Rising Stars, Falling Trends: July's Industry ETF Winners And Losers

While COVID-19 pandemic has put the markets on a virtual standstill, a couple of solar companies have provided bright spots.
Canadian Solar (NASDAQ: <a class="ticker" href="https://www.benzinga.com/stock/csiq#NASDAQ">CSIQ</a>) reported earlier this week an earnings surprise of 89%, while German company SMA Solar Technology (OTC: <a class="ticker" href="https://www.benzinga.com/stock/smtgf#OTC">SMTGF</a>)&nbsp;not only improved top and bottom lines in fiscal 2019, but set its 2020 guidance higher due to effective cost reduction measures and restructuring. Despite the COVID-19 drama, SMA&nbsp;actually confirmed its sales and earnings outlook for 2020.
Though part of that bullish outlook is due to Europe&#39;s stronger sustainability legislation, it also provides some positive news for a market struggling to find some.&nbsp;
Canadian Solar&#39;s Earnings Report
The quarterly earnings per share for the quarter that ended in December 2019 beat the Zacks Consensus Estimate of $0.55,&nbsp;amounting to $1.04 per share. Over the last four quarters, the company managed to top consensus EPS estimates three times. Revenue amounted to $919.71 million, also exceeding the Zacks Consensus Estimate by 5.79%. This is also an increase compared to one year ago when it amounted to $901.04 million.
A Solar Stimulus 
After years of growth, it is feared that solar could see a decline without state investment. The Legislature absolutely must act this year, or analysts fear that even without the impact of COVID-19, we will be seeing job losses.&nbsp;The U.S. government just released a $2 trillion COVID-19 package, but it doesn&#39;t include a specific relief for renewables. Measures that help the economy will help the solar industry indirectly, but&nbsp;more than 550 U.S. solar firms have urged Congress for more direct support.
Coronavirus Could Get America to Pass Its Biggest Climate Deal Yet
The pandemic could further increase the pressure for legislation, with&nbsp;the EU&#39;s Renewable Energy Directive leading the way.
According to a 2019 study in the journal Environmental Research Letters, replacing existing energy infrastructure depends on two factors. The first is&nbsp;making the price of renewable energy more affordable and widely available to the masses.&nbsp;The second is enacting government policies that&nbsp;call for strict targets on CO2 emissions.&nbsp;
Though action on climate change in Washington&nbsp;DC is happening in baby steps, what we really need is a gigantic leap. The world needs a revolutionary bill that would authorize billions of dollars to redirect the economy away from fossil fuels and toward a low-carbon future. Stocks That Hit 52-Week Highs On Wednesday

President-elect <a href="http://www.benzinga.com/topic/donald-trump">Donald Trump</a> has never shied away from offering glimpses of what his energy policy would look like. 
<a href="http://www.benzinga.com/topic/gordon-johnson">Gordon Johnson,</a> a notable solar analyst, cited the U.S. election results as one of a small handful of reasons why he downgraded the entire solar sector to Market Underweight with a Sell rating on all 10 stocks he covers in the sector.
<h3>Trump's Policies Aren't Favorable For Solar</h3>
Johnson noted that solar power is still quite expensive when factoring in the cost of providing electricity when the sun is not shining, which explains why government incentives are necessary for solar companies.
A Trump administration <a href="https://www.technologyreview.com/s/602833/trumps-impact-on-clean-energy-businesses/">could signal to the world</a> that solar is no longer a priority, given the following four reasons:

<li>Trump tapped Myron Ebell, a climate change skeptic, to head his EPA transition team.</li>
<li>Trump plans on scrapping the Clean Power Plan.</li>
<li>Trump plans on repealing all federal spending on clean energy.</li>
<li>Trump wants to remove the United States from the Paris Climate Deal.</li>
</ol>
</ul>
<h3>China's Top-Runner Program</h3>
China's top-runner program is designed to improve technology through higher efficiency panels inside China and is set up as a reverse auction structure. Chinese module vendors submit bids, and the lowest bid wins the project. Some of the submitted bids came in as low as $0.459/W, which compares to Tier 1 manufacturers' all-in production costs in a range of $0.43 to $0.46/W.
As such, the company that submitted a $0.459/W bid will likely lose money on the net income line, especially when factoring in OPEX and interest expenses.
<h3>Chinese Firms Are Artificially Boosting Prices</h3>
Johnson noted that several large Chinese vendors recently decided to take their capacity offline for maintenance purposes in October, which artificially adds price appreciation.
The analyst suggested the move was decided after 19 consecutive weeks of poly-Si price declines &mdash; or perhaps due to price collusion in China.

SMA Solar (OTC: <a class="ticker" href="/stock/smtgf#OTC">SMTGF</a>) reported a drop in its profit last year.

SMA Solar's 2012 operating profit fell 58% to 102 million euros ($131 million). However, analysts were expecting an operating profit of 122 million euros.

Its sales came in at 1.46 billion euros, versus analysts' estimates of 1.47 billion euros.

SMA Solar also proposed 2012 dividend of 0.60 euro per share, down from 1.30 euro per share for 2011.
