A federal judge in the District of Columbia on Tuesday afternoon temporarily blocked an executive order given by President Donald Trump that imposed a freeze of all federal grants and loans, putting $3 trillion in funding in jeopardy and <a href="https://www.benzinga.com/25/01/43290381/trumps-federal-spending-freeze-puts-3-trillion-in-limbo-threatens-industries-like-clean-energy-defense-healthcare">entire industries on edge.&nbsp;</a>
The Details: According to a New York Times <a href="https://www.nytimes.com/2025/01/28/us/politics/trump-funding-freeze-blocked.html">report</a>, Judge Loren AliKhan blocked the order late Tuesday afternoon in response to a lawsuit filed by Democracy Forward. The lawsuit argued the directive violated the First Amendment and the Administrative Procedures Act governing the issuance of executive orders.

Skye Perryman, Democracy Forward's president and chief executive, commented on the judge's decision in a statement.&nbsp;
"We are grateful for this administrative stay to allow our clients time to sort through the chaos created by the Trump administration's hasty and ill-advised actions," Perryman said, per the New York Times. 
Trump's directive, issued Monday by the Office of Management and Budget, required federal agencies to halt disbursements while programs were reviewed for alignment with Trump administration policies and was slated to go into effect on Tuesday at 5 p.m. ET.&nbsp;
But, early Tuesday, state Medicaid programs reported the federal reimbursement portals had been locked. State officials said funding for community health centers, food for families, housing assistance, preschools and disaster relief was in limbo.
According to the New York Times, the White House and OMB said on Tuesday afternoon the funding freeze did "not apply across-the-board" and affected programs on D.E.I. efforts and funding for organizations "that undermine the national interest."
Stocks To Watch: It remains unclear exactly which industries could be affected by Trump's order or if the judge will elect to block it permanently on Feb 3.&nbsp;
However, Medicaid funding had reportedly been stopped at least temporarily. HCA Healthcare Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/HCA#NYSE">HCA</a>) and Universal Health Services Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/UHS#NYSE">UHS</a>) stocks fell on Tuesday. 
Large defense contractors like RTX Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RTX#NYSE">RTX</a>) and Lockheed Martin Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/LMT#NYSE">LMT</a>) also face a growing degree of uncertainty regarding government funding and contracts.
Green industries including solar energy could also be on the chopping block for federal funding due to Trump administration policies. Sunnova Energy International Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NOVA#NYSE">NOVA</a>) dropped 12% Tuesday and Sunrun, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RUN#NASDAQ">RUN</a>) fell 9.2% amid the uncertainty on future policy changes.

Judge Blocks Trump's Order To Freeze Federal Grant Money

Sen. Bernie Sanders pulled no punches when critiquing Donald Trump&#8217;s recent inaugural address, calling out the former president for failing to address key issues affecting working families in America. In a <a href="https://x.com/SenSanders/status/1881826224819114315">video</a> posted after the event, Sanders expressed his frustration with Trump&#8217;s speech, saying it ignored the real challenges millions of Americans face every day, adding, &#8220;How crazy is that?&#8221;
&#8220;I was at the Trump inauguration yesterday and needless to say, I disagree with much of what he had to say. But what really struck me, however, is not what he said, which was not surprising given his rhetoric, but what he didn't say,&#8221; Sanders stated.

<h2 class="wp-block-heading">Sanders: Trump Ignored Healthcare, Housing and Inequality</h2>
One of Sanders&#8217; main points of contention was Trump's complete omission of the health care<a href="https://www.benzinga.com/partner/health-care/24/04/38378856/90-of-americans-believe-we-are-experiencing-a-mental-health-care-crisis-elevate-health-and-we"> crisis</a>. Sanders emphasized that millions of Americans struggle to afford basic medical care while prescription drug prices remain astronomically high.
&#8220;Our health care system is broken, is dysfunctional and it's wildly expensive,&#8221; he said. &#8220;Not one word from Trump about how he is going to address the health care crisis. We pay by far the highest prices in the world for prescription drugs, sometimes 10 times more than the people in other countries. Not one word in his speech on the high cost of prescription drugs.&#8221;

Sanders also highlighted the growing housing crisis in America, where millions are either homeless or spending the <a href="https://www.benzinga.com/real-estate/24/11/41811635/rent-soars-pay-lags-why-millions-are-working-50-hours-just-to-afford-housing-according-to-new-report">majority of their income</a> just to keep a roof over their heads. &#8220;We have a major housing crisis in America. Everybody knows it. And Trump, in his inaugural address, did not devote one word to it,&#8221; Sanders pointed out.
However, Trump did mention in his speech that he would direct all members of his cabinet to &#8220;marshal the vast powers at their disposal to defeat what was record inflation and rapidly bring down costs and prices.&#8221; He also mentioned that the inflation crisis was &#8220;caused by massive overspending and escalating energy prices,&#8221; and that&#8217;s why he would &#8220;also declare a national energy emergency.&#8221;

According to Sanders, another glaring omission was any mention of income inequality. He noted that the wealthiest three Americans now hold more wealth than the bottom half of the population combined. &#8220;The wealthiest three people in America now own more wealth than the bottom half of our society.&#8221;
Sanders took particular issue with the fact that these <a href="https://www.benzinga.com/markets/equities/25/01/43078874/elon-musk-jeff-bezos-mark-zuckerberg-among-those-in-race-to-become-first-trillionaires-oxfam-warns-of-growing-wealth-inequality">three billionaires saw their wealth grow</a> by $233 billion since the November elections. &#8220;No wonder they were sitting right behind Donald Trump at his inauguration. They couldn't be happier,&#8221; he added.
Sanders also criticized Trump for <a href="https://www.benzinga.com/25/01/43087966/trump-signs-orders-to-take-us-out-of-paris-climate-agreement-calls-the-deal-one-sided-and-unfair">ignoring the climate crisis</a>, despite the worsening impact of extreme weather events worldwide. &#8220;Trump did not have one word to say about how we're going to address the planetary crisis of climate change. The last 10 years have been the warmest years ever recorded,&#8221; Sanders said, "except, of course, to make it clear that he intends to make this horrific situation even worse with <a href="https://www.benzinga.com/government/regulations/25/01/43097430/trumps-drill-baby-drill-era-begins-oil-prices-tumble-us-energy-stocks-edge-up">drill, baby, drill</a>. Just brilliant."

<h2 class="wp-block-heading">A Call to Action</h2>
Sanders urged Americans to remain focused on the issues that truly matter to working families, including health care, affordable housing, climate change and income inequality. &#8220;Our job is to stay focused on the issues that are of importance to the working families of our country and in fact are widely supported by the American people,&#8221; he said.
He reiterated his long-standing policy proposals, including Medicare for All, lowering prescription drug costs, building affordable housing, and raising the federal minimum wage to $17 an hour. &#8220;Anybody who works 40 hours a week in this country should not be living in poverty,&#8221; Sanders stated firmly.
Sanders ended his remarks with a rallying cry for action, emphasizing the need for unity and grassroots organizing to counter Trump's agenda. &#8220;We cannot panic. No matter how many executive orders he signs and no matter how many absurd statements he makes, our goal remains the same. We have got to educate, we have got to organize, and we've got to put pressure on Congress to do the right things,&#8221; he said.

'How Crazy Is That,' Says Bernie Sanders, Condemning Trump For 'Ignoring' Working Families' Issues In His Inauguration Speech

Donald Trump's first week in the Oval Office proved to be a blockbuster one for the markets. The S&amp;P 500 surged 1.7%, delivering its best first-week performance under a new presidency since Ronald Reagan <a href="https://www.benzinga.com/25/01/43122112/us-stocks-likely-to-open-higher-as-president-trump-announces-500-billion-ai-project-oracle-netflix-nvidia-among-stocks-in-focus">took office in 1985</a>.
On Monday, Jan. 27, <a href="https://www.benzinga.com/economics/macro-economic-events/25/01/43244872/tech-stocks-tumble-on-ai-nightmare-nvidia-eyes-worst-day-since-march-2020-bitcoin-drops-below-100000-whats-driving-markets-monday">tech stocks plummeted</a>. On Tuesday, Wall Street <a href="https://www.benzinga.com/economics/macro-economic-events/25/01/43283732/tech-rebounds-after-black-monday-nvidia-rallies-6-gm-plummets-whats-driving-markets-tuesday">attempted a rebound</a>.
Whether this market trajectory will deplete or restore optimism around the corporate earnings season remains to be seen. In the meantime, here&#8217;s a look at three exchange-traded funds that <a href="https://www.benzinga.com/etfs">mirror the S&amp;P 500 Index</a>.

<li>The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) holds 504 stocks across multiple sectors, including information technology, financials, consumer discretionary, and health care. With an AUM of $549.97 billion, SPY charges 0.09% in annual expense fees.</li>
<li>The Vanguard S&amp;P 500 ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VOO#NYSE">VOO</a>), which comes with an expense ratio of a meager 0.02%, holds 505 stocks, and manages assets worth $472 billion.</li>
<li>iShares Core S&amp;P 500 ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IVV#NYSE">IVV</a>), another popular choice, offers similar sector allocations and has an expense ratio of 0.03%.</li>
<li>Both VOO and IVV saw gains in line with SPY, as their diversified portfolios factored in the week's broader market rally.</li>

<h1 class="wp-block-heading">What Moved The Markets?</h1>
Investors welcomed <a href="https://www.benzinga.com/markets/25/01/43219264/trumps-tariff-plans-ignite-market-rally-pushing-stocks-to-record-highs">Trump's proposal to cut the corporate tax rate</a> from 21% to 15%, expecting the move would drive business growth and investment within the U.S.
Trump also proposed raising taxes on businesses outside of the U.S., a move he said could bring "<a href="https://www.benzinga.com/news/global/25/01/43170854/trump-outlines-economic-reset-at-davos-5-things-you-need-to-know">hundreds of billions, even trillions" of dollars</a> into the economy and boost domestic manufacturing and job creation. Trump also focused on energy, urging OPEC to boost production and lower prices, while signing executive orders to expand U.S. oil and gas production. 
The <a href="https://www.benzinga.com/etfs/sector-etfs/25/01/43135764/trumps-500-billion-stargate-ai-plan-puts-3-etfs-in-focus">Stargate AI Infrastructure Project </a>was also introduced, which, backed by OpenAI, SoftBank and Oracle Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ORCL#NYSE">ORCL</a>), plans to invest up to $500 billion in building AI infrastructure across the U.S., with an initial commitment of $100 billion. This project has the potential to create 100,000 jobs, Trump said.
A strong start to the corporate earnings season also played a big role in the rally.
But on Monday, U.S. tech stocks plunged as word spread of China&#8217;s DeepSeek R1, <a href="https://www.benzinga.com/25/01/43232316/deepseek-jitters-shatter-us-tech-stocks-wipe-out-12-trillion-on-wall-street-analyst-eyes-four-chinese-giants-set-to-benefit">shaking investor confidence</a>.
<h1 class="wp-block-heading">The Stocks That Powered The ETFs</h1>
The ETFs saw gains across various sectors, but a handful of stocks stood out as top performers:

3 ETFs Shine As Trump's First Week Sparks Record Gains Followed By Tech Slump

A new Benzinga reader poll shows a mixed opinion on whether users are headed for the exits of social media platforms in the months since the<a href="https://www.benzinga.com/news/24/11/41768178/donald-trump-defeats-kamala-harris-to-win-2024-election"> 2024 presidential election.</a>
While many users are staying on social media platforms, here's a look at which companies could be most impacted.
 What Happened: A recent email from X owner Elon Musk to his staff suggested the social media platform he paid $44 billion for might be <a href="https://www.benzinga.com/25/01/43204045/elon-musk-says-x-user-growth-is-stagnant-banks-who-financed-acquisition-selling-debt-at-10-discount">seeing slower growth</a> in the months since the 2024 election, which was won by Donald Trump. 
"Our user growth is stagnant, revenue is unimpressive, and we're barely breaking even," Musk said in the email.
The email comes months after Musk highlighted the record usage X saw during the presidential election.
"Over the last few months, we've witnessed the power of X in shaping the national conversations and outcomes. We are also seeing other platforms begin to adopt our commitment to free speech and unbiased truth," Musk also said in the email.
Benzinga recently asked readers if they were considering leaving social media platforms.
"Do you plan to stop using any of these social media platforms in the wake of the 2024 presidential election?" Benzinga asked.
Here are the results:

The poll found the majority wasen't leaving any of the mentioned social media platforms in the wake of the election won by Trump.
The company leading the platform votes was X, which could be in response to its ownership by Musk, a close ally of Trump. Musk has become more outspoken politically on the platform and there could be a belief that he will try to influence X users with his ideals.
Ranking second was TikTok, which faces <a href="https://www.benzinga.com/general/social-media/25/01/42957741/tiktok-ban-deadline-ahead-what-will-happen-to-app-on-your-phone">a pending ban</a> that Trump has paused with an executive order. Facebook and Instagram, which are owned by Meta Platforms (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/META#NASDAQ">META</a>) ranked third and fourth, respectively, among social media platforms with a combined 13%. This could be bad news for the company as it could see an exodus of users in the coming months.
Reddit (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RDDT#NYSE">RDDT</a>) and Snap Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SNAP#NYSE">SNAP</a>)-owned Snapchat received a lower percentage of potential users leaving in the poll.

Why It's Important: The poll saw the majority of users not exiting social media platforms could show that fears of users being influenced by politics and leaving platforms based on who owns them could be overblown.
There were reports that users on Facebook and Instagram could be leaving the platform after Meta's<a href="https://www.benzinga.com/25/01/42851889/meta-ditches-fact-checking-for-community-notes-zuckerberg-says-opportunity-to-restore-free-expression"> content moderation changes</a>. Searches for "delete Facebook" and "delete Instagram" have surged on Google in recent weeks, but the poll shows that users might not be ready to leave the platforms yet.
X leads the way for a potential trend of consumers <a href="https://www.benzinga.com/news/global/25/01/43172806/tesla-lost-15-billion-in-brand-value-in-2024-report-says-did-elon-musks-political-push-hurt-ev-giant">being less happy </a>with the brands associated with Musk as his political efforts ramp up.
Reports showed that users <a href="https://www.benzinga.com/general/social-media/24/12/42566461/mark-cuban-says-this-is-the-holy-grail-that-makes-bluesky-better-than-musks-x-platform">went to alternate platforms </a>like Bluesky after the election, but this poll could show that people never truly left or they didn&#8217;t stay on Bluesky.

"AriZona Iced Tea is still 99 cents," the brand tweeted, earning over 14 million views. The playful dig at Netflix&#8217;s rising costs quickly went viral, with fans jumping into the conversation. One person joked, "Can you start a streaming service right now?" AriZona replied, "Yeah, I'm streaming some AriZona into my mouth right now." Someone else asked where they got their information, and AriZona simply said, "Me."
This funny back-and-forth highlights a real point: prices are going up everywhere, but AriZona is sticking to their 99-cent promise. They've kept the same price since 1992! Don Vultaggio, the founder of AriZona, says keeping the price low is important to him. "Why have people who are having a hard time paying their rent pay more for their drink?" he said. "Maybe it's my little way of giving back."
AriZona has managed to keep its price low through strategic decisions like thinner cans, optimized production and efficient shipping methods. "We make it faster. We ship it better. We ship it closer. The cans are thinner."
