"If they just solved for simplifying tax and deregulated the economy, just say 30%, pulled some of that regulation out," O'Leary said. According to O'Leary, the costs associated with staying compliant – like paying auditors, consultants and lawyers – are going up by about 20% yearly. "The cost that I have to spend each year just to remain compliant goes up at about 20% a year between all the consultants, the auditors, the lawyers and the changing rules of regulation," he shared.
O'Leary explained that he operates across all 11 sectors of the economy and has never seen such an escalation in costs as he has in the last five years. He&#8217;s not alone either; many other business leaders share his concerns. He mentioned that if you spoke to the CEOs of the S&amp;P 500 companies, they would tell you these regulatory costs are among the most rapidly growing expenses they face.

&#8220;There&#8217;s lots of room for efficiency, lots of room for action on that,&#8221; O&#8217;Leary said. By <a href="https://www.benzinga.com/personal-finance/24/10/41291074/dimon-calls-out-red-tape-says-its-deeply-frustrating-america-isnt-solving-its-problems">pulling back on the red tape</a>, businesses could save money and use it for other purposes, such as expanding their operations, hiring more staff or lowering consumer prices.

The <a href="https://www.benzinga.com/topic/dea">Drug Enforcement Administration </a>(DEA) has been barred from conducting random searches of travelers&#8217; belongings at airports and transit hubs following a Justice Department investigation that exposed corrupt practices. The investigation, led by Inspector General Michael Horowitz, uncovered failures to properly document searches, potential racial profiling and questionable partnerships with airline employees. 
One airline worker reportedly received tens of thousands of dollars over several years as a kickback for flagging passengers based on travel patterns, such as purchasing last-minute tickets.

DEA Banned From Random Airport Searches After Scathing Justice Department Report Uncovers Corruption

A federal judge dismissed the U.S. Securities and Exchange Commission's (SEC) request to penalize Elon Musk for skipping a court-ordered deposition in its investigation into his $44 billion acquisition of Twitter, now known as X.

According to Forbes, Musk's net worth stands at $321.7 billion.
"Because the present circumstances forestall any occasion for meaningful relief that the court could grant, the SEC's request is moot," Corley wrote in the verdict.
Musk defended his actions, stating he had fulfilled the court's requirements by testifying in October. On Sept. 10, he was in Cape Canaveral, Florida, overseeing SpaceX's Polaris Dawn mission.

<h2 class="wp-block-heading">The Cost of Keeping up Appearances</h2>
&#8220;We are the poster child of <a href="https://www.benzinga.com/personal-finance/24/08/40431868/dave-ramsey-warns-the-one-money-error-youre-making-that-could-derail-your-financial-future">trying to impress people</a>,&#8221; the caller confessed. After buying a new house, she felt pressured to fill it with &#8220;nice things,&#8221; but this urge spiraled into financial chaos, leading her to open a staggering 18 credit cards to fund the lifestyle she thought they needed to maintain.

Her husband, who earns $35,000 a year, has no idea about their <a href="https://www.benzinga.com/personal-finance/24/08/40512938/dave-ramseys-blunt-advice-your-finances-are-80-behavior-avoid-this-one-costly-mistake">financial issues</a> because, as she explained, &#8220;He doesn&#8217;t even have access [to our finances].&#8221; She takes home $125,000 annually, plus another $15,000 from a side hustle, yet her spending habits have left them drowning in debt – all because of a desire to project an image of success.
The caller revealed that the $118,000 in debt was spread across various sources. She owes $1,300 to the IRS and $9,500 is tied up in "pay in 4" payment plans like PayPal (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PYPL#NASDAQ">PYPL</a>) and <a href="https://www.benzinga.com/news/24/02/37357053/openai-backed-swedish-bnpl-company-klarnas-ai-bot-cuts-repeat-queries-by-25-boosting-profits-by-40m">Klarna</a>. The biggest portion of the debt –$116,000 – comes from online personal loans through <a href="https://www.benzinga.com/money/prosper-review">platforms like Prosper</a>. On top of that, they have a $40,000 car loan and $5,500 in credit card balances.

This complicated mix of debt sources shows how far the situation has spiraled out of control. The buildup of loans, payment plans and credit lines has resulted in an impossible financial mess. The car loan by itself is already a big problem and with all the high-interest loans and credit card debt added on top, it&#8217;s really hard for them to make any progress without making big changes.
<h2 class="wp-block-heading">The Wake-Up Call</h2>
Like always, Ramsey didn&#8217;t sugarcoat his advice. &#8220;You&#8217;re not going to be free or heal by yourself,&#8221; he told her. The key, according to Ramsey, is teamwork. &#8220;We need two things relationally: one is you go to him and say, &#8216;Honey, we&#8217;re in a mess – again – because I didn&#8217;t say no and you weren&#8217;t involved.'&#8221;
The caller admitted that her spending habits were deeply connected to her need for validation, saying, &#8220;It comes from my childhood,&#8221; but that didn&#8217;t sway Ramsey, who responded with his signature tough love: &#8220;You&#8217;re too dead gum old and rich income-wise to act like a 14-year-old girl that needs affirmation. It&#8217;s time to be a grown woman.&#8221;

<h2 class="wp-block-heading">A Plan to Move Forward</h2>
To get out of this financial hole, Ramsey laid out a clear but intense plan: They need to budget every month together, sell everything that isn't necessary and dramatically cut their lifestyle. &#8220;Sell everything, everything not tied down,&#8221; he said. The goal is to adopt what Ramsey called &#8220;scorched earth&#8221; living for 18 months – essentially, to live as frugally as possible and funnel every available dollar toward paying off the debt.
One of the biggest takeaways was the importance of not trying to impress others. According to Ramsey, affluent people frequently get to the point where they &#8220;don't give a crap what anybody thinks.&#8221; And for this caller, ending the debt cycle requires learning to disregard the opinions of others. &#8220;You've got to practice not having nice stuff and have people see you,&#8221; added co-host Dr. John Delony, encouraging her to confront her fears about appearances.

A popular asset allocation strategy promoted by hedge funds, including&nbsp;Bridgewater Associates&#8216;&nbsp;<a target="_blank" href="https://www.benzinga.com/topic/ray-dalio" rel="noreferrer noopener">Ray Dalio</a>, is reportedly facing investor redemptions after underperforming promises.



What Happened:&nbsp;Bridgewater and other hedge funds promised superior returns with their &#8220;risk-parity portfolios,&#8221; but after half a decade of subpar performance, investors are pulling their money out, Bloomberg&nbsp;<a target="_blank" href="https://news.bloomberglaw.com/capital-markets/ray-dalios-famous-trade-is-sputtering-and-investors-are-bailing" rel="noreferrer noopener">reported</a>.&nbsp;



Large investors, including public pension funds in New Mexico, Oregon, and Ohio, have withdrawn their investments, leading to a $70 billion decline in these funds from their peak three years ago. This comes despite reassurances from hedge funds that things could improve in the next decade.



Risk parity was successful only during the Great Financial Crisis of 2008-09 and &#8220;that was really its heyday,&#8221; said Eileen Neill, as per the report, whose firm advises New Mexico&#8217;s $17 billion worth of public employee pension.



Since 2019, risk-parity funds have consistently underperformed the standard 60/40 global stock-bond mix, according to a broad industry index, as per the report. This lackluster performance has led to a significant investor exodus, with Verus estimates compiled from eVestment data showing a drop in risk-parity fund assets from a peak of $160 billion in 2021 to roughly $90 billion by the end of 2023.



What Is Risk-Parity?&nbsp;A&nbsp;<a target="_blank" href="https://www.benzinga.com/news/22/09/29068486/2022-made-sure-even-risk-parity-strategies-dont-work-this-etf-lost-over-28-this-year" rel="noreferrer noopener">risk-parity portfolio</a>, according to a University of Massachusetts Amherst paper, &#8220;defines a well-diversified portfolio as one where all asset classes have the same marginal contribution to the total risk of the portfolio.&#8221; This approach prioritizes risk management over chasing high returns and involves portfolio rebalancing and leverage.



Unlike traditional 60/40 stock-to-bond portfolios, risk-parity focuses on risk distribution rather than dollar amounts invested in each asset class.



The risk-parity portfolio was first launched in 1996 to manage Dalio&#8217;s trust assets, as per Bloomberg, and was lauded as a way to &#8220;use deep economic research to craft the best possible portfolio, instead of trying to call the next big thing.&#8221;



Instead of taking on high risk in a bid to chase superior returns, the approach propounded diversification across an array of assets such as commodities and bonds, with each as an equal driver of the portfolio&#8217;s volatility.

Defenders Of The Strategy:&nbsp;Proponents of the strategy argue that exiting now, with stocks at record highs, is a &#8220;classic investor error.&#8221; Bridgewater claims its &#8220;All Weather&#8221; fund that targets 10% volatility may be underperforming currently, but believes risk-parity remains superior for long-term investing, especially with potential stagnation in stock gains.



The &#8220;All Weather&#8221; iteration fell 22% in 2022, with&nbsp;Michael Markov&nbsp;of Markov Processes<a target="_blank" href="https://www.benzinga.com/news/22/09/29068486/2022-made-sure-even-risk-parity-strategies-dont-work-this-etf-lost-over-28-this-year" rel="noreferrer noopener">&nbsp;blaming the underperformance</a>&nbsp;on it being less reactive to short-term market swings and correlation changes.



Risk-parity funds also face stiff competition from private credit funds and top hedge funds with consistent returns. 



Michael Shackelford, chief investment officer at the Public Employees Retirement Association of New Mexico, reportedly said, &#8220;If I'm going to have 6% or 8% of my portfolio in something else, I'd rather that something else be a bucket of really good performing hedge funds.&#8221;



Investors should focus on future performance, argued&nbsp;Jordan Brooks&nbsp;of&nbsp;AQR Capital Management, whose firm manages $13.7 billion in risk-parity investments. &#8220;It's investors' job at the end of the day not to look backward but forward to what's the best portfolio to navigate the next decade,&#8221; he said.



The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>), an exchange-traded fund that mirrors the S&amp;P 500 Index, ended Monday&#8217;s session up 0.92% at $499.72, according to <a href="https://benzinga.grsm.io/lxquj26b2sag" target="_blank" rel="noreferrer noopener">Benzinga Pro</a> data. The RPAR Risk Parity ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RPAR#NYSE">RPAR</a>) closed the previous session 0.16% lower at $18.63 and is down over 5% over the past year.

Ray Dalio's Way Loses Shine As Investors Yank Out Billions From Risk-Parity Funds After Disappointing Returns: But Is It A 'Classic Investment Error?'

Risk-parity strategies that aim to maximize diversification across asset classes appear to have lost their appeal at a time when every asset class has suffered due to persisting global volatility.

What Happened: The $1.1 billion RPAR Risk Parity ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RPAR#NYSE">RPAR</a>) has lost over 32% from its November 2021 high, according to a Bloomberg&nbsp;<a href="https://www.bloomberg.com/news/articles/2022-09-28/-perfect-storm-for-risk-parity-has-etf-posting-record-32-drop#xj4y7vzkg">report</a>. This is a record drawdown, the report said.

The fund has lost more than 28% since the beginning of the year.

Based on volatility, these strategies allocate funds among all asset classes, taking an equal amount of risk in each. However, risk parity tactics failed this year as both stocks and bonds suffered from the U.S. Federal Reserve&#39;s aggressive rate hikes in its effort to control inflation.

Expert Take: Todd Sohn, ETF strategist at Strategas Securities,&nbsp;told Bloomberg it&rsquo;s supposed to be a diversified fund &mdash;&nbsp;holding major asset classes: stocks/bonds/gold/TIPS, to basically &lsquo;weather&rsquo; when volatility hits one of the asset classes.

&ldquo;But we are in this environment with inflation still high and bond yields now making multi-decade highs that no one has experienced in 40 years,&rdquo; Sohn said.

Jeffrey Gundlach, chief investment officer of DoubleLine Capital, tweeted, &ldquo;The Nasdaq Total Return YTD is -30.36% and The Long Maturity UST ETF is -30.94%. &ldquo;Risk parity&rdquo; is clearly not working out so far this year.&rdquo;
