ABC News reported that a recent Harvard study revealed that around half of American renters are heavily burdened by the cost of housing. Harvard found that middle-income renters are the hardest hit. For example, nearly 40% of households earning $45,000 to $74,999 were rent-burdened.&nbsp;

Sarah Saadian, the Senior Vice President of Public Policy and Field Organizing at the National Low-Income Housing Coalition, told ABC News, "More and more households that are struggling to pay rent are living just one sort of financial shock away from facing evictions and, in worst cases, homelessness."&nbsp;
The three-year study examined how unconditional cash could help struggling households pay for housing. Elizabeth Rhodes, OpenResearch's research director, explained that the idea of the study was to provide flexibility in participants' spending. She said, "Cash is flexible. It&#8217;s an imprecise instrument if your goal is to move one outcome for everyone, but it moves some or many outcomes for everyone."&nbsp;

The study began in 2020 with 3,000 participants in Texas and Illinois. Each participant was given $1,000 in cash per month and told to spend it however they wanted. Despite the freedom to spend the money on whatever they chose, the study found that participants used it to fund basic expenses like rent, food and transportation, rather than on vices like alcohol. Participants increased their monthly spending by $310, but on essentials. The study also explored how unconditional cash could affect low-income participants' employment decisions, and the results were also positive.&nbsp;
Results revealed that participants could make more flexible employment decisions that align with their goals and values, rather than just accepting the first job available with poor pay.&nbsp;
One participant of the study revealed in an interview, "Because of the [cash transfer] and being able to build up my savings, I'm in a position for once to be picky," and added, "I don't have to take a crappy job just because I need income right now. I have the opportunity to hold out and try and find the right fit." The results showed that participants worked 1.3 hours less per week, leaving them with more leisure time, which can be beneficial for their physical and emotional well-being.
So far, the results have been positive and have shown that a basic universal income can help lower-income families afford the basics. However, there have been results indicating that this additional cash has had no significant impact on physical or mental health. But with OpenAI constantly learning and evolving, Altman's dream is not as far away.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

What Happened: With President Joe Biden dropping out of the 2024 election, Harris is the favorite to secure the Democratic Party nomination and <a href="https://www.benzinga.com/general/politics/24/07/39892716/nancy-pelosi-endorses-kamala-harris-for-president-full-confidence-that-she-will-lead-us-to-victo">has received endorsements</a> from many people, including Pelosi.
While they are both Democrats and key political figures, Harris and Pelosi differ when it comes to investing.
Pelosi and her venture capitalist husband Paul Pelosi prefer to buy individual stocks and options, often in the technology sector. Compare that to the investment style of Harris and her husband Doug Emhoff, who have their money parked in mutual funds and ETFs.
Benzinga recently polled readers to see which investment style could be better.
"Kamala Harris' investments include mutual funds and S&amp;P 500 holdings, while Nancy Pelosi and her husband have purchased stocks like Nvidia, Apple and Tesla. Who do you think is a better investor?" Benzinga asked.

According to a report from <a href="https://www.barrons.com/amp/articles/kamala-harris-wealth-investments-12983bda">Barrons</a>, Harris and Emhoff have between $2.9 million and $6.6 million in investments and cash based on financial disclosures. Among the investments include Harris having between $250,000 and $500,000 in a Target Date 2030 fund and between $100,000 and $250,000 in an S&amp;P fund and large-cap growth fund.
Emhoff has investments in several ETFs, including the iShares Core MSCI EAFE ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/IEFA#BATS">IEFA</a>).
A Quiver Quant <a href="https://www.quiverquant.com/news/Kamala%20Harris%20Net%20Worth">report </a>shows the Vanguard Growth ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VUG#NYSE">VUG</a>) and the Vanguard Value ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VTV#NYSE">VTV</a>) as two of the largest holdings by the vice president and first gentleman. The Vanguard Growth ETF is heavily weighting in technology stocks, making up 60% of the ETF. 
One thing the two political figures have in common with their investments is a preference to large cap stocks and not having large weightings of small cap stocks in their portfolios.

Why It's Important: The net worth of Harris and Emhoff pales in comparison to her 2024 election opponent Donald Trump, who is a billionaire thanks to his investments and large stake in Trump Media &amp; Technology Group (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DJT#NASDAQ">DJT</a>).
"Does the difference in wealth between Kamala Harris and Donald Trump make her a more or less appealing candidate?" Benzinga asked.
The results were:

The poll found that potential voters don't care too much that Trump is worth significantly more than Harris. A larger amount of respondents said Harris is more appealing than less appealing based on her lower wealth amount.
Benzinga also asked if people were surprised by the $2.9 million to $6.6 million figure that is being reported for Harris and her husband's wealth.

The significant allocation to ETFs and mutual funds indicates that Harris has not been actively buying and trading individual stocks like some members of Congress and their spouses.
Harris and Pelosi may have investment commonalities of preference for technology and large-cap stocks, while both also mostly avoid small-cap stocks.

Individual investors are gaining ground as large institutional buyers pull back from all-cash home purchases. Experts say this trend could level the playing field for everyday homebuyers.
According to a report issued by Realtor.com, the number of institutional investors who bought with cash fell to 64% in the first quarter, down from a peak of 69.7% in late 2021 and the lowest level since 2008. At the same time, individual investors – those who have purchased 10 or fewer homes since 2001 – now account for 62.6% of investor purchases, the highest share on record.

&#8220;It&#8217;s better for everyone involved that institutional money is withdrawing from the single-family home space,&#8221; G. Brian Davis, a real estate investor and co-founder of property management software SparkRental, said to Realtor.com. &#8220;It creates less artificial demand among buyers, therefore reducing some upward pressure on prices. It also leaves room for mom-and-pop investors to operate.&#8221;
The change is coming as overall <a href="https://www.benzinga.com/opinion/24/07/39602191/private-equity-firms-are-buying-up-real-estate-in-these-areas">investor activity remains elevated</a> compared to pre-pandemic levels. In the first quarter, investors accounted for 14.8% of home purchases, the highest share on record, even as total home sales fell to their lowest level in more than a decade.
The rise of individual investors might reflect broader changes in attitudes toward real estate investment and financing. Brie Schmidt, owner and managing broker of Second City Real Estate in Chicago, told Realtor.com that nine out of 10 transactions she sees now involve ‘mom-and-pop' investors more likely to use financing.

Realtor.com noted that the trend also <a href="https://www.benzinga.com/personal-finance/24/02/37318402/you-are-going-to-burn-up-alive-suze-orman-hates-the-fire-movement-and-says-you-need-at-least-20-">aligns with the growing popularity</a> of the FIRE (Financial Independence, Retire Early) movement, which advocates for leveraging real estate investments to build wealth and fund early retirement. While cash offers are losing some of their luster, they remain popular in certain markets. Portland-South Portland, ME, Albuquerque, NM, and Toledo, OH, topped the list of metros with the highest share of all-cash investor purchases in the first quarter, exceeding 80%.

The shift away from all-cash purchases isn&#8217;t limited to investors, though. The share of non-investor buyers using all-cash offers has been growing since early 2021, hitting over 33% in the first quarter. The report noted that the increase is likely driven by high levels of home equity and elevated interest rates, which make cash purchases more attractive for those who can afford them.
Some real estate professionals see advantages in the current environment. Robert Dodson, sales manager and broker at Charles Burt Realtors in Missouri told Realtor.com that financing could give buyers more time for due diligence.
&#8220;Financing tends to create a longer timeline for closing,&#8221; Dodson told Realtor.com. &#8220;This allows buyers more due diligence periods for inspections, appraisal, and property data review, affording the investor the opportunity to become more educated on the asset.&#8221;

I wasn&rsquo;t keen on writing about used car stocks to buy. But then I read an article from early June in the Wall Street Journal that was an interesting take on used car sales.&nbsp;



The Journal&rsquo;s auto columnist, Dan Neil, <a href="https://www.wsj.com/lifestyle/cars/no-one-wants-a-new-car-now-heres-why-41eba32b">argued</a> that consumers have forsaken new vehicles because used cars and trucks are better deals. More importantly, they have old-school designs and features that you can&rsquo;t get in today&rsquo;s high-tech machines.&nbsp;&nbsp;&nbsp;



What that means when electric vehicles (EVs) become more commonplace than internal combustion-powered vehicles is anyone&rsquo;s guess.



But in the meantime, used car stocks aren&rsquo;t the worst investment to run with in pursuit of profits. The biggest problem for the used car industry right now is getting more vehicles to sell. To exacerbate things, higher interest rates have hurt demand for new and used vehicles. That situation should improve heading into 2025.&nbsp;



In the meantime, used car stocks have been all over the place in 2024. Let&rsquo;s look at three to buy as more consumers skip buying new ones.&nbsp;



<h2>Carmax (KMX)</h2>

It sells vehicles from 248 locations across the U.S. In <a href="https://investors.carmax.com/news-and-events/news/news-details/2024/CarMax-Reports-Fourth-Quarter-and-Fiscal-Year-2024-Results/default.aspx">fiscal 2024</a> (February year-end), it sold nearly $21 billion in used vehicles.&nbsp;



On June 21, CarMax reported its Q1 of 2025 results. They beat analyst estimates for the quarter. The company&rsquo;s adjusted earnings per share were <a href="https://www.barrons.com/articles/carmax-earnings-stock-price-ea9a0491">97 cents</a>, two cents better than the analyst estimate, while revenues were $7.11 billion, $50 million shy of the consensus.&nbsp;



While the inflated prices for used cars have come down &mdash; the Manheim Used Vehicle Value Index, an index that follows used-car pricing, is down about <a href="https://investors.carmax.com/news-and-events/news/news-details/2024/CarMax-Reports-First-Quarter-Fiscal-Year-2025-Results/default.aspx">9%</a> year-over-year (YOY) and 25% from late 2021 peak &mdash; its unit sales in the first quarter fell by 3.1%, while the average retail selling price declined by $700, or 2.7% YOY.&nbsp;



Analysts are lukewarm about KMX stock. Of the <a href="https://www.marketwatch.com/investing/stock/kmx/analystestimates">21</a> who cover its stock, 11 rate it a buy, with a target price of $77.50, nearly 10% higher than where it is currently trading.



Based on a 2026 EPS estimate of $3.95, it trades at 18.0x this estimate. Buy now while interest rates are still high.&nbsp;



<h2>CarGurus (CARG)</h2>

Unlike CarMax, it has no physical locations to sell new and used vehicles. CARG operates through its digital auto platform, the <a href="https://investors.cargurus.com/news-releases/news-release-details/cargurus-announces-first-quarter-2024-results">top visited</a> auto marketplace in the U.S. Also, it has marketplaces in Canada and the U.K.&nbsp;



In Q1 of 2024, its Marketplace Revenue was $187.2 million, 12% higher than Q1 of 2023. Due to declines in both wholesale and product revenue, its overall sales declined by 7% in Q1 to $215.8 million.&nbsp;



However, its gross profit margin was 81%, more than 14 percentage points higher than a year earlier. As a result, its non-GAAP adjusted EBITDA was $50.4 million in the quarter, 24% higher than a year earlier. Its adjusted EBITDA margin was 23%, 577 basis points higher than a year earlier.



In terms of average monthly unique users, it had 34 million in the U.S. in the first quarter, up 6% YOY. Internationally, it had 8.6 million average monthly unique users, 19% higher than a year earlier.&nbsp;



Analysts much prefer CARG stock to KMX. Of the <a href="https://www.marketwatch.com/investing/stock/carg/analystestimates">14</a> covering its stock, 11 rate it a buy, with a $27.75 target price, 10% higher than where it currently trades.&nbsp;&nbsp;



It&rsquo;s expected to earn $1.29 a share in 2024, $1.55 in 2025, and $1.83 in 2026.&nbsp;



<h2>Cars.com (CARS)</h2>

Its asset-light business model has been around since 1998. Today, it has more than <a href="https://investor.cars.com/why-invest">26 million</a> average monthly unique visitors to its marketplace. In 2023, it had 615 million visits and worked with nearly 20,000 dealers.



One example of how it&rsquo;s able to help dealers is through its AccuTrade Instant Offer product.&nbsp;




&ldquo;Additionally, through AccuTrade Instant Offer, consumers can obtain instant and transparent cash offers for their specific VINs via our dealer websites, as well as Cars.com. The company generates more than 80% of its revenue from subscriptions, creating dependable recurring revenue. It makes approximately $2,500 per month from each of its 19,500 dealers.&nbsp;&nbsp;



Cars.com did a survey that showed that approximately 83% of its audience is in the market to buy a car, considerably higher than the general population. Further, the average car buyer takes two months to purchase a vehicle. Approximately 50% of the Cars.com audience plans to buy within 30 days.



In 2024, it expects revenue to grow 7% with an adjusted EBITDA margin of 29%. Based on 2023 revenue and adjusted EBITDA, revenue and adjusted EBITDA should be $737 million and $214 million, respectively.&nbsp;&nbsp;&nbsp;

Wholesale used-auto prices fall again, led by electric vehicles

Everything is expensive these days including stocks. Amid a raging bull market, it is tough to find affordable stocks to buy. But they are available and it is worth the effort to track them down.



Sporting discounted valuations and affordable share prices, <a href="https://investorplace.com/stock-types/undervalued-stocks/">undervalued stocks</a> under $50 represent a sweet spot for investors.&nbsp;



There is nothing magical about stocks trading under these thresholds. It just becomes increasingly difficult for companies to enjoy the same kinds of gains as lower priced securities. Even though a $10 stock moving higher to $20 is the same percentage gain as a $100 stock doubling to $200, it is easier for the cheaper stock to make that move because of greater volatility.



Yet cheap stocks are often cheap for a reason. It is important you vet these companies to ensure their business isn&rsquo;t broken and they have the resources available to capitalize on their opportunities.

<h2>Select Medical Holdings (SEM)</h2>

The operator of long-term acute care and in-patient rehabilitation hospitals, occupational health, and physical therapy clinics is one of the biggest in the space. It operates 107 hospitals in 28 states, 33 rehab facilities in 13 states, over 1,900 outpatient rehabilitation clinics in 39 states and 547 occupational health centers in 41 states.



All of its segments are enjoying revenue growth with the fastest-growing ones <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/1320414/000110465924056432/tm2413286d1_8k.htm">expanding at double-digit rates</a>. That is because healthcare tends to be recession-resistant. People need their healthcare regardless of economic climate. We&rsquo;re in a bull market now but unemployment is rising and wage growth slowing even as inflation remains elevated.



Select Medical currently trades at around $36 a share, which is just 16 times next year&rsquo;s earnings estimates, and at a fraction of its sales. Wall Street forecasts the healthcare facilities operator will grow earnings at a compounded annual growth rate (CAGR) of 32% for the next five years, or twice as fast as it did for the last five. It also pays a dividend that yields 1.4% annually.



Although SEM stock is up 54% in 2024, it remains an attractive undervalued stock under $50 that has plenty of growth in store.



<h2>Cars.com (CARS)</h2>

A trio of factors could open up the auto market again for growth.



Inflation, though elevated, could be soft enough to spur the Federal Reserve to cut interest rates. The rise in unemployment and the loss on real wage growth are just two factors that could spur the Fed to action earlier than previously believed. Many analysts are now looking to a September rate cut.



Rate cuts will make financing a new or used car purchase more affordable. Cox Automotive says the <a href="https://caredge.com/guides/new-car-price-trends-in-2024#:~:text=New%20Car%20Prices%20%E2%80%93%20July%202024%20Update,-Which%20segments%20of&amp;text=According%20to%20the%20most%20recent,up%200.5%25%20since%20last%20month.&amp;text=Some%20new%20car%20segments%20are,while%20others%20are%20holding%20firm.">average price in July</a> for a new cars is $47,433, down 0.2% from last year. Moreover, <a href="https://www.kbb.com/car-advice/is-now-the-time-to-buy-sell-or-trade-in-a-used-car/">dealer lots are flooded </a>with vehicles. They will want to be aggressive in selling cars, which is where Cars.com comes in.



It&rsquo;s asset-lite business model connects car buyers with car sellers. Owners can also sell their own cars, even getting instant cash offers for the vehicles. Business is picking up for Cars.com with revenue up 8% to $180.2 million in the first quarter. Some <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/1683606/000095017024056289/cars-20240509.htm">80% of its revenue </a>comes from dealer subscriptions, which suggests they are finding the marketplace particularly valuable in the current climate.



Trading at just 8 times next year&rsquo;s earnings estimates, less than twice its sales and a bargain-basement 9 times free cash flow (FCF), Cars.com is an undervalued stock going for less than $19 a share.



<h2>Innoviva (INVA)</h2>

In fact, it also trades under $20 a share. Yet it is growing. INVA stock is up 33% year-to-date as its portfolio of high-value drugs continue to grow. It also has a <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/1080014/000110465924058747/tm2413603d1_8k.htm">portfolio of assets earning royalties</a> from its partnership with pharmaceutical giant GSK (NYSE:<a href="https://investorplace.com/stock-quotes/gsk-stock-quote/">GSK</a>).&nbsp;



Royalty revenue was up 2.6% in the first quarter while its core drug products were up 66% from last year. Much of that was due to the introduction of Xacduro, an antibacterial for patients with hospital-acquired and ventilator-associated bacterial pneumonia (HABP/VABP) caused by the acinetobacter bacteria. It typically <a href="https://www.cdc.gov/acinetobacter/about/index.html">only causes infections</a> in healthcare settings.



Innoviva also has a therapy in Phase 3 trials for the treatment of uncomplicated gonnarhea. Zoliflodacin had a 96.2% cure rate in late-stage trials.



INVA stock trades north of $16 a share, which represents a multiple to earnings of just 7x. With analysts forecasting near-20% long-term earnings growth, it means Innoviva is going for a significant discount to those estimates. Also trading in the discount bin for FCF, the biotech is an undervalued stock under $50 worth your attention.

As investors rotate out of <a href="https://investorplace.com/industries/technology/">technology stocks</a>, small-cap stocks may be their destination. The sector has lagged far behind its larger peers and offers up undervalued opportunities.



The S&amp;P 500 and the Dow Jones Industrial Average routinely hit new all-time highs. But the Russell 2000 small-cap stock index still sits 8% below its record set three years ago. With the index enjoying a recent five-day rally, now could be the time to buy into the sector.



Small-cap stocks have been pressured due to <a href="https://investorplace.com/2024/07/top-small-cap-picks-3-unstoppable-russell-2000-stocks-to-buy-in-july/">historically high interest rates</a>. Unable to readily access financing, they languished. Now that inflation is signaling it may finally be tamed, the Federal Reserve could cut interest rates sooner than expected. So that could unleash a wave of growth amongst small-cap stocks. Although it might start off as a trickle, it could turn into a tsunami of opportunity. 



Therefore, let&rsquo;s explore three Russell 2000 stocks you will be glad you caught so you can surf to new highs.



<h2>Land&rsquo;s End (LE)</h2>

After a rough two years, the apparel retailer is on track to record profits once more. Management expects to generate net income of between $2.5 million to $10 million. That&rsquo;s a range wide enough to drive one of its delivery trucks through but it depends on just how good business gets. Currently, things are looking great.



Fiscal first-quarter sales dropped 7.8% to $285 million but that was <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/799288/000095017024069064/le-20240327.htm">due to a contract</a> with Delta Air Lines (NYSE:<a href="https://investorplace.com/stock-quotes/dal-stock-quote/">DAL</a>) ending, which was expected. Excluding the Delta business, net revenue rose 1% year-over-year (YOY).



Adjusted EBITDA was down 11.6% from last year but excluding Delta again, adjusted profits soared 68%. It is part of the reason why Land&rsquo;s End was able to <a href="https://investorplace.com/2024/06/treasure-hunt-3-small-cap-stocks-wall-street-hasnt-discovered-yet/">more than double</a> its profit guidance at the low end. Previously, it forecasted a base of $1 million in net income for fiscal 2024. On an adjusted basis, though, the retailer guided towards profits of $5.5 million to $13 million.



Thus, Land&rsquo;s End stock has doubled over the past year, but there is more room for growth. The stock goes for just a fraction of sales and a bargain-basement 5x free cash flow (FCF). Multiple expansion should be in the cards for the year ahead.



<h2>Cars.com (CARS)</h2>

Car sales are making a comeback and Cars.com is one of the leading sites for making a deal happen. A break in inflation and interest rates would help its bottom line, too.



Auto sales are up 3% <a href="https://www.cnbc.com/2024/06/25/us-auto-sales-are-expected-to-slow-during-the-second-half-of-2024.html">over the first half </a>of the year, but are expected to slow in the back half to end 2024 up a little over 1% higher. Cox Automotive says inventories are rising, dealers are offering more incentives and presidential politics is roiling the economic outlook. All of this is good news for car buyers as vehicles become more affordable.



Also, lower interest rates will reduce the costs of financing a car purchase. Because Cars.com doesn&rsquo;t own the cars itself but merely serves as the middleman between buyers and sellers, it will benefit from increased activity. First-quarter &#8203;&#8203;revenue was up 8% to $180.2 million, with 90% coming from dealer subscriptions. OEM revenue was up 13% YOY as <a href="https://investorplace.com/2024/07/the-3-most-undervalued-under-50-stocks-to-buy-in-july-2024/">dealer inventories rose</a> so automakers increased their spending to raise awareness.



True, Cars.com stock hasn&rsquo;t had the big run-up Land&rsquo;s End did. Its shares are down 7% over the last 12 months. Yet, they have jumped 22% over the past quarter, and there is more gas in its tank. Shares trade at eight times next year&rsquo;s earnings estimates, less than twice sales and a discounted 9x FCF.



<h2>Petco Health &amp; Wellness (WOOF)</h2>



<div><img width="300" height="169" src="https://investorplace.com/wp-content/uploads/2020/12/woof-stock-1-300x169.jpg" alt="The front of a Petco (WOOF) store in Los Angeles, California."><div>Source: Walter Cicchetti / Shutterstock.com</div></div>When I first identified Petco Health &amp; Wellness (NASDAQ:<a href="https://investorplace.com/stock-quotes/woof-stock-quote/">WOOF</a>) last August, I noted the pet care company was still reeling from the <a href="https://investorplace.com/2023/08/eyeing-the-next-bull-run-2-bargain-growth-stocks-to-grab-now-1-to-avoid/">pandemic balloon being popped</a>. Locked down, everyone was buying pets, food and products. The aftermath was a letdown for pet retailers.



I was obviously early in my call that it was a deeply discounted growth stock to buy, as WOOF stock went on to lose almost another 80% of its value afterward. But that is now changing for the penny stock. Petco Health &amp; Wellness stock is up 163% from that low point and will likely keep churning higher.&nbsp;The main case, as I stated last August and <a href="https://investorplace.com/2024/05/the-3-most-undervalued-penny-stocks-to-buy-in-may-2024/">again in May</a> almost at its bottom, was the humanization of pets. By treating their four-legged friends as part of the family, pet owners are spending a lot of money on them.



The American Pet Products Association says&nbsp; U.S. pet parents <a href="https://investorplace.com/2024/06/the-3-best-stocks-to-buy-with-100-right-now-june-2024/">will spend 2.4% more </a>on them this year than last or $150.6 billion. The greatest percentage will be spent on food and treats, or some $64.4 billion, with another $38.3 billion going to veterinarian care and products. This plays right into WOOF&rsquo;s strengths, making it a stock a buy.
