The potential re-imposition of U.S. sanctions on Venezuela&#8217;s oil and gas sectors could significantly impact the country&#8217;s oil revenue, energy investments, and domestic fuel supply, according to industry experts.



What Happened: The U.S. has ordered a cessation of all business transactions between U.S. entities and Venezuela&#8217;s state miner Minerven. Analysts and executives fear that the reimposition of sanctions could lead to a reduction in Venezuela&#8217;s oil revenue, making it harder for the country to meet its energy needs. The move could also discourage new energy investments and increase the risk of domestic fuel shortages.



&#8220;Price discounts on Venezuela&#8217;s crude had reduced a lot and cashing sales proceeds became easier for state company PDVSA. That was helping Maduro,&#8221; according to Francisco Monaldi, director of the Latin American Energy Program at Rice University&#8217;s Baker Institute.



&#8220;If the license is withdrawn in April, the proceeds will be reduced again and the scenarios of strong economic growth and a competitive election will fade.&#8221;



Despite Washington&#8217;s ongoing authorizations for debt repayment deals with companies like Chevron Corporation (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CVX#NYSE">CVX</a>), Eni, Repsol SA (OTC:<a class="ticker" href="https://www.benzinga.com/stock/REPYF#OTC">REPYF</a>), and Etablissements Maurel &amp; Prom (OTC:<a class="ticker" href="https://www.benzinga.com/stock/EBLMY#OTC">EBLMY</a>) to prevent a complete severance of ties with Venezuela, sustainable investment for expanding output may still be uncertain.



&#8220;Specific licenses to one or two companies are not going to be very beneficial as a return of investment to Venezuela,&#8221; said Ali Moshiri, CEO of Amos Global Energy, which has interests in the South American country.

What Happened: A&nbsp;Reuters report on Monday&nbsp;indicates that both nations have been discussing the possibility of allowing PDVSA&#8217;s joint venture partners, including&nbsp;Maurel &amp; Prom&nbsp;(OTCPK: EBLMY), to accept Venezuelan oil as debt settlement. This decision hinges on whether Venezuelan President&nbsp;Nicolas Maduro&nbsp;resumes talks with the opposition in Mexico.



The discussions, which have been underway&nbsp;in Qatar since last year,&nbsp;are part of an initiative aimed at addressing Venezuela&#8217;s protracted political and economic crisis. Despite the absence of a final agreement, insiders in Washington confirm that the discussions have seen significant progress in recent weeks, according to Reuters. However, they caution that any conclusive agreements may still be premature at this stage.



Why It Matters: Venezuela&#8217;s crude oil production increased to approximately 820 barrels per day in August, the highest since late 2021, as reported by OPEC data. However, prior to the imposition of sanctions, Venezuela used to produce around 2,500-3,000 barrels per day. 



A significant portion of this production capacity has been lost due to years of sanctions. Nonetheless, a partial recovery of Venezuela&#8217;s oil production could help ease the strain on the global crude supply, especially considering that Saudi Arabia and Russia have committed to cutting nearly 1.5 million barrels per day until the year&#8217;s end.
