The Fund pursues its investment objective by investing, under normal circumstances, at least 80% of its net assets (plus any borrowings for investment purposes) in bonds. Bonds include, but are not limited to, government notes and bonds, corporate bonds, convertible bonds, commercial and residential mortgage-backed securities, and zero-coupon bonds. The Fund will target a weighted average effective duration +/- 40% of the current effective duration of the Bloomberg U.S. Aggregate Bond Index, which was 8.5412 years, as of August 31, 2023. The Fund does not intend to invest in contingent convertible bonds.

<h2 class="wp-block-heading">Benzinga: Does the <a href="https://www.benzinga.com/markets/cryptocurrency/23/11/35603856/bitcoin-atm-installations-witness-biggest-drop-in-history-despite-bull-run-in-btc-prices">declining number of Bitcoin ATM machines</a> concern you?</h2>
Polotsky: I&#8217;m not concerned about the declining number of Bitcoin kiosks. It seems like many companies are working to optimize their operations, and some actors that weren&#8217;t managed well or didn&#8217;t comply with regulations are closing down. This might mean fewer ATMs overall, but those that remain are likely to offer better consumer protection and a higher-quality experience. Operating these machines amidst fluctuating cryptocurrency prices, high operational costs, and evolving regulations in the crypto space certainly contributes to a challenging environment but it also presents opportunity.  With smaller operators struggling to maintain profitability, larger players with more robust infrastructures are increasingly acquiring their networks. &nbsp;

As a result, Minnesota&#8217;s legislation deliberately avoids such restrictions, allowing a significant influx of non-resident applicants.&nbsp;

The Office of Cannabis Management (OCM) received over 1,800 pre-applications this summer, but only 44% reportly had Minnesota residency. &#8220;The influx of non-residents increases the number of lottery participants, thereby reducing the odds of Minnesota residents winning a pre-approval in the initial lottery,&#8221; Chargo told Benzinga, noting that it complicates the post-lottery competition for essential commercial real estate, possibly sidelining local entrepreneurs.

While well-intentioned, these restrictions may inadvertently complicate fundraising efforts. "Investors will likely seek greater financial rights and a greater impact on governance than a strict 65%/35% split allows," he said.

Chargo cautions out-of-state entities looking to enter Minnesota&#8217;s market to pay close attention to legislation surrounding &#8216;true parties in interest,&#8217; which could preclude certain partnerships and necessitate full disclosure of ownership interests to the OCM.

An August poll by Gallup released this week showed that <a href="https://www.benzinga.com/news/24/08/40525794/trump-vs-harris-new-poll-shows-vice-presidents-favorability-surges-by-double-digits-as-rivals-slips">her favorability rating has climbed 13 percentage points since June</a> to 47% and her job approval rating also rose seven points from Dec. 2023 to 47%. 
On the contrary, Trump&#8217;s favorability declined five points to 41%.
Data compiled by polling analytics website FiveThirtyEight based on several nationwide polls show that Harris was ahead of Trump by a 47.3%-43.6% margin. 
The next big test for Harris would be how she fares in the Sept. 10 debate, which will be important in determining whether opinions of her improve, stay the same or worsen in the final months of the presidential campaign.

Mixed Tidings For Tesla In Europe: The European Union said this week that it would cut duty on Tesla, Inc.&#8216;s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) made-in-China EVs imported into the region from the initially proposed 20.8% to 9%. The reduced tariff rates will also apply to other Chinese companies. The EU already had a 10% duty on imports of battery EVs coming into the country and the new duty was meant to protect domestic companies from unfair competition from Chinese makers, which benefit heavily from what it called as &#8220;unfair subsidies.&#8221; 
The development comes even as Tesla lost the BEV crown to BMW AG (OTC:<a class="ticker" href="https://www.benzinga.com/stock/BWMYY#OTC">BWMYY</a>) in July. The German luxury automaker delivered 14,869 BEVs in July compared to Tesla&#8217;s 14,561, data from market research firm JATO Dynamics showed.
Another longtime executive quit Tesla this week, with Sreela Venkataratnam, Vice President, Finance and Business Operations, leaving after an 11-year stint. Incidentally, a handful of key Tesla executives departed when the company announced large-scale job cuts in April. In another turn of event, Uber Technologies, Inc. Ford Scales Back EV Plans: Legacy automaker Ford Motor Co. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/F#NYSE">F</a>), which previously dialed back its EV plans a couple of times, announced that it would scrap plans to launch three-row all-electric SUVs and instead manufacture hybrids. The company also delayed the rollout of its next-gen electric truck to the second half of 2027, while it said it would begin making new electric commercial van which would use battery cells produced at its Tennessee plant. The series of steps are necessitated by rising competition from low-cost EV manufacturers, especially from China, and the aggressive pricing strategy adopted by industry players.
&#8220;With pricing and margin compression, we've made the decision to adjust our product and technology roadmap and industrial footprint to meet our goal of reaching positive EBIT within the first 12 months of launch for all new models,&#8221; said CFO John Lawler.

The report noted that the company has been implementing austerity measures including closing down of its Los Angeles location and asking those working out of the place to relocate to either Texas or Oklahoma.
The KraneShares Electric Vehicles and Future Mobility&nbsp;Index ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KARS#NYSE">KARS</a>) ended Friday&#8217;s session up 1.21% at $18.93, according to <a href="https://benzinga.grsm.io/lxquj26b2sag">Benzinga Pro data</a>. Research presented at the Jackson Hole conference warned that the US labor market is nearing a tipping point, and policymakers run the risk that additional slowing could bring a much larger increase in the unemployment rate.

Tech billionaire Elon Musk's space company, SpaceX, is now powering high-speed internet services aboard the USS Abraham Lincoln, thanks to its <a href="https://www.benzinga.com/topic/starlink">Starlink satellite services</a>.
What Happened: According to the U.S. Department of Defense, the U.S. Navy has implemented Starlink on the aircraft carrier USS Abraham Lincoln (CVN 72) to achieve gigabit internet speeds.&nbsp;
The installation aims to enhance both operational efficiency and crew morale.
