Australia&#8217;s Lynas Rare Earths Ltd (OTCPK: LYSCF) officially terminated confidential discussions with U.S.-based MP Materials Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MP#NYSE">MP</a>), ending speculation about creating <a href="https://www.benzinga.com/etfs/23/07/33233340/rare-earth-elements-explained">a rare earths</a> leader. 
The two producers have a combined market cap of $6.44 billion, commanding the largest influence on that market outside of China.
"Lynas confirms it has held confidential discussions with MP Materials Corp regarding a potential transaction, however, these discussions are not ongoing," its management<a href="https://wcsecure.weblink.com.au/pdf/LYC/02769053.pdf"> stated</a> in a press release.
China currently dominates the rare earths market, controlling around 87% of global refining capacity, with even large operators like MP Materials relying on the country&#8217;s support. In 2022, MP Materials sent around 43,000 tons to Chinese refineries.

As the slowdown weakened the Chinese economy, the prices of rare earths have sharply dropped. Despite the calamity, China continued banning exports, adding the technology to make rare earth magnets to that list.
&#8220;What&#8217;s happened in China over many years is that they&#8217;ve invested heavily and cleverly in the processing capacity to convert the (rare earths) material all the way from the mine through to the magnet,&#8221; Dr. Allan Walton, a metallurgy professor at the University of Birmingham explained<a href="https://www.reuters.com/markets/commodities/world-battles-loosen-chinas-grip-vital-rare-earths-clean-energy-transition-2023-08-02/"> for</a> Reuters.
While a potential merger between Lynas and MP Materials could challenge this dominance and help the West strengthen supply chains, some experts wondered whether the merger was worth it.
&#8220;I wouldn&#8217;t think there is a whole lot of synergies out of that, just consolidating supply,&#8221; Argo Investments portfolio manager Andy Foster said.
&#8220;As a shareholder, what&#8217;s the real benefit? Lynas has one of the best rare earths deposits in the world. I get the consolidation argument, but I&#8217;m not sure about any strategic value transfer,&#8221; he added.
Lynas operates the Mount Weld mine in Western Australia, considered one of the world&#8217;s premier rare earths deposits, and the world&#8217;s largest single rare earths processing plant in Malaysia. It also secured a 149-acre greenfield site in Texas for a planned heavy rare earths facility.
Reuters<a href="https://www.nasdaq.com/articles/australias-lynas-rare-earths-says-talks-with-mp-materials-have-ended"> reported</a> a source that suggested a deal would have involved Lynas delisting in Australia, with MP Materials maintaining its New York Stock Exchange listing, aiming for completion in the first quarter. However, anti-trust regulations and the complexities of aligning interests posed substantial hurdles.

Department Of Defense Announces Rare Earth Element Award To Lynas Earths $30.4M Award

President Donald Trump signed a new executive order to emphasize the U.S. efforts on rare earth mining.
What Happened:&nbsp;On Wednesday, Trump <a href="https://www.bloomberg.com/news/articles/2020-09-30/trump-moves-to-expand-rare-earths-mining-citing-china-threat">signed</a> an executive order to expand the production of rare earth minerals. Rare earth minerals are vital to many manufacturing sectors, including electric vehicles, missile guided systems and wind turbines.
The executive order declares a national emergency in the mining industry. The White House is ordering the Department of Defense to boost the production of rare-earth magnets.
Why It&rsquo;s Important: The U.S. is currently dependent on China for 80% of its imported rare-earth compounds and metals. There is a fear that China could restrict exports of this segment due to ongoing tariff conflicts.
Demand for rare earth minerals is expected to rise substantially. <a href="https://www.miningweekly.com/article/astronomical-rare-earth-demand-growth-forecast-2020-09-29">Mining Weekly</a> shows the sector going from $2.98 billion to $5.65 billion by the year 2030.
Metal Stocks Move: Northern Dynasty Minerals (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/nak#NYSE">NAK</a>), which is working on getting a mine approved in Alaska, saw shares climb 7% to $1.04.
Piedmont Lithium (NASDAQ: <a class="ticker" href="https://www.benzinga.com/stock/pll#NASDAQ">PLL</a>), who saw shares boost from a Tesla Inc (NASDAQ: <a class="ticker" href="https://www.benzinga.com/stock/tsla#NASDAQ">TSLA</a>) lithium deal, were up 8% to $25.32.

MP Materials is the only rare earths producer in North America and has an <a href="https://d1qmdf3vop2l07.cloudfront.net/adroit-marten.cloudvent.net/hash-store/31be44cfbec9a97d15997bb1dcff5573.pdf">existing deal</a> in place with the Department of Defense.
In April, the company signed a contract to accelerate the U.S. production of rare earth minerals. Phase 1 was to help reduce the U.S. supply chain for rare earth minerals. Upon completion of Phase 1, the DoD may award further contracts.
The merger values MP Materials at an enterprise value of $1.5 billion. The company estimates 2020 revenue to be $100 million.
MP Materials is expecting a positive adjusted EBITDA of $30 million for the 2020 fiscal year. The company expects adjusted EBITDA to hit $250 million in 2023 as production is ramped up.
SPAC King Chamath Palihapitiya<a href="https://www.benzinga.com/news/20/09/17492732/social-capital-ceo-chamath-palihapitiya-plans-spacs-from-ipoa-to-ipoz"> is part </a>of the $200 million PIPE to finance the MP Materials and Fortress Value deal.

Stocks That Hit 52-Week Highs On Tuesday

It is safe the Market Vectors Rare Earth/Strategic Metals ETF (NYSE: <a class="ticker" href="/stock/remx#NYSE">REMX</a>) was not the first ETF traders and investors were looking to as a way of profiting from Malaysia's election results, but there is no denying the downtrodden fund is up nearly 2.3 percent Monday. 

What might come as even bigger surprise regarding REMX, an ETF that at the start of trading Monday was off nearly 22 percent year-to-date, is which one of its holdings is helping boost the fund. That honor goes to Australia-based Lynas (OTC: <a class="ticker" href="/stock/lyscf#OTC">LYSCF</a>).

At first glance, Lynas would seem like an unlikely, perhaps albeit temporary, savior for the rare earths ETF. After all, the shares hover around 60 cents and that is with the benefit of today's 15.4 percent surge on volume that is already two-and-a-half times the daily average. 

Still, Lynas is loving the results of Malaysia's elections, held over the weekend, that saw <a href="http://www.benzinga.com/trading-ideas/long-ideas/13/05/3561809/malaysia-etf-hits-all-time-high-on-election-results">Prime Minister Najib Razak retain power</a> and his ruling National Front coalition capture 127 of the country's 222 seats in parliament. 

The Lynas pop is easy to explain. The company, whose shares were down 19 percent this year going into Monday's session, is building the largest rare earths production facility in the world outside of China. That $800 million facility is located in the Malaysian city of Kuantan. 

In a scenario reminiscent of what American voters see in nearly every election, Najib favors construction of the Lynas facility. His defeated opponent, Anwar Ibrahim, said during his campaign he would re-visit Lynas' permit for the operation if he won power, <a href="http://www.bbc.co.uk/news/business-22423928">according to the BBC</a>.

And as is sometimes the case with related issues in the U.S., Lynas has faced strong opposition from environmental groups in Malaysia regarding its plant. That is understandable because rare earths mining is highly toxic for the environment, something that the Prius and Tesla owners of the world often forget. 

To put into context the environmental risks of rare earths mining, consider this: China, which controls over 90 percent of the global rare earths export market, produces more than five times the waste gas, including deadly fluorine and sulfur dioxide, than the total flared by all miners and oil refiners in the U.S., <a href="http://azstarnet.com/business/local/big-pollution-risk-seen-in-rare-earth-mining/article_c604dd80-7a8d-5ab5-8342-0f9b8dbb35fb.html">according to the Arizona Daily Star</a>.

Environmental concerns aside, the $128.2 million REMX is having a nice day for what feels like the first time in an eternity. Lynas, a 60-cent stock that is the ETF's third-largest holding with a weight of 6.9 percent, is the reason.

Molycorp (NYSE: <a class="ticker" href="/stock/ge#NYSE">MCP</a>) is set to report earnings on Thursday. A surprise beat or miss could move shares of the company's stock dramatically. Yet, the company's future may ultimately be dominated more so by macroeconomic trends than financial performance.
Molycorp is currently devoted to producing rare earths from locations outside of China.
 
Rare earths are minerals within the earth's crust that are used in the production of many modern technologies including wind turbines, electric cars, modern lights, and LCD televisions.
 
They are known as rare earths because they are relatively rare in the earth's crust. China's Inner Mongolia region currently produces roughly 97% of all the rare earths presently used in the world.
 
Last month, General Electric (NYSE: <a class="ticker" href="/stock/ge#NYSE">GE</a>) released a <a href="http://rareearthdigest.com/ree-news/news-global/116-28-jul-2011news01.html">briefing report</a> on the assessment of the market for rare earths.
 
As GE notes in their report, China's control of the world's rare earths may be causing some problems. China maintains a strict quota, which limits the amount of rare earths available in the global supply.
 
That kind of supply-side pressure may be encouraging companies outside of China, like Molycorp, to aggressively develop supplies of rare earths in other parts of the world.
 
Benzinga spoke with Brian Chin, an analyst at Gabelli &amp; Co, regarding his assessment of Molycorp.
 
"Molycorp is the best positioned company in the sector," Chin stated. "China has a virtual monopoly on the current production of rare earths and has been consistent with efforts to limit exports. As the demand for rare earths expands, Molycorp is well positioned to take advantage."
 
However, Molycorp is not the only company in the sector. Lynas Corp (OTC: <a class="ticker" href="/stock/lyscf#OTC">LYSCF</a>) is also attempting to develop global rare earth deposits. Still, Chin was not as positive on Lynas.
"Lynas Corp is probably the second best in the sector," Chin explained. "But they have been having some permitting issues with their plant in Malaysia that are holding the company back."
With the demand for modern technology growing, companies positioned in the sector may present great opportunities to investors. Still, as evidence mounts that the global economy may be slowing, now may be a poor time to invest.
 
Further, the <a href="http://www.engadget.com/2011/07/06/wto-says-chinas-rare-earths-export-controls-violate-internation/">World Trade Organization</a> stated back in July that China's rare earth quota was a violation of international rules. If the WTO is able to pressure China into relaxing its quota, it may prove disastrous for rare earth companies.
 
Molycorp is currently trading up over 6% on the session, near $54.71. The company is set to report earnings Thursday after the close.

Gabelli & Co Analyst Chin Weighs in On Molycorp Before Earnings Release

By 10:13 am, the Dow Jones Industrial Average was down 66.34 points, or 0.55%, to 12,076.90, while the broader Standard &amp; Poor's 500 index had dropped 7.69 points, or 0.60%. The NASDAQ composite index fell 10.76 points, or 0.39%. 

Some of the narrow based indexes that are still afloat in the markets are Chinese Solar Stocks, which have gained 4.8%, Rare Earth Stocks, up 3.5%, and Solar Stocks, moving 3.2% higher as a group.

In early January of 2011, a top secret candlelight dinner was held at the White House. There was no fanfare. Present were the industrial, military and governmental heads of both China and the United States. Our government had just digested the failures of Lehman Brothers, AIG and other corporate icons by creating massive bailouts and running up trillion dollar budgetary deficits. China was also concerned about inflation and soaring prices due to the intentional debasement of the US currency (UUP) by the Federal Reserve. Both sides reached a modus vivendi, so they could mutually profit from these agreements. Please see my January 2011 article on the <a href="http://goldstocktrades.com/blog" target="_blank">“Chinamese Twins”</a> to understand these past few weeks.

Since my January article was published, the yuan has steadily risen versus the greenback. China had long wanted to enter the American financial markets. It had abundant US dollars to make acquisitions and at the same time needed to diversify out of its enormous US debt (TLT) position. The solution was simple: the US would deliberately weaken the US dollar in order to hope to fortify the proposed elevation of the yuan. Consider the cleverness of these stratagems. A bolstered yuan could allow the growing Chinese middle class to improve their lifestyle. In addition, China would now be able to go on a buying spree for foreign companies, particularly in the area of commodities and natural resources.
With the improved yuan (CYB) they would now be able to acquire foreign companies at more attractive prices then heretofore. An elevated yuan would allow them entree into American institutions and banks. It would also allow US citizens to transfer their cheap US dollars into the yuan at bank windows right here in the United States.
Remember that noises have been made establishing the yuan as the World's Reserve Currency. The agreement was to facilitate Chinese acquisitions and financial entry into the US markets and thus establish a pro quid pro with the United States. Conversely America would also benefit by being able to sell products at advantageous prices and pay off our colossal trillion dollar debt with cheap dollars. Basically, this was the scheme achieved by China and the United States at that candlelight dinner.
The game-plan was conceived in Washington in early January of 2011and delivered by Bernanke in Washington at the end of April with his grand debut in front of the media. The head of the Fed could regale his audience with phrases like interest rates, transitory inflation and other tropes.
One question remained that no one would dare to ask: If there is no concern over rising silver prices and the falling dollar, why are precious metals especially silver (SLV) soaring into new highs? Obviously the plan to devalue the dollar had seen silver — poor man's gold and a highly speculative market made up of mostly retail investors — reach record heights. The weapon to combat this “bad inflation” would come not in the form of interest rate hikes to slow down the acceleration of the dollar decline, but through a series of margin rate increases which would cause a temporary shakeout of speculators. Raising the costs of owning silver began a quick de-leveraging by risky traders taking on too much risk at frothy levels. This has sent fear throughout the commodity sector. This correction should be short lived as strong hands will come in and silver will regain its footing and find support after the washout has concluded.
I have researched natural resource assets that might prove to be attractive to the Chinese. On our list are companies some of which already have Chinese participation. Just this year alone Minmetals was outbid byBarrick (ABX) to takeover copper miner Equinox. Jinchuan is making a bid for base metal producer Lundin (LUN.TO) Mining. General Moly (GMO) has received major assistance to build North America's largest molybdenum mine in Nevada. General Moly is currently writing its feasibility study in Chinese to secure the necessary financing.
The Chinese are very willing to partake in these world class assets and are not hiding that fact. This aggressive search for strategic metals may transfer into the rare earth sector (REMX) as well. Prices are continuing to soar and hybrid car manufacturers are looking for supply over the next 3-5 years as demand is rapidly advancing for the crucial heavy rare earths used in the fuel efficient engines. Manufacturers are trying to get all the ore they can. After our supply runs out, I expect some off take deals to occur in late 2011 with some of these key rare earth assets in North America and Europe. Let us not forget that China made an unsuccessful bid for Lynas (LYSCF) not too long ago.
We expect China to now aggressively pursue these strategic metal mining companies (REMX) as part of this little publicized arrangement between these two powerful nations which I have called the “Chinamese Twins” — now conjoined intimately.
