President-elect Donald Trump has chosen former Representative Doug Collins (R-GA) to lead the <a href="https://www.benzinga.com/cannabis">U.S. Department of Veterans Affairs (VA). </a>
The decision has sparked discussions about how the agency might handle medical cannabis issues, given his inconsistent track record on the issue, as <a href="https://www.marijuanamoment.net/trumps-pick-to-lead-va-voted-against-letting-agency-doctors-recommend-medical-marijuana-to-veterans-before-he-adopted-a-pro-reform-position/">reported</a> Marijuana Moment.
<h3 class="wp-block-heading">Collins' Record On Cannabis</h3>
During his time in Congress, Collins opposed efforts to expand access to medical cannabis for veterans. Between 2014 and 2016, he voted against three proposals that would have allowed VA doctors to recommend cannabis to their patients.

Collins' views began to shift in 2019. He supported the STATES Act, which would protect state marijuana programs from federal interference, and co-signed a letter with Rep. Matt Gaetz (R-FL), urging Congress to take action on cannabis policy. 
"We believe this Committee and this Congress must act to clarify the rights and responsibilities, relative to cannabis, of individuals, physicians, businesses, medical patients, and law enforcement officials," they wrote.
Later that year, Collins backed a bipartisan bill to protect banks that serve marijuana businesses in states where it is legal. However, he did not take part in a 2020 vote on federal cannabis legalization.
<h3 class="wp-block-heading">Collins' Stance On Psychedelics</h3>
When it comes to psychedelics, there isn't much known about Collins's stance. However, his shifting views on cannabis policy hint that he could be open to exploring different approaches.
<h3 class="wp-block-heading">Cannabis At The VA</h3>
VA policy has long prohibited its doctors from recommending cannabis, citing marijuana's classification as a Schedule I controlled substance under federal law. This stance has remained consistent across both Republican and Democratic administrations, despite growing support for change in Congress.
Recent efforts to address this issue include a Senate Appropriations Committee request for the VA to explore cannabis as an alternative to opioids. Lawmakers have also introduced measures that would allow VA doctors to recommend cannabis in states where it is legal. These efforts have gained bipartisan support, but none have yet become law.
Veterans service organizations have pushed for further reforms, including expanded research into the potential benefits of cannabis. Last year, a Senate committee approved a bill to study cannabis for veterans with certain medical conditions, but it failed to advance to a floor vote.

As broader benchmarks surged Tuesday, it wasn&#39;t surprising to see exchange traded funds dedicated to the momentum factor among the ETFs hitting all-time highs.

Over the past few years, it has felt as though the momentum factor hasn&#39;t gone out of style. Rather, momentum lulls have been minor breaks before the factor resumed its bullish ways and that&#39;s one of the the tenants of momentum: when it works, it can really work, but when it falls out of favor, it can do so in dramatic.

While there is that commonality, momentum ETFs arrive at the factor in different ways. Here&#39;s a trio that each hit all-time highs on Tuesday.

<h3>Alpha Architect U.S. Quantitative Momentum ETF (QMOM)</h3>

The Alpha Architect U.S. Quantitative Momentum ETF (CBOE: QMOM) isn&#39;t just a momentum ETF. It&#39;s <a href="https://etfsite.alphaarchitect.com/qmom/#overview">a high quality play on the factor</a> and a focused one at that, as its roster is usually comprised of 40 to 50 stocks. QMOM screens for momentum on a 12-month basis and excludes the most recent month. Excluded from the ETF are stocks that had too many down days during that 12-month span.

None of QMOM&#39;s holdings exceed weights of 2.37% and while individual security concentration risk is minimal in this fund, it&#39;s overweight technology compared to other momentum ETFs, which are usually overweight that sector. Tech stocks represent 51% of QMOM&#39;s roster.

Overall, QMOM&#39;s approach to momentum is more quantitative and potentially more durable over the long-term than competing products that appear more simpler.

&ldquo;There are several reasons we place such limits around the stocks to consider. A critical aspect involves liquidity, which is related to the size of the stocks under consideration,&rdquo; <a href="https://etfsite.alphaarchitect.com/wp-content/uploads/2017/12/Quantitative_Momentum_philosophy_final.pdf">according to an Alpha Architect research paper</a>. &ldquo;In general, if we include stocks that are too small, the possibility of large price moves on small volume can lead to significantly overstated theoretical returns relative to actual returns. In other words, if we include small stocks in our universe,potential returns could be higher,but these returns may be unobtainable in the real world, even when operating with small amounts of capital.&rdquo;

Fidelity Momentum Factor ETF (FDMO)

The Fidelity Momentum Factor ETF (NYSE:<a class="ticker" href="/stock/FDMO#NYSE">FDMO</a>) is more prosaic in its approach than the aforementioned QMOM, but it&#39;s still a credible momentum idea. FDMO follows the Fidelity U.S. Momentum Factor Index, &ldquo;which is designed to reflect the performance of stocks of large and mid-capitalization U.S. companies that exhibit positive momentum signals,&rdquo; <a href="https://screener.fidelity.com/ftgw/etf/goto/snapshot/snapshot.jhtml?symbols=FDMO">according to Fidelity</a>.

The Fidelity fund holds 125 stocks with none exceeding weights of 5.05%. Apple (NASDAQ:<a class="ticker" href="/stock/AAPL#NASDAQ">AAPL</a>) and Microsoft (NASDAQ:<a class="ticker" href="/stock/MSFT#NASDAQ">MSFT</a>) combine for about 10% and are the ETF&#39;s top two holdings.

Tech stocks account for about a quarter of FDMO&#39;s weights and, for the most part, the fund&#39;s sector weights don&#39;t deviated wildly from those found in the S&amp;P 500.

Invesco S&amp;P 500 Momentum ETF (SPMO)

The Invesco S&amp;P 500 Momentum ETF (NYSE:<a class="ticker" href="/stock/SPMO#NYSE">SPMO</a>) is another straight forward approach to momentum and another member of the all-time club. SPMO, which turns 5 years old later this year, follows the S&amp;P 500 Momentum Index.

The fund is home to 100 stocks with high momentum scores. Microsoft commands almost 11% of SPMO&#39;s weight and the ETF is overweight tech with an allocation of 32%.

SPMO is also one of the least expensive funds in this category, charging 0.13% per year, or $13 on a $10,000 investment.

Momentum is one of this year&#39;s leading investment factors and that theme is accessible a variety of exchange-traded funds. An upstart ETF dedicated to momentum stocks is the Fidelity Momentum Factor ETF (NYSE:<a class="ticker" href="/stock/FDMO#NYSE">FDMO</a>).
FDMO, which launched in September 2016, tracks the Fidelity U.S. Momentum Factor Index, &ldquo;which is designed to reflect the performance of stocks of large and mid-capitalization U.S. companies that exhibit positive momentum signals,&rdquo; <a href="https://screener.fidelity.com/ftgw/etf/goto/snapshot/portfolioComposition.jhtml?symbols=FDMO">according to Fidelity</a>. The ETF is up more than 17 percent year to date and touched a record high Wednesday despite a generally poor day for U.S. equities.
Momentum investing often runs counter to the advice of &ldquo;buy low and sell high.&rdquo; Rather, the momentum factor, in part, is rooted in the idea that some stocks that have already rallied in considerable fashion can continue doing so.
<h3>Predictable Allocations</h3>
Investors often associate momentum stocks as also being growth stocks, although growth and momentum are categorized as different investment factors. Still, there are some sector-level similarities between growth and momentum funds.
For example, FDMO devotes nearly a quarter of its weight to the technology sector. That is not surprising, but what may surprise investors is the lack of risk and volatility associated with some FDMO&#39;s technology holdings. FDMO&#39;s two largest holdings are Apple Inc. (NASDAQ:<a class="ticker" href="/stock/AAPL#NASDAQ">AAPL</a>) and Microsoft Corporation (NASDAQ:<a class="ticker" href="/stock/MSFT#NASDAQ">MSFT</a>), two companies that can be found in quality and value funds in addition to momentum strategies.
FDMO&#39;s second-largest sector allocation is a 15 percent weight to financial services, a sector that is widely viewed as a value play. In fact, financials, while obviously a significant part of FDMO, are usually a major chunk in various value funds.
<h3>Cyclical And Defensive</h3>
Due to the fact that momentum investing is more about price momentum and is sector agnostic, a fund such as FDMO can blur the line between defensive and higher beta allocations. FDMO allocates almost 14 percent of its weight to the defensive health care sector.
Conversely, the ETF devotes over 22 percent of its combined weight to the cyclical consumer discretionary and industrial sectors. FDMO charges 0.29 percent annually, which is slightly below average within the U.S. large-cap smart beta category.
