Numinus Wellness Inc. <h3 class="wp-block-heading">Tech Partnership To Redefine Mental Health Clinics</h3>
In addition to the sale, Numinus and Stella will collaborate on a data-sharing initiative to launch an innovative clinic management platform. By leveraging operational insights from Stella's 12 clinics, Numinus plans to develop a software solution designed to streamline clinic operations, enhance patient outcomes and support insurance reimbursement processes.

<h3 class="wp-block-heading">Stella Takes Over Utah Operations</h3>
Stella, known for its focus on treating PTSD, anxiety and depression through biological modalities, will assume control of Numinus' Utah clinics. The acquisition includes an upfront payment of $2.08 million, followed by $750,000 in installments throughout 2025, and up to $700,000 in deferred compensation.
"Stella's expansion into Utah brings additional life-changing treatments to the community while supporting Numinus' broader tech initiatives," stated Michael Gershenzon, co-founder and CEO of Stella. "This partnership reflects our commitment to improving behavioral health systems and processes, ultimately enhancing patient care."
<h3 class="wp-block-heading">An Asset-Light Business Model With Enhanced Focus</h3>
With the sale of its clinics, Numinus will shift towards an asset-light model, focusing on its business units like Cedar Clinical Research and the Numinus Network. The strategy aims to integrate clinical research, practitioner training and technology solutions, supporting mental health providers worldwide. The move is part of a broader effort to ease the operational burdens faced by healthcare professionals, particularly as demand for treatments like <a href="https://www.benzinga.com/topic/ketamine-therapy">ketamine</a> and Spravato continues to rise.

President-elect Donald Trump has chosen former Representative Doug Collins (R-GA) to lead the <a href="https://www.benzinga.com/cannabis">U.S. Department of Veterans Affairs (VA). </a>
The decision has sparked discussions about how the agency might handle medical cannabis issues, given his inconsistent track record on the issue, as <a href="https://www.marijuanamoment.net/trumps-pick-to-lead-va-voted-against-letting-agency-doctors-recommend-medical-marijuana-to-veterans-before-he-adopted-a-pro-reform-position/">reported</a> Marijuana Moment.
<h3 class="wp-block-heading">Collins' Record On Cannabis</h3>
During his time in Congress, Collins opposed efforts to expand access to medical cannabis for veterans. Between 2014 and 2016, he voted against three proposals that would have allowed VA doctors to recommend cannabis to their patients.

Collins' views began to shift in 2019. He supported the STATES Act, which would protect state marijuana programs from federal interference, and co-signed a letter with Rep. Matt Gaetz (R-FL), urging Congress to take action on cannabis policy. 
"We believe this Committee and this Congress must act to clarify the rights and responsibilities, relative to cannabis, of individuals, physicians, businesses, medical patients, and law enforcement officials," they wrote.
Later that year, Collins backed a bipartisan bill to protect banks that serve marijuana businesses in states where it is legal. However, he did not take part in a 2020 vote on federal cannabis legalization.
<h3 class="wp-block-heading">Collins' Stance On Psychedelics</h3>
When it comes to psychedelics, there isn't much known about Collins's stance. However, his shifting views on cannabis policy hint that he could be open to exploring different approaches.
<h3 class="wp-block-heading">Cannabis At The VA</h3>
VA policy has long prohibited its doctors from recommending cannabis, citing marijuana's classification as a Schedule I controlled substance under federal law. This stance has remained consistent across both Republican and Democratic administrations, despite growing support for change in Congress.
Recent efforts to address this issue include a Senate Appropriations Committee request for the VA to explore cannabis as an alternative to opioids. Lawmakers have also introduced measures that would allow VA doctors to recommend cannabis in states where it is legal. These efforts have gained bipartisan support, but none have yet become law.
Veterans service organizations have pushed for further reforms, including expanded research into the potential benefits of cannabis. Last year, a Senate committee approved a bill to study cannabis for veterans with certain medical conditions, but it failed to advance to a floor vote.

Hartford Funds, the exchange traded funds and mutual funds arm of Hartford Financial Services Group, Inc. (NYSE:<a class="ticker" href="/stock/HIG#NYSE">HIG</a>), lowered fees on six of its smart beta ETFs, including four multifactor products.
It was nearly two years ago that Hartford Funds <a href="https://www.hartfordfunds.com/about-us/presscenter/lattice.html">acquired Lattice Strategies</a> to bolster its ETF footprint. That deal brought Hartford the ETFs now known as the Hartford Multifactor Developed Markets (ex-US) ETF (NYSE:<a class="ticker" href="/stock/RODM#NYSE">RODM</a>), Hartford Multifactor US Equity ETF (NYSE:<a class="ticker" href="/stock/ROUS#NYSE">ROUS</a>), Hartford Multifactor Global Small Cap ETF (NYSE:<a class="ticker" href="/stock/ROGS#NYSE">ROGS</a>) and the Hartford Multifactor Emerging Markets ETF (NYSE:<a class="ticker" href="/stock/ROAM#NYSE">ROAM</a>).
Those four ETFs are among the products for which Hartford lowered its fees. The lower expense ratios went into effect last month.

	More On The Fee Cuts</h3>
The Hartford Multifactor Developed Markets (ex-U.S.) ETF, which tracks the performance of companies located in major developed markets of Europe, Canada and the Asia Pacific region, is now charging 0.29 percent per year, or $29 on a $10,000 investment, down from 0.39 percent.
ROUS, the U.S. multifactor strategy, saw its annual fee trimmed from 0.29 percent&nbsp;to 0.19 percent. The Hartford Multifactor Global Small Cap ETF, which features U.S. small-caps as well as smaller stocks from developed and emerging markets, lowered its fee from 0.55 percent to 0.39 percent. The Hartford Multifactor Emerging Markets ETF expense ratio was lowered from 0.59 percent to 0.49 percent.
&ldquo;As a result of these reductions, as of Feb. 15, the operating expense ratios for Hartford Funds&rsquo; multifactor ETFs now rank near the lowest one-third of all ETFs within their respective categories and among the least expensive 5 percent when compared to institutional share classes of all actively managed mutual funds,&rdquo; <a href="https://www.businesswire.com/news/home/20180312005162/en/Hartford-Funds-Celebrates-Three-Year-Milestone-Multifactor-ETFs">according to a statement.</a>

	Fee Cuts For Low Vol</h3>
Hartford Funds also announced new, lower fees on its two low volatility ETFs. The Hartford Multifactor Low Volatility US Equity ETF (NYSE:<a class="ticker" href="/stock/LVUS#NYSE">LVUS</a>), which previously charged 0.29 percent, is now charging 0.22 percent per year, or $22 on a $10,000 investment. Its international counterpart, the Hartford MultiFactor Low Volatility International ETF (NYSE:<a class="ticker" href="/stock/LVIN#NYSE">LVIN</a>), lowered its fee from 0.39 percent to a new expense ratio of 0.29 percent per year.
LVIN and LVUS had $9.6 million in combined assets under management at the end of last year.

Hartford Financial Services Group Inc (NYSE: <a class="ticker" href="/stock/hig#NYSE">HIG</a>) entered the exchange-traded funds arena earlier this year by acquiring Lattice Strategies. Hartford is proving to be a quick study on at least one important point regarding ETFs: Advisors and investors like low fees.
<h3>Hartford Lowers Fees</h3>
On Wednesday, Hartford said its lowering fees on four of its five ETFs by an average of 14 percent. The ETF that will not yet see a fee reduction is the Hartford Multifactor REIT ETF (NYSE: <a class="ticker" href="/stock/rore#NYSE">RORE</a>). RORE charges 0.45 percent per year, or $45 on a $10,000 investment and was the first ETF launched by Hartford following the acquisition of Lattice. 
RORE tracks the <a href="http://www.latticestrategies.com/lattice-etfs/LROREX.php">Lattice Risk-Optimized Real Estate Strategy Index</a> with the objective of beating traditional real estate benchmarks, such as the MSCI US REIT Index.
&ldquo;RORE seeks to track an index which is designed to capture the income and growth potential of investing within the U.S. REIT universe. The strategy selects equity securities of REITs exhibiting a favorable combination of factor characteristics, including quality, momentum, and value. RORE is the first ETF launched by Hartford Funds since the firm acquired Lattice Strategies just over 60 days ago,&rdquo; <a href="http://www.businesswire.com/news/home/20161004005330/en/Hartford-Funds-Launches-US-Focused-Real-Estate-ETF">according to a statement</a>.
<h3>4 Fee Cuts In Focus</h3>
Hartford is lowering the annual fee on the Hartford Multifactor Developed Markets (ex-US) ETF (NYSE: <a class="ticker" href="/stock/rodm#NYSE">RODM</a>) to 0.39 percent from 0.5 percent. The new fee on the Hartford Multifactor Emerging Markets ETF (NYSE: <a class="ticker" href="/stock/roam#NYSE">ROAM</a>) is 0.59 percent, down from 0.65 percent.
Hartford Multifactor U.S. Equity ETF (NYSE: <a class="ticker" href="/stock/rous#NYSE">ROUS</a>) will charge 0.29 percent per year, down from 0.35 percent, while the Hartford Multifactor Global Small Cap ETF (NYSE: <a class="ticker" href="/stock/rogs#NYSE">ROGS</a>) saw its expense ratio trimmed by 5 basis points to 0.55 percent.
<h3>The Trend</h3>
As has been the case in years past, ETF issuers have been willing to lower fees this year in an effort to attract new assets. For example, BlackRock, Inc. (NYSE: <a class="ticker" href="/stock/blk#NYSE">BLK</a>), the world&#39;s largest asset manager, made waves in the exchange-traded funds industry by announcing lower fees for 15 of its iShares core ETFs in October.
Just days later, Charles Schwab Corp (NYSE: <a class="ticker" href="/stock/schw#NYSE">SCHW</a>) revealed lower fees on several of its ETFs, which were already among the industry&#39;s least expensive.

Much to the chagrin of critics and traditionalists that believe vanilla is the only flavor that should be featured on the menu, exchange traded funds have become increasingly sophisticated (and complex) as the industry has matured.

	Yes, sometimes newer ETFs take things too far by focusing 44 different investment factors and making things unnecessarily complex for advisors and investors to understand. But that does not mean all ETFs that don&#39;t conform to traditionalists&#39; unwritten rules are bad. In fact, more nuanced strategies can bear fruit with asset classes beyond U.S. equities.

	The Lattice Emerging Market Strategy ETF (NYSE: <a class="ticker" href="/stock/roam#NYSE">ROAM</a>), which came to market 13 months ago, is one such idea.
<h3>
	Using Downside Risk</h3>

	The ETF&#39;s &quot;index methodology establishes risk-balanced country baskets that reflect each country&rsquo;s general economic footprint. By using downside risk to determine company weighting, the methodology de-concentrates capital allocation (resulting in lower exposure to developed markets-facing global multi-nationals and state-owned enterprises) and re-allocates risk capital across the wider opportunity set (increased allocation to smaller, more locally driven enterprises),&quot; <a href="http://www.latticeetfs.com/our-etfs/ROAM.php">according to Lattice</a>.

	Indeed, ROAM offers a different approach to emerging markets. For example, its top 10 geographic weights combine for 74 percent of the ETF&#39;s weight. Plain vanilla emerging markets ETFs might allocate 35 percent of their geographic weight to the top three countries in their lineups. In ROAM&#39;s case, the ETF devotes about as much of its lineup to Thai stocks as it does Chinese shares. Rare is the emerging markets ETF where Polish stocks receive a bigger share of the pie than India, <a href="http://www.latticeetfs.com/our-etfs/ROAM.php">but ROAM does that</a>.
<h3>
	Bigger Isn&#39;t Always Better</h3>

	Quibbling with how ROAM conducts its business is one thing. Quibbling with the results is another matter altogether. While there are &quot;experts&quot; spewing about owning only the largest ETFs, ROAM has offered better than double the year-to-date returns of the Vanguard FTSE Emerging Markets ETF (NYSE: <a class="ticker" href="/stock/vwo#NYSE">VWO</a>). Since ROAM debuted in February 2015, it&#39;s loss is about 360 basis points less than VWO.

	ROAM also sports a higher dividend yield and larger allocations to mid- and small-cap stocks than does the MSCI Emerging Markets Index. Translation: ROAM&#39;s exposure to state-owned enterprises, the companies that have been contributors to the underperformance of plain vanilla emerging markets ETFs in recent years, is light compared to rival, traditional funds.

	Bigger might be better in some instances, but not here.
