With a leadership shift coming in January 2025, executives worry about the fate of ongoing investments and the possibility of projects being delayed or canceled. Industry leaders hope to finalize deals before Trump assumes office, as this would make it harder for him to dismantle the program once it is locked in.
The Chips Act&#8217;s subsidies are crucial for attracting foreign companies such as Taiwan Semiconductor and Samsung, who are investing billions in U.S. semiconductor plants. The legislation offers direct grants and tax incentives, a rarity in U.S. industrial policy.
Chris Miller, a professor at Tufts University, told the FT that it&#8217;s rare to find industrial policies offering billions of dollars in incentives to foreign firms.

The chip stocks are also trading lower Tuesday in sympathy with Oracle Corp&#8217;s (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ORCL#NYSE">ORCL</a>) <a target="_blank" href="https://www.benzinga.com/news/earnings/24/12/42400723/oracle-q2-earnings-revenue-miss-eps-miss-ai-growth-ellison-says-opportunity-is-unimaginable" rel="noreferrer noopener">worse-than-expected</a> second-quarter print. The company reported second-quarter revenue of $14.06 billion, up 9%, missing the Street consensus estimate of $14.11 billion. The adjusted EPS of $1.47 missed the Street consensus estimate of $1.48.

The U.S. could announce the fresh semiconductor sanctions by next week, according to Bloomberg, <a href="https://www.bloomberg.com/news/articles/2024-11-28/us-readies-china-chip-curbs-that-stop-short-of-earlier-proposals?sref=TBDibEcD" target="_blank" rel="noreferrer noopener">citing</a> sources familiar with the issue.
The fresh restrictions will follow months of negotiations between the U.S. government, allies like Japan and the Netherlands, and American chip equipment makers. The U.S. chip companies, including Nvidia and rivals, had previously urged the government to relax its embargo against China, a key semiconductor market.
Therefore, the U.S. expects to impose restrictions on fewer Huawei Technologies Co suppliers and restrict only&nbsp;two chip factories of Huawei partner&nbsp;Semiconductor Manufacturing International Corp.
However, the new restrictions will affect <a target="_blank" href="https://www.benzinga.com/government/24/08/40198085/huawei-and-baidu-increase-samsung-hbm-purchases-as-us-curbs-loom" rel="noreferrer noopener">high-bandwidth memory chip</a> companies like &nbsp;Samsung Electronics Co (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SSNLF#OTC">SSNLF</a>),&nbsp;SK Hynix Inc, and&nbsp;Micron Technology Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MU#NASDAQ">MU</a>).
The disruption of the semiconductor supply chain caused by the 2020 pandemic in China prompted global countries to consolidate their semiconductor bases and reduce their dependence on China. The U.S. and other countries started luring contract chipmakers like Taiwan Semiconductor Manufacturing Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/TSM#NYSE">TSM</a>) and Intel Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/INTC#NASDAQ">INTC</a>) with subsidies to manufacture advanced artificial intelligence chips in their U.S. facilities while insisting ally countries like the Netherlands and Japan to impose similar sanctions on China.

Nvidia, Chip Stocks Gain On Reports Of Softer China Sanctions

China's Huawei Technologies will replace Google's Android with its in-house developed operating system in smartphones and tablets starting next year.
What Happened: On Tuesday, at a live-streamed event, Huawei announced that its Mate 70 series will debut HarmonyOS Next, the latest iteration of the company's operating system, <a href="https://www.bloomberg.com/news/articles/2024-11-26/huawei-plans-to-drop-android-entirely-in-gadgets-from-2025?leadSource=uverifywall">reported</a> Bloomberg.
The Mate 70 and Mate 70 Pro will be available on Dec. 4, marking the company's first flagship phones without any reliance on Android, the open-source OS by Alphabet Inc.'s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOG#NASDAQ">GOOG</a>) (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) Google.
Richard Yu, chairman of Huawei's consumer business group said that the Mate 70 series is expected to deliver a 40% performance boost over its predecessor. The device has a starting price of $760 (5,499 yuan) for the 6.7-inch model.

The Mate 70 series is expected to include Huawei's in-house Kirin chips, although their performance might lag behind those of competitors like Qualcomm Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QCOM#NASDAQ">QCOM</a>) and MediaTek.
Huawei has forecasted production of more than 10 million units over the product&#8217;s life cycle, indicating strong expectations for demand.

AMD previously collaborated with Samsung on the Exynos 2200 processor, which featured a GPU based on AMD&#8217;s RDNA 2 architecture. However, this earlier partnership focused on graphic enhancements rather than central processor development.
AMD&#8217;s current MI300 series processors, known for their application in AI servers, could lay the groundwork for these upcoming mobile APUs. According to Taiwan Semiconductor, its 3nm technology, including N3, N3E, and N3P nodes, has drawn significant interest from major clients like AMD, Apple Inc, and MediaTek. The demand for these advanced chips is so high that Taiwan Semiconductor has tripled its production capacity compared to last year. However, it still needs to work on meeting the overwhelming number of orders.
Taiwan Semiconductor&#8217;s ongoing development of its 3nm family will further address emerging needs in AI, mobile devices, and automotive computing.
AMD posted third-quarter revenue of $6.8 billion, surpassing <a target="_blank" href="https://www.benzinga.com/news/earnings/24/10/41612007/amd-q3-earnings-revenue-beat-eps-in-line-data-center-up-122-significant-growth-opportunities-ahead-" rel="noreferrer noopener">analyst expectations of $6.71 billion</a>. Revenue grew 18%, driven by a 122% increase in Data Center revenue, which reached $3.5 billion. Client segment revenue rose 29% to $1.9 billion. However, Gaming revenue dropped 69% to $462 million, while Embedded revenue decreased 25% to $927 million.
For the fourth quarter, AMD projects revenue of $7.5 billion, plus or minus $300 million, reflecting 22% growth at the midpoint.
Goldman Sachs analyst&nbsp;Toshiya Hari <a target="_blank" href="https://www.benzinga.com/analyst-ratings/analyst-color/24/10/41431993/amd-to-benefit-from-ai-competitive-arms-race-goldman-sachs" rel="noreferrer noopener">credited AMD&#8217;s growth</a> to increasing capital investment in AI infrastructure, driven by enterprises in an &#8220;AI arms race.&#8221; AMD&#8217;s robust product pipeline, including competitive GPUs and the integration of ZT Systems, positions the company for accelerated growth.
Rebounding demand for server CPUs and market share gains in enterprise-targeted SKUs will likely boost revenue and margins.

AMD Teams Up With Taiwan Semi To Take On Samsung In Smartphone Market

Nvidia Corporation (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) is expediting the certification process of Samsung Electronic Co.&#8217;s (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SSNLF#OTC">SSNLF</a>) AI memory chips.
What Happened: This information was confirmed by Nvidia&#8217;s CEO, Jensen Huang, at an event at the Hong Kong University of Science and Technology on Saturday, <a href="https://www.bloomberg.com/news/articles/2024-11-23/nvidia-working-as-fast-as-it-can-to-certify-samsung-s-ai-memory?srnd=homepage-asia">reported</a> Bloomberg.

What Happened: The new chip will power select models in Huawei's Mate 70 lineup, which is expected to launch next week, <a href="https://www.wsj.com/tech/huaweis-chip-advances-threaten-apple-in-china-165a1e9e?mod=tech_lead_story">reported</a> the Wall Street Journal, citing people familiar with the matter.
The launch comes as Huawei continues to increase its market share in China, where it has seen a rise in consumer demand.

&#8220;The Mate 70 will continue to put more pressure on Apple in China,&#8221; said IDC vice president Bryan Ma, according to the report.

ChatGPT-parent OpenAI is reportedly considering developing a web browser to challenge Alphabet Inc. subsidiary (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOG#NASDAQ">GOOG</a>) (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) Google&#8217;s dominance. This follows the U.S. Department of Justice's <a href="https://www.benzinga.com/government/regulations/24/11/42119020/alphabet-bleeds-over-120-billion-in-market-value-eyes-worst-day-in-10-months-after-doj-demands-google-chrome-sale">push for Google to divest Chrome browser</a>.
What Happened: OpenAI has discussed its plans with app and website developers, including notable names like Conde Nast, Redfin, Eventbrite, and Priceline, <a href="https://www.theinformation.com/articles/openai-considers-taking-on-google-with-browser">reported</a> The Information, citing people familiar with the development.
The idea is to develop a web browser that would integrate with its chatbot. The AI startup has also discussed or secured deals to power search features including travel, food, retail websites, and real estate.

OpenAI has also been in talks to provide AI features for Samsung Electronics Co.'s (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SSNLF#OTC">SSNLF</a>) devices, a <a href="https://www.benzinga.com/markets/equities/24/07/39711663/samsung-unveils-phones-with-gemini-ai-integration-but-hikes-prices-will-customers-budge">major partner of Google</a>, the report noted.
The ChatGPT-maker already has a partnership with Apple Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AAPL#NASDAQ">AAPL</a>), according to which it powers the &#8220;Apple Intelligence&#8221; features on the company's new devices.

Meanwhile, Google's hold on the search market has come under scrutiny. On Thursday, DOJ argued that Google's control of Chrome is a form of antitrust monopoly.
Alphabet's shares fell more than 6% in Thursday morning trading in New York, witnessing its largest drop since January 2024.
This decline erased over $120 billion in market value, pushing Alphabet&#8217;s valuation below the $2 trillion mark.
At the time of writing, Alphabet's market capitalization was at $2.063 trillion, making it the fifth most valuable company in the world now following Nvidia Corp., Apple, Microsoft Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MSFT#NASDAQ">MSFT</a>), and Amazon.com Inc.
Earlier this year an internal email from Microsoft surfaced, indicating that the company&#8217;s investment in OpenAI was <a href="https://www.benzinga.com/news/24/05/38582364/microsofts-fear-of-googles-ai-dominance-led-to-openai-investment-internal-email-reveals-were-multipl">motivated by fears</a> of lagging behind Alphabet&#8217;s AI advancements.
Since 2019, Microsoft has invested roughly $14 billion in ChatGPT-parent.
Price Action: On Thursday, Alphabet's Class A shares dropped 4.74%, ending at $167.63, while Class C shares decreased 4.56%, closing at $169.24. After hours, Class A shares fell another 0.42% to $166.93, and Class C shares slipped 0.38% to $168.59, according to <a href="https://benzinga.grsm.io/lxquj26b2sag">data from Benzinga Pro</a>.
