(NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) and Advanced Micro Devices Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMD#NASDAQ">AMD</a>) are in the midst of a geopolitical power shift that could disrupt the semiconductor <a href="https://www.benzinga.com/topic/semiconductors">industry&#8217;s global landscape.</a>
In a report shared Monday, Bloomberg outlined the Biden administration&#8217;s imminent release of updated export <a href="https://www.benzinga.com/government/regulations/25/01/42897081/nvidia-and-ai-chip-stocks-brace-for-impact-as-biden-administration-considers-new-china-export-ban-report">rules targeting advanced semiconductors. </a>
The new measures, expected to drop Friday, intensify the U.S.&#8217;s strategic efforts to slow China's technological and military advancements by restricting access to high-performance computing chips.

The regulations will reportedly create a three-tiered structure for semiconductor exports, emphasizing access tiers for key U.S. allies, neutral nations, and restricted countries. 
China is expected to fall under the most severe tier, joining nations such as Russia, Iran, and Venezuela.
This tier-based framework allows certain companies in restricted countries to bypass national limits by agreeing to U.S. security protocols and human rights standards. 
These entities, designated as validated end users, would have higher caps for chip purchases, a move aimed at encouraging safer AI development globally.
The measures expand the sweeping export restrictions initiated in October 2022, which already limited sales of advanced AI chips like Nvidia's Hopper GPUs. 
These earlier rules also prohibited U.S. firms and individuals from supporting Chinese chip development without explicit government approval. 
<h3 class="wp-block-heading">Nvidia And AMD Under Scrutiny</h3>
Nvidia's specialized A800 and H800 chips, developed to comply with prior regulations, could now fall under new restrictions, potentially denting AI giant&#8217;s upcoming revenues. 
According to data firm FactSet, China accounts for approximately 16% of Nvidia&#8217;s revenue, making it the company's second-largest market after the U.S. This marks a decline from 25% prior to the 2022 export restrictions.
In 2023, AMD generated roughly $3.4 billion in revenue from China, including Hong Kong, according to Statista. This represents 15% of the company&#8217;s total revenue of $22.7 billion.

Didora <a target="_blank" href="https://www.benzinga.com/25/01/42824930/bofa-expects-deltato-maintain-10-eps-growth-in-2025-sees-strong-q4-result" rel="noreferrer noopener">raised estimates for</a> Delta ahead of its fourth-quarter print. Didora raised the quarterly revenue growth estimate to 4.3% (prior 3.6%), versus the 2%-4% outlook. He expects EPS of $1.78 versus the guidance of $1.60-$1.85.
Morgan Stanley&#8217;s Ravi Shankar maintained&nbsp;<a target="_blank" href="https://www.benzinga.com/general/travel/24/12/42450095/us-airlines-set-to-fly-high-in-2025-analyst-says-perfect-storm-of-tailwinds-will-propel-industry-gains" rel="noreferrer noopener">a bullish outlook</a> on the airline industry. The analyst flagged how airlines like Delta reaped the benefits of &#8220;the premiumization trend,&#8221; backed by loyalty programs, credit cards, and brand partnerships. Delta Expands Premium Travel Experience with Uber, YouTube, and Joby Partnerships

President Jimmy Carter's solemn <a href="https://www.benzinga.com/movers-shakers/24/12/42716329/jimmy-carter-the-39th-us-president-who-championed-human-rights-and-peace-in-the-middle-east-had-died">state funeral</a> in Washington, D.C.&#8217;s National Cathedral Thursday brought together five living U.S. presidents, including President-elect Donald Trump, who was seated next to Barack Obama, with whom he seemed to be having a lively conversation. &nbsp;
Carter was <a href="https://www.benzinga.com/topic/jimmy-carter">president from 1977 to 1981.</a>
The first eulogy was given by one of Carter's grandsons, Joshua Carter, who said his grandfather spent his life helping people and seeking peace and justice around the world. He was followed by eulogies written by former President Gerald Ford and Walter Mondale, Carter&#8217;s vice president, before their deaths and read by the sons.
<h1 class="wp-block-heading">&#8220;The First Millennialist&#8221;</h1>
Jason Carter called his grandfather the first millennialist who wanted to legalize cannabis, encouraged craft beer production, protected the environment, supported women's rights and "tried to bring peace to the Holyland."
He drew laughs when he told an endearing story about how his grandfather, a nuclear engineer, first began using a cell phone and called him: &#8220;I answered and said &#8216;Hey paw paw.&#8217; He said &#8216;Who&#8217;s this.&#8217; I said this is Jason, you called me.&#8221; 
Carter replied, &#8220;I didn&#8217;t call you, I&#8217;m taking a picture.&#8221;

In his eulogy, President Joe Biden summed up Carter's character in three words "Character, character, character." He called Carter a white Southerner who championed civil rights and established a model post-presidency.
"He showed us how character and faith start with ourselves and then flows to others. At our best, we share the better parts of ourselves — joy, solidarity, love, commitment — not for reward, but in reverence of the incredible gift of life we've all been granted, to make every minute of our time here on Earth count," Biden said.

During his 2024 presidential campaign, Trump vowed to<a href="https://www.piie.com/blogs/realtime-economics/2024/no-trade-tax-free-trumps-promised-tariffs-will-hit-large-flows" target="_blank" rel="noreferrer noopener"> impose 10-20% tariffs</a> on all imported goods, with tariffs as high as 60% on Chinese products. After his election win in November, he threatened to impose additional tariffs of 10% on Chinese goods and 25% on all imports from Mexico and Canada.
With Trump's aim to raise US revenues, he will likely go ahead with some of his tariff plans. He may threaten to use them until he gains the upper hand in trade negotiations.
"Members of Congress are getting to work on one powerful Bill that will bring our Country back," Trump said. "It will all be made up with tariffs, and much more, from countries that have taken advantage of the US."&nbsp;&nbsp;
A Bloomberg Economics <a href="https://www.bloomberg.com/news/articles/2025-01-06/trump-keeps-keeps-his-negotiating-powder-dry-with-tariff-turmoil" target="_blank" rel="noreferrer noopener nofollow">study</a> suggests that higher tariffs could lead to increased inflation and a decline in US GDP. By 2028, US GDP could shrink by 0.8% if only China retaliates. If other countries impose tariffs, US economic growth could slow to 1.3%. 
Trump&#8217;s tariff could hurt global economic growth and drive up consumer prices, particularly if other governments retaliate.

The dollar had strengthened amid expectations that Trump will impose tariffs on the US&#8217;s major trading partners. However, the dollar could weaken from a tariff program focused solely on sectors deemed critical to national or economic security. This would have a lesser effect on the global economy and US inflation than a broader tariff approach.
According to The Washington Post, it remains unclear which imports or industries might be targeted by tariffs. However, preliminary discussions have centered on sectors considered vital to national or economic security.&nbsp;
These could include the defense industrial supply chain, critical medical supplies, and energy production.

European markets overall closed higher on January 6, driven by investor optimism that US tariffs might be less severe than initially feared. However, speculation surrounding the incoming administration&#8217;s agenda will likely be accompanied by heightened market volatility.

According to Newsweek, Musk's support for the visa program aligns with his business interests, as Tesla hired over 700 H-1B workers in 2023 alone. Yet his stance has sparked a backlash among Trump-aligned conservatives, who view the program as inconsistent with "America First" policies.
