The <a href="https://www.ftc.gov/news-events/news/press-releases/2025/01/ftc-releases-second-interim-staff-report-prescription-drug-middlemen" target="_blank" rel="noreferrer noopener">report</a> found that these companies generated substantial revenue from markups on essential medications used to treat cancer, HIV, and other critical conditions, often inflating costs by hundreds to thousands of percentage points.

From 2017 to 2022, the three largest pharmacy benefit managers and their affiliated pharmacies accrued over $7.3 billion in dispensing revenue that exceeded the drugs' estimated acquisition costs.
The report builds on a prior FTC analysis from July 2024, which revealed that PBM-affiliated pharmacies garnered 68% of specialty drug dispensing revenue in 2023, up <a target="_blank" href="https://www.benzinga.com/government/24/07/39695378/ftc-investigation-uncovers-anti-competitive-practices-by-handful-of-pharmacy-benefit-managers-includ" rel="noreferrer noopener">from 54% in 2016</a>.
This occurred as costs to patients, employers, and health plan sponsors steadily rose. FTC Chair Lina Khan emphasized the need for the agency to continue investigating practices that may inflate drug costs and harm independent pharmacies.
The report also identified alarming trends in how PBMs handle specialty generic drugs.
PBM-affiliated pharmacies dispensed a disproportionate share of the most profitable prescriptions, suggesting these companies may be steering business toward their operations. This practice resulted in billions of dollars in additional income, including $1.4 billion from spread pricing — a strategy where PBMs bill plan sponsors more than they reimburse pharmacies for drugs.
The FTC's findings underscore the growing financial impact of PBMs on health care costs.
Between 2017 and 2021, plan sponsors' spending on specialty generic drugs increased at a compound annual growth rate of 21% for commercial claims, with patients' cost-sharing also climbing significantly.
In 2021 alone, plan sponsors paid $4.8 billion, while patients spent $297 million.
The study analyzed 51 specialty generic drugs, including critical medications such as Ampyra, Gleevec, Sensipar, and Myfortic.
These drugs accounted for a significant portion of operating income for the PBMs' parent healthcare conglomerates, with the top 10 drugs alone generating $6.2 billion in dispensing revenue above acquisition costs.

DOGE Fears For Defense Contractors Lockheed Martin, Northrop Grumman 'Overblown,' Analyst Says

Edison International (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/EIX#NYSE">EIX</a>) shares are trading higher Wednesday after Ladenburg Thalmann upgraded the stock from <a href="https://www.benzinga.com/analyst-stock-ratings">Sell to Neutral</a>.
What Happened: Ladenburg Thalmann analyst Paul Fremont upgraded Edison to a Neutral rating and set a price target of&nbsp;$56.50 on Wednesday. With the stock down approximately 20% over the past month, Fremont believes the company&#8217;s valuation is more in line with downside risks.
&#8220;With Edison trading at a 34% P/E discount we believe the stock reflects reasonable worst-case outcomes associated with the current California wildfires,&#8221; Fremont said in a new note to clients.
Uncertainty surrounding the wildfires in California have weighed on Edison shares in recent weeks. The company&#8217;s subsidiary Southern California Edison provides power to the areas surrounding Los Angeles.
Despite upgrading the stock, the Ladenburg Thalmann analyst lowered earnings estimates through 2027 to reflect the downside risk associated with reasonable worst-case outcomes. 
Negative outcomes for Edison include the potential for politicians to choose to use the California Wildfire Insurance Fund to cover claims, leaving utility companies vulnerable to another fire, as well as a potential determination that Southern California Edison equipment was involved in starting the fires. Fremont noted that a prudent determination could take up to 10 years.

A lawsuit on behalf of property owners was reportedly filed against Southern California Edison alleging that witnesses saw flames below an Edison electrical line after a power interruption on Jan. 7.
Edison has filed an Electric Safety Incident Report&nbsp;indicating that it did not observe any interruption in power in its lines that would suggest its equipment was involved in starting the fires. Fremont doesn&#8217;t expect the final report to be available until the summer.
&#8220;Using a sum of the parts valuation approach we arrive at a price target of $56.50. Based on yesterday's closing price of $58.43 this represents a price depreciation potential of 3.3% and total return potential of 2.4% including a current dividend yield of 5.7%,&#8221; the Ladenburg Thalmann analyst said.
