The U.S. dollar is poised to end an eight-week winning streak with its worst weekly drop since mid-August, as resilient European currencies and a surging Japanese yen <a href="https://www.benzinga.com/topic/forex">pull the greenback lower. </a>
A currency-weighted gauge of the dollar, tracked by the Invesco DB USD Index Bullish Fund ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/UUP#NYSE">UUP</a>), has declined more than 1.4% this week, signaling a shift in market sentiment against the greenback.
<h3 class="wp-block-heading">A Softening Dollar Amid Tariff Threats</h3>
Despite looming trade tariff threats from President-elect Donald Trump, the dollar has struggled to maintain its upward momentum. Trump recently reiterated his commitment to imposing <a href="https://www.benzinga.com/24/11/42178994/trump-says-he-will-impose-25-tariffs-on-canada-mexico-on-first-day-of-office-and-extra-tariffs-on-china-until-they-pay-attention">a 25% tariff on goods</a> from Mexico and Canada and an additional 10% on imports from China. Yet these aggressive trade policies failed to buoy the U.S. currency.
This week, the dollar fell 1.3% against both the euro and the British pound, but its steepest declines were against the Japanese yen. 
The yen, tracked by the Invesco CurrencyShares Japanese Yen Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/FXY#NYSE">FXY</a>), gained significant ground amid speculation that the Bank of Japan (BoJ) could announce an interest rate hike in December.
<h3 class="wp-block-heading">Dollar-Yen Pair Slumps As BoJ Rate Hike Looms</h3>
The dollar-yen pair dropped to the 150 level on Friday morning, marking a 1% decline during the session and extending its weekly loss to 3%. This marks the pair's lowest levels since October 21.
The catalyst for the yen&#8217;s rally came from Thursday&#8217;s release of Tokyo's November Consumer Price Index (CPI), which surpassed expectations. 
The headline inflation rate rose 2.6% year-over-year (YoY), beating forecasts of 2.2% and up sharply from October's 1.8%. Core inflation also climbed to 1.9% YoY, in line with projections but higher than the prior month's 1.8%.
Japan's October retail sales and industrial production data also indicated steady economic growth, reinforcing the narrative of an improving economy.
Masato Koike, senior economist at Sompo Institute Plus, told Reuters that increases in consumer prices have also spilled over to services-related items, which is &#8220;positive news for the BoJ in normalizing policy."
<h3 class="wp-block-heading">Analysts See BoJ Tightening Path</h3>
The stronger-than-expected inflation data has fueled expectations of a December rate hike by the BoJ. 
According to BBVA forex analyst Alejandro Cuadrado, the Tokyo inflation numbers have significantly increased the likelihood of policy action by the BoJ on Dec. 19.
"The market is currently pricing in a 60% probability of a 15-basis-point hike to bring the reference policy rate to 0.4%," Cuadrado said.
Cuadrado also emphasized the importance of the U.S.-Japan yield differential, which could drive further yen gains in the medium term. 
He added, "The BoJ will continue to raise rates, while we also think that the market could now be slightly more hawkish about what the Fed may ultimately do."
<h3 class="wp-block-heading">Why the Dollar-Yen Exchange Rate Matters for Stocks</h3>
The dollar-yen exchange rate has proven to be a critical barometer of global risk sentiment, particularly during periods of heightened market volatility. This dynamic was on full display over the summer, when abrupt yen appreciations in early August triggered sharp sell-offs across global equity markets.
Traders were unnerved by the prospect of an unexpected monetary tightening by the BoJ, fearing it could unravel large speculative positions — the so-called &#8216;carry trade&#8217; — that had bet on a widening interest rate differential between the Fed and the BoJ.
Such a scenario would have seen significant liquidity flow back into the yen, reducing capital availability for riskier assets like stocks.
Between Aug. 2 and Aug. 5, the Nasdaq 100 — tracked by the Invesco QQQ Trust, Series 1 (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>) — had tumbled by a cumulative 8% in three sessions, registering its worst 3-day performance in over two years.

Meta, the parent of Facebook, Instagram, and WhatsApp, is the second-biggest driver of internet usage globally. Its properties — and their billions of users — <a href="https://www.sandvine.com/blog/sandvines-2024-global-internet-phenomena-report-global-internet-usage-continues-to-grow">account</a> for 10% of all fixed and 22% of all mobile traffic. Meta's investments into artificial intelligence stand to boost that usage even further. So to make sure it will have reliable infrastructure to support that business, Meta is taking the pipes into its own hands.
TechCrunch has confirmed with sources close to the company that Meta plans to build a new, major, fibre-optic subsea cable extending around the world — a 40,000+ kilometer project that could total more than $10 billion of investment. Critically, Meta will be the sole owner and user of this subsea cable — a first for the company and thus representing a milestone for its infrastructure efforts.
Sunil Tagare, a subsea cable expert (and <a href="https://en.wikipedia.org/wiki/Sunil_Tagare">pioneer</a> in the space, as founder of Flag Telecom), who was the first to report Meta's plans back in <a href="https://www.linkedin.com/pulse/metas-2-billion-mother-all-submarine-cables-ai-forever-sunil-tagare-a3byc/?trackingId=lwI2uUBzQYyKXBY4HVqhww==">October</a>, told TechCrunch that the plan is to start with a budget of $2 billion but as the project builds out that figure is likely to go up to more than $10 billion as the project extends into years of work.
Sources close to Meta confirmed the project but said it is still in its early stages. Plans have been laid out, but physical assets have not, and they declined to discuss budget. The expectation is that Meta will talk more publicly about it in early 2025, when it will confirm plans for the cable, including intended route, capacity, and some of the reasoning behind building it.&nbsp;
It would be years before it is fully operational, were the strategy to be followed through, given that the limited number of companies, like SubCom, that are capable of building out the infrastructure already have large customers, like Google, reserving its services.&nbsp;
"There's a real tight supply on cable ships," said Ranulf Scarborough, a submarine cable industry analyst. "They're expensive at the minute and booked out several years ahead. Finding the available resources to do it soon is a challenge." One likely scenario could involve building in segments, he added.
The cable, when completed, would give Meta a dedicated pipe for data traffic around the world. The planned route of the cable, says sources, currently sees it spanning from the east coast of the U.S. to India via South Africa, and then to the west coast of the U.S. from India via Australia — making a "W" shape around the globe, as visualized here by Tagare:
Meta's infrastructure work is overseen by Santosh Janardhan, who is the company's head of global infrastructure and co-head of engineering. The company has teams globally who look at and plan out its infrastructure — and it has had some <a href="https://www.capacitymedia.com/article/2d9medouqexyn3re4l6gw/news/obituary-gary-waterworth">significant industry figures</a> work for it in the past. In the case of this upcoming project, it is being conceived out of the company's South Africa operation, according to sources.
Fiber-optic subsea cables have been a part of communications infrastructure for the last 40 years. What's significant here is who is putting the money down to build and own it — and for what purposes.&nbsp;
Meta's plans underscore how investment and ownership of subsea networks has shifted in recent years from consortiums involving telecoms carriers, to now also include big tech giants.&nbsp;
Meta is not new to the subsea game. According to telecom analysts <a href="https://blog.telegeography.com/telegeography-content-providers-submarine-cable-holdings-list-new">Telegeography</a>, Meta is part-owner of 16 existing networks, including most recently the 2Africa cable that encircles the continent (others in that project are carriers including Orange, Vodafone, China Mobile, Bayobab/MTN and more).&nbsp;
However, this new cable project would be the first wholly owned by Meta itself.&nbsp;
That would put Meta into the same category as Google, which has involvement in some 33 different routes, including a few regional efforts in which it is the sole owner, per Telegeography's tracking. Other big tech companies that are either part owners or capacity buyers in subsea cables include Amazon and Microsoft (neither of which are whole-owners of any route themselves).

On Wednesday, Grifols SA (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GRFS#NASDAQ">GRFS</a>) said it ended discussions with Brookfield Capital Partners (UK) Limited about a potential acquisition.
This decision follows the company&#8217;s November 19 statement rejecting Brookfield&#8217;s indicative offer to acquire Grifols for 6.45 billion euros ($6.81 billion) or 10.50 euros per Class A share.
Canadian fund Brookfield&nbsp;said it had dropped its plan to take over Spain&#8217;s Grifols&nbsp;due to a disagreement over the pharmaceutical company&#8217;s value, while Grifols said it concurred with the decision, Reuters noted.
The Board of Directors <a target="_blank" href="https://www.grifols.com/en/view-news/-/news/grifols-board-of-directors-announces-termination-of-acquisition-discussions-with-brookfield" rel="noreferrer noopener">determined</a> the proposal undervalued the company&#8217;s growth prospects and long-term potential. Grifols cited strong financial performance as a key factor in its decision.
For the first nine months of 2024, revenue grew 9.1% year-over-year at constant currency, supported by gains across all business units.
The company also reduced debt after selling a 20% stake in Shanghai RAAS for 1.6 billion euros, boosting its financial stability. Adjusted EBITDA for the past 12 months reached 1.7 billion euros.
The company emphasized that Brookfield had full access to its data and management during due diligence but concluded the offer did not reflect Grifols&#8217; true value.
In August, Brookfield Asset Management&nbsp;said it sought 9.5 billion euros ($10.6 billion) in debt financing for a potential take-private <a target="_blank" href="https://www.benzinga.com/general/biotech/24/08/40489087/brookfield-negotiates-over-10b-in-debt-financing-for-acquisition-of-spanish-pharma-giant-grifols" rel="noreferrer noopener">deal for&nbsp;Grifols</a>.
In a July regulatory filing,&nbsp;Grifols said that&nbsp;Brookfield Capital has confirmed that it has engaged in preliminary discussions with Grifols&#8217;s key shareholders regarding a potential joint offer to delist the company&#8217;s shares from the Spanish stock&nbsp;exchanges and NASDAQ.
The judge of the National Court José Luis Calama has <a target="_blank" href="https://www.poderjudicial.es/portal/site/cgpj/menuitem.65d2c4456b6ddb628e635fc1dc432ea0/?vgnextoid=4426d0e77b343910VgnVCM1000004648ac0aRCRD&amp;vgnextchannel=91fd2ee146f7a210VgnVCM100000cb34e20aRCRD&amp;vgnextfmt=default&amp;vgnextlocale=en&amp;lang_choosen=en" rel="noreferrer noopener">admitted</a> a complaint from the Anti-Corruption Prosecutor&#8217;s Office to investigate Gotham City Research, General Industrial Partners, and several of its directors for allegedly releasing biased and misleading information to the financial market about the credibility of Grifols to induce its investors to sell the shares of this pharmaceutical company, which is listed on the Spanish stock exchange and is part of IBEX, causing a price drop that would generate a profit for the two companies denounced.
In January this year, Gotham City Research released a short report on Grifols, alleging that it manipulated its accounts to&nbsp;<a target="_blank" href="https://www.benzinga.com/general/biotech/24/03/37517028/spanish-healthcare-firm-grifols-hit-with-new-gotham-citys-short-report-faces-questions-regarding-" rel="noreferrer noopener">artificially lower its leverage</a>.
The report alleges that Grifols included satellite companies&#8217; earnings in its accounts but excluded their debts, distorting its leverage ratio.&nbsp;
Price Action: GRFS stock is down 12.9% at $7.03 during the premarket session at last check Friday.

RIV Capital Inc. Out of that sum, retail revenue accounted for $3.4 million, up from $1.5 million in the third quarter, reflecting strong growth from adult-use dispensaries in New York. Wholesale revenue surged to $1.6 million, up from $0.3 million over the same period, the company said in a press release.
RIV Capital, a company focused on building a multi-state platform with a portfolio of cannabis brands and the operator of the Etain brand in New York, is planning to merge with Cansortium Inc. Cannabis-Focused RIV Capital Reports 186% YoY Surge In Q3 Revenue Ahead Of Major Merger That Will Cover 25% Of US Population

The Greens, Australia&#8217;s third-largest political party, announced Wednesday that its Legalizing Cannabis Bill 2023 was voted down in the Senate by a margin of 13 to 24 votes, marking a setback in its push for reform.
"We took a big step today from treating cannabis as part of the failing ‘war on drugs' and instead putting forward a model that is safer, reduces harms and delivers for the millions of Australians who just want us to legalize," <a target="_blank" href="https://greens.org.au/news/media-release/media-release-cannabis-bill-sees-labor-and-coalition-stuck-1950s-and-failing-see" rel="noreferrer noopener">stated </a>the bill's backer, Greens senator and justice spokesperson David Shoebridge.
"The support for this bill across the community is enormous and it's why we know cannabis legalization in this country is inevitable," Shoebridge added. &#8220;The Labor and Coalition parties joined together to try and hold Australia back in the 1950's by blocking this desperately needed reform."
The senator highlighted that this was still a historic action, as it was the first time the Federal Parliament had voted on a plan to legalize cannabis across the country, adding that it won't be the last.
In June 2024, the Australian Senate committee <a target="_blank" href="https://www.benzinga.com/markets/cannabis/24/06/39140255/japan-could-become-first-to-allow-cbd-in-food-thailands-medical-marijuana-costs-increase-6x-trig" rel="noreferrer noopener">rejected this legislation</a>, stating &#8220;Ultimately, the committee is concerned that the legalization of cannabis for adult recreational use would create as many, if not more, problems than the bill is attempting to resolve. While endeavoring to do so, the bill does not address several significant concerns, for example, ensuring that children and young people cannot access cannabis (particularly home-grow), managing risky cannabis use, and effective oversight of THC content.&#8221;
The Greens, however, announced that it planned to introduce the bill into parliament later this year, and it did. Despite Wednesday's failure, the party does not plan to stop and is pushing hard for change.
Shoebridge said that the Greens "don't pretend that the drug is without harm; we just know that legalizing it would radically reduce the harm." He noted the importance of giving adults the right to choose and urged Parliament to start treating them as such. Shoebridge further stressed the need to move away from the influence of big pharma, big alcohol and big tobacco.

<h2 class="wp-block-heading">&#8216;A Bloody Disgrace&#8216;</h2>
The bill specifies that excluding big pharma from the scheme does not aim to bar participation by Australia-based medical cannabis companies. It proposes the establishment of the Cannabis Australia National Agency, a statutory body responsible for registering cannabis strains and regulating cannabis-related activities, including cultivation, possession, production, sale of cannabis products, operation of cannabis cafes, and managing imports and exports.
Shoebridge highlighted government data showing that 8.8 million adult Australians have consumed cannabis, stating that the Labor and Liberal parties&#8217; stance effectively labels these individuals as "criminals." He called this situation "a bloody disgrace."
He concluded, "My office keeps hearing from people using cannabis to deal with anxiety or pain, or just to relax. We think that adults should have the right to do just that. If choosing cannabis instead of products from pharmaceutical corporations is working for you, as it does for many Australians, then you should have that choice.&nbsp; If you'd rather have a brownie than a beer, or a gummy than a cigarette, of course, you should be allowed to do that.&nbsp; One day soon we will be able to sit together in a cannabis cafe and chill out together &#8211; preferably with a locally grown organic latte. Labor and the Coalition can't hold us in the 1950's for much longer."
