to GDP and supporting 400,000 direct jobs. The country is the world's leading silver producer and a major supplier of gold and copper. However, with increasing global competition, Mexico could struggle to attract new investments under a higher tax regime.</p>
<p>The country needs significant investment to bolster its mining sector, which has already seen declining fiscal contributions. These contributions fell 32% in 2023, further underlining the need for a balanced approach to taxation. Furthermore, bnamericas noted that industry experts warned the proposed increases could discourage nearly $7 billion in mining investments by 2025, particularly as companies face other challenges, such as reduced concession terms and stricter water-use permits.</p>
<p>While the proposed taxes aim to capture more value from the mining sector, they may also reduce Mexico's appeal compared to peers like Chile, Peru, and Canada. These countries offer competitive tax regimes and have become increasingly attractive destinations for mining investment.</p>

<p><strong>C3.ai</strong> (NYSE:<span><a href="https://investorplace.com/stock-quotes/ai-stock-quote/"><strong>AI</strong></a></span>) provides AI software for enterprises, but it&rsquo;s most well-known for its advancements in machine learning capabilities. It allows companies to launch and manage their own AI applications that are stored in the cloud.</p>



<p>There are a few reasons to believe that C3.ai could be one of those machine learning stocks that will deliver multi-bagger returns. Although the company is <a href="https://finance.yahoo.com/news/c3-ai-inc-ai-reports-222939326.html">currently unprofitable</a> with a negative net income, this is par the course for tech startups, as their focus is on scaling revenue and reaching those important network effects first.</p>



<p>C3.ai has <a href="https://finance.yahoo.com/news/c3-ai-inc-ai-reports-222939326.html">launched pilots</a> with numerous marquee brands such as <strong>GSK</strong> (LON:<span><a href="https://investorplace.com/stock-quotes/gsk-stock-quote/"><strong>GSK</strong></a></span>), <strong>Indorama</strong> (NSE:<span><a href="https://investorplace.com/stock-quotes/indorama-stock-quote/"><strong>INDORAMA</strong></a></span>), <strong>First Business Bank</strong> (NASDAQ:<span><a href="https://investorplace.com/stock-quotes/fbiz-stock-quote/"><strong>FBIZ</strong></a></span>), and others. It also closed 62 agreements in total with various companies, which signals that its revenues could be scaling quickly.</p>



<p>Then there&rsquo;s also the <a href="https://stockanalysis.com/stocks/ai/statistics/">company&rsquo;s valuation</a>, which remains attractive. On a forward price-to-sales basis, it trades at just 11.17 times sales. Therefore, the company seems cheap relative to its progress in onboarding numerous blue-chip clients, making it one of those machine learning stocks with massive potential.</p>



<h2>Appen (APXYY)</h2>

<p><strong>Appen</strong> (OTCMKTS:<span><a href="https://investorplace.com/stock-quotes/apxyy-stock-quote/"><strong>APXYY</strong></a></span>) An Australian company, Appen focuses on developing high-quality training data for machine learning and artificial intelligence. This is my ultra high-risk, high-reward play for one of those machine learning stocks to consider.</p>



<p>The company is a penny stock, trading around AUD 0.60 at the time of writing. This is an enormous decline from its AUD 35.43 peak share price recorded in August 2020. It also recently reported a <a href="https://www.afr.com/technology/appen-hangs-up-the-for-sale-sign-raises-30m-20231121-p5elod">massive 30% drop</a> in revenue amid a reduction in spending by a few of Appen&rsquo;s major tech customers&#8203; and a capital raise that saw its shares diluted.</p>



<p>However, despite these problems, <a href="https://www.fool.com.au/2023/11/27/is-the-appen-share-price-finally-good-value-after-crashing-75-in-a-year/">some brokers believe</a> that Appen&rsquo;s business remains structurally sound despite facing a downturn. The company is predicted to realize a small EBITDA profit next year, and thanks to being down 94.82% over the past five years, its share could very nearly be at the absolute bottom.</p>



<h2>DataRobot (DR)</h2>

<p><strong>DataRobot</strong> (NASDAQ:<span><a href="https://investorplace.com/stock-quotes/dr-stock-quote/"><strong>DR</strong></a></span>) offers an enterprise AI platform that enables organizations to build and deploy machine learning models. Like the other machine learning stocks on this list, DR also has some powerful catalysts ahead of it.</p>



<p>For example, the company recently enhanced its partnership with <strong>SBI Holdings</strong>, a Japanese internet financial services leader, to <a href="https://finance.yahoo.com/news/datarobot-expands-partnership-sbi-holdings-140000160.html">advance generative AI</a> in Japan. The partnership will see them develop chatbots for financial products and create summarization services for certain legal and financial documents. The big picture is that the initiative could deliver revenue within the next three years.</p>



<p>Also, on the enterprise front, DR launched a <a href="https://finance.yahoo.com/news/datarobot-announces-enterprise-grade-functionality-170000128.html">new console</a> for clients to get a bird&rsquo;s eye view of the health and performance of their enterprise models. Specifically, this console allows organizations to help monitor if their models generate toxic or misleading content and to take steps to correct it.</p>



<p>In summary, DR stock addresses the core risk of generative AI models for large enterprises, namely the problem of hallucinating and creating dubious content. If DR can successfully handle this issue, then one of the key issues that stop organizations from adopting the technology will be overcome, and its privacy and governance features are planned to keep the AI assets in a secure environment.</p>

<p>Many investors agree&nbsp;that it&rsquo;s&nbsp;wise to &ldquo;sell in May and go away.&rdquo; This age-old Wall Street adage stems from the observation that stock market returns tend to be weaker during the summer months (May through October) compared to the winter months (November through April).&nbsp;This phenomenon is sometimes&nbsp;referred to as&nbsp;the &ldquo;Halloween indicator&rdquo; or the &ldquo;sell in May and go away&rdquo; effect. It suggests that investors should&nbsp;then&nbsp;return in November and continue the cycle.</p>



<p>Historically, this strategy has outperformed the buy-and-hold approach by slight margins.&nbsp;However, since 2020, this wisdom has applied less and less. Selling in May would likely cost you much more in fees and taxes than if you&nbsp;simply&nbsp;held through.&nbsp;In my view,&nbsp;this&nbsp;doesn&rsquo;t necessarily mean there aren&rsquo;t stocks you can profitably sell or short in May.</p>



<p>Many struggling businesses are unlikely to make it out once the storm clears. Selling or shorting such companies is a prudent idea this month. The&nbsp;key&nbsp;difference is that you should sell and never&nbsp;come back&nbsp;to these stocks again. Let&rsquo;s take a look at the seven stocks to sell.</p>



<h2>Bitcoin Depot Inc. (BTM)</h2>

Wild swings in <strong>Bitcoin&rsquo;s</strong> (<span><a href="https://investorplace.com/cryptocurrency/btc-usd/"><strong>BTC-USD</strong></a></span>) price can seriously impact transaction volumes and the profitability of crypto miners.&nbsp;However,&nbsp;you&rsquo;d think that&nbsp;the recent bull run would&rsquo;ve caused at least some&nbsp;level of&nbsp;top-line growth and profits for the past quarters. But revenue is still flat, with margins deeply in the red.</p>

<p>Analysts expect revenue could decline over 10% this year for Bitcoin Depot despite Bitcoin reaching an all-time high. The worst thing is that all Bitcoin ATMs have fees that are way too high and still require KYC.&nbsp;Why use them when you can&nbsp;just&nbsp;use an exchange and wire money directly to your bank?</p>



<h2>AMC Entertainment (AMC)</h2>

APE stock"></a><p><strong>AMC&rsquo;s</strong> (NYSE:<span><a href="https://investorplace.com/stock-quotes/amc-stock-quote/"><strong>AMC</strong></a></span>) potential movie theatre comeback has been greatly exaggerated, even with high-profile blockbusters on the schedule. They did beat EPS by 19.6% in Q1 and met revenue expectations. However, the <a href="https://seekingalpha.com/news/4103715-amc-stock-sinks-after-theatre-chain-warns-of-weaker-second-quarter">weaker Q2 guidance</a> should not at all&nbsp;be underestimated. Revenue fell by 0.3%, and earnings are still red. Their traditional business model&nbsp;clearly&nbsp;faces an uphill battle competing with on-demand options.</p>



<p>AMC is making desperate moves, like hyping their popcorn brand and crypto offerings,&nbsp;just&nbsp;to stay relevant.&nbsp;With debt weighing them down and expenses rising,&nbsp;I estimate&nbsp;AMC could run into serious cash flow problems soon should trends fail to turn around.&nbsp;The &ldquo;apes&rdquo; may finally be waking up to these realities.</p>



<p>Rate cuts will lower losses. But when megatrends in the entertainment industry act as headwinds, it would be wise to put those dollars into more forward-thinking entertainment plays built for the future rather than this fading meme stock.</p>



<h2>ChargePoint (CHPT)</h2>

While they&nbsp;do&nbsp;have&nbsp;a very big&nbsp;market share in the industry, CHPT could hit a &ldquo;growth ceiling.&rdquo; I am bullish on the EV charging space. However, it is abundantly clear that EVs will take much longer than expected to dominate the road. This makes me believe it is one of the stocks to sell in May.</p>

At that point, investors may be better off rotating to more established EV options, generating profits today instead of chasing future potential. Growth has limits, so stability and cash flows will matter more. Analysts <a href="https://seekingalpha.com/symbol/CHPT/earnings/estimates">expect just 8.2% revenue growth</a> this year. They still expect sales growth to be around 20-25% annually on average for the next decade. But, given the -81.8% net margin that ended up going down another 58.9% year-over-year (<strong>YOY</strong>), holding CHPT will only bring more pain.</p>



<h2>Appen Limited (APXYY)</h2>

Losing that <a href="https://www.cnbc.com/2024/01/23/alphabet-ends-contract-with-appen-which-trained-bard-google-search.html">$82.8 million Google contract</a> signals that tech heavyweights may increasingly want to control more aspects of data work in-house rather than relying on outside vendors like Appen Limited. This sting is going to linger for a long time.</p>



<p>AI can do&nbsp;a lot of&nbsp;jobs on its own these days. So outsourcing labor through contracts makes much less sense for big companies.&nbsp;And, if you&rsquo;ve read the news recently, you&rsquo;d know that <a href="https://www.cnbc.com/2024/05/01/google-cuts-hundreds-of-core-workers-moves-jobs-to-india-mexico.html">Google is hiring&nbsp;from India and Mexico</a>&nbsp;now&nbsp;instead of relying on third parties.</p>



<p>Analysts expect Appen Limited&rsquo;s revenue growth will slow to mid-single digits in the years ahead as their legacy work flounders. As exciting as generative AI is, investors may want to put their money behind the companies pioneering the core technologies rather than auxiliary service providers getting edged out. I don&rsquo;t think cost-cutting will lead to a rebound if this &ldquo;AI&rdquo; company can&rsquo;t grow its top line.</p>



<h2>The Beachbody Company (BODI)</h2>

Management may be patting themselves on the back for cost-cutting. But&nbsp;the reality is,&nbsp;their top line continues crumbling as consumers flee the brand.&nbsp;They need to win customers back, and I&nbsp;don&rsquo;t see&nbsp;a real plan&nbsp;to do that.</p>



<p>Pivoting to subscriptions is also risky. If customer churn surges, as feared, recurring revenue will plummet. Analysts expect&nbsp;exactly&nbsp;that, with <a href="https://seekingalpha.com/symbol/BODI/earnings/estimates">revenue expected to decline 17.3%</a> in 2024.</p>

It has many red flags even after the cost-cutting measures. Its <a href="https://www.gurufocus.com/term/zscore/BODI">Altman-Z score of -2.86</a> puts it in the distress zone, while revenue has&nbsp;been falling&nbsp;consistently since 2021. It is definitely one of the top stocks to sell in May.</p>



<h2>Comscore (SCOR)</h2>



<div><img width="300" height="169" src="https://investorplace.com/wp-content/uploads/2019/07/socialmedia1600b-300x169.jpg" alt=""><div>Source: Shutterstock</div></div><p><strong>Comscore</strong> (NASDAQ:<span><a href="https://investorplace.com/stock-quotes/scor-stock-quote/"><strong>SCOR</strong></a></span>) is a media measurement and analytics company.&nbsp;One look at its <a href="https://www.gurufocus.com/stock/SCOR/financials">financials</a>, and you&rsquo;ll quickly realize a lot&nbsp;is going wrong.&nbsp;Its top line has stagnated for nearly a decade, and it has made losses&nbsp;every single year&nbsp;since 2010. Investors would be&nbsp;more than&nbsp;happy&nbsp;to still buy the stock, but they need to show growth to justify those losses. That isn&rsquo;t the case here. Thus, the stock is down 93% in the past five years.</p>



<p>It has slowly narrowed its losses over the past few quarters. However, its net margin is nearly -30%. It will likely take years for this company to break even and&nbsp;start growing&nbsp;its revenue again (if ever).</p>



<h2>Terran Orbital (LLAP)</h2>

<p>But my sentiment has completely changed due to some personal experiences and recent news.&nbsp;Management&nbsp;actually&nbsp;reached out to me a few months&nbsp;back&nbsp;for a private interview session with their chief executive officer (<strong>CEO</strong>).&nbsp;However, I made a counter-proposal&nbsp;to&nbsp;just&nbsp;ask them&nbsp;some&nbsp;questions that I felt would help provide more clarity for readers.</p>



<p>I asked about recent contract wins, deliveries and future targets to give a better sense of the growth trajectory.&nbsp;Also, I queried about the outlook for achieving profitability&nbsp;and positive&nbsp;cash flow,&nbsp;as well as&nbsp;expanding margins &ndash;&nbsp;key&nbsp;issues given the current losses. Unfortunately, I never received a reply, despite them reaching out to me for the questions.</p>



<p>While my personal experience does not entirely determine my investment view, LLAP&rsquo;s decision not to participate in an earnings call for Q4 raises red flags. They&rsquo;ve missed revenue estimates by significant margins for the past four quarters. Most concerning is the net margin, which sits at a <a href="https://www.google.com/finance/quote/LLAP:NYSE">massive negative of -135.6%</a>, down 31.2% in Q4 alone.&nbsp;Clearly,&nbsp;things&nbsp;are not&nbsp;trending in the right direction.&nbsp;Given the lack of transparency and poor fundamentals, LLAP is&nbsp;definitely&nbsp;not a stock I would feel comfortable buying&nbsp;at this time.&nbsp;In fact,&nbsp;it looks like a prime candidate regarding stocks to sell in May.</p>

Both Gemini and ChatGPT gave me non-answers, explaining that I should do my research and what common pitfalls to look out for. Copilot, on the other hand, yielded some interesting examples. Thus, this article will focus on three <a href="https://investorplace.com/industries/technology/artificial-intelligence/">AI stocks</a> to sell according to AI analysis from <strong>Microsoft</strong> (NASDAQ:<span><a href="https://investorplace.com/stock-quotes/msft-stock-quote/"><strong>MSFT</strong></a></span>).</p>



<p>Whether or not that is a conflict of interest is unclear to me, however, judging by the AI&rsquo;s results, I&rsquo;m relieved I won&rsquo;t lose my job too soon. That&rsquo;s because the free version of Copilot only gave me a sentence to describe one issue with each of the following stocks. While that issue may be valid, it&rsquo;s hardly enough evidence to back up a &ldquo;sell&rdquo; recommendation.</p>



<h2>Appen (APXYY)</h2>

Additionally, some analysts believe its business model may be outdated. Performance: Notable underperformance in recent times.&rdquo;</p>



<p>Appen issued <a href="https://www.fool.com.au/2023/06/15/appen-share-price-tumbles-11-as-16-million-new-shares-hit-the-market/">16 million new shares</a> in June 2023. The issue of diluting shares by releasing too many can be a tremendous signal for offloading a stock, but let&rsquo;s look deeper into the underperformance claim. The company&rsquo;s stated mission is that it aims to make <a href="https://www.appen.com/optimize-llms">AI a force for good</a>. Appen also markets itself as a constantly learning group of people, just like an AI is.</p>



<p>Unfortunately, the reality for Appen is that its business model of selling custom datasets to large language model developers has not proven profitable. For example, Appen&rsquo;s <a href="https://assets.website-files.com/656a605609413dfd3feb9d34/65fbab07173218f57c421ee3_Appen_AR23_Annual_Report.pdf">revenue dropped to $273 million </a>in 2023, down 29.7% from $388 million in 2022. Ultimately, APXYY appears to be one of the AI stocks to sell according to AI probability calculations by Copilot.</p>



<h2>BlackLine (BL)</h2>

A competitive moat is lacking, and sales growth has been a struggle. Performance: Investors should approach with caution.&rdquo;&nbsp;</p>



<p>The company offers a suite of cloud-based software solutions designed to streamline financial processes and enhance efficiency for organizations. Furthermore, its Financial Close Management platform helps organizations automate and manage the entire financial closing process. This includes tasks such as reconciliations, journal entries, and variance analysis.</p>



<p>From a product standpoint, the company offers machine-learning solutions for <a href="https://www.blackline.com/solutions/financial-close/smart-close/">custom integration with enterprise resource planning</a> software. This business model has generous potential in a future where AI continues to improve and Blackline&rsquo;s <a href="https://investors.blackline.com/news-releases/news-release-details/blackline-announces-first-quarter-financial-results-7">first-quarter financial results</a> reflect healthy growth as a result, with revenue of $149.5 million up from $130.6 million a year ago.</p>



<p>As such, I do not agree with Copilot&rsquo;s assertion that this stock is a sell. Rather, its outlook seems mixed and I believe it deserves a <a href="https://www.tipranks.com/stocks/bl/forecast">hold rating</a> for now.</p>



<h2>Veritone (VERI)</h2>

Its struggle for sales growth has affected investor confidence. Performance: Veritone&rsquo;s stock has faced challenges.&rdquo; Interestingly, Copilot uses a term coined by <a href="https://www.investopedia.com/ask/answers/05/economicmoat.asp">Warren Buffett</a>. However, I am curious about what qualifies as a competitive moat to an AI.</p>



<p>Veritone&rsquo;s first-quarter financials seem subpar, keeping with its trend of <a href="https://finance.yahoo.com/news/veritone-inc-veri-reports-q1-232004148.html?">underwhelming earnings-per-share</a> for the last four quarters. Revenue was <a href="https://d1io3yog0oux5.cloudfront.net/_3d8105bfb671e3d83661c4cbe8bf8acc/veritone/db/2247/21176/file/VERI+1Q24+Investor+Presentation+%285-7-24%29_vfinal.pdf">$31.6 million</a>, down 7.6% from the prior quarter but up 5% from a year ago. Net losses came in at $25.1 million, which represented a 7% increase from last year.</p>



<p>From the perspective of competitive edge, the relatively nascent nature of AI products and custom machine-learning software means that it&rsquo;s hard to tell where Veritone stands among its peers. However, its current pricing around $2.80 is a fair valuation when considering the current oversaturation of AI products. As such, VERI may not be the best value for money as far as investments go.</p>
