General Motors (GM) has announced <a href="https://www.benzinga.com/startups/24/10/41493900/meta-ceo-zuckerberg-dismisses-workers-making-over-six-figures-for-taking-advantage-of-company-food-d">layoffs </a>affecting about 1,000 employees worldwide. The move is part of GM's effort to trim costs and tighten up operations as it tries to navigate tough economic challenges.
According to the Detroit Free Press, 507 affected people worked at the Global Technical Center in Warren, Michigan – a hub for GM's innovation and tech development. Spokesperson Kevin Kelly said in a statement to Detroit Free Press that the layoffs are part of GM's plan to streamline operations and move faster toward their goals.

A big part of GM's focus right now is on electric vehicles (EVs), but they've hit a few bumps in the road. Cox Automotive reported that EV sales in the U.S. made up 8.9% of all vehicle sales in Q3 2024. Regarding market share, GM holds 9.8%, a far cry from Tesla's commanding 48.2%.&nbsp;
To keep things in check, GM has scaled back its 2024 EV production goals from 300,000 units to somewhere between 200,000 and 250,000 units. CFO Paul Jacobson explained during a Deutsche Bank investor event that this will help them avoid overproduction and keep inventory balanced with demand.
There's also the potential loss of federal EV tax incentives, which doesn't make things easier. The $7,500 tax credit from the Inflation Reduction Act, aimed at boosting EV sales, might be rolled back under proposed Republican tax reforms.&nbsp;
Reuters noted this could put the U.S. even further behind countries like China, where EVs make up 47.9% of sales. During Tesla&#8217;s Q2 2024 earnings call, Musk told Wells Fargo equity analyst Colin Langan he isn't concerned about an IRA cut&#8217;s impact. He believes Tesla's strength lies beyond EVs. &#8220;There might be some impact, but it would devastate competitors and only slightly affect Tesla,&#8221; Musk said. &#8220;Long term, it likely benefits Tesla. The value of Tesla overwhelmingly is autonomy.&#8221;
He added, &#8220;If you don't believe Tesla will solve autonomy, sell the stock. If you do, buy it. Everything else is just noise.&#8221;
Despite these challenges, GM is showing it's not all bad news. The company's Q3 2024 profits were up 10.5% from last year. According to the Detroit Free Press, Paul Jacobson credited part of this success to cost-cutting efforts and capital investments during the earnings call.&nbsp;

"If they just solved for simplifying tax and deregulated the economy, just say 30%, pulled some of that regulation out," O'Leary said. According to O'Leary, the costs associated with staying compliant – like paying auditors, consultants and lawyers – are going up by about 20% yearly. "The cost that I have to spend each year just to remain compliant goes up at about 20% a year between all the consultants, the auditors, the lawyers and the changing rules of regulation," he shared.
O'Leary explained that he operates across all 11 sectors of the economy and has never seen such an escalation in costs as he has in the last five years. He&#8217;s not alone either; many other business leaders share his concerns. He mentioned that if you spoke to the CEOs of the S&amp;P 500 companies, they would tell you these regulatory costs are among the most rapidly growing expenses they face.

Despite UN sanctions capping the amount of oil North Korea can receive at 500,000 barrels per year, Russia&#8217;s illicit shipments have far exceeded this limit, with experts estimating more than a million barrels have been supplied since March.
The BBC added that these transfers not only breach UN sanctions but also involve ships that are themselves under sanction, some of which should have been impounded upon entering Russian waters, citing Go Myong-hyun, a senior research fellow at South Korea&#8217;s Institute for National Security Strategy.

Musk Tweet Sparks Dogecoin Surge, Fuels Speculation On X Payments

The <a href="https://www.benzinga.com/topic/dea">Drug Enforcement Administration </a>(DEA) has been barred from conducting random searches of travelers&#8217; belongings at airports and transit hubs following a Justice Department investigation that exposed corrupt practices. The investigation, led by Inspector General Michael Horowitz, uncovered failures to properly document searches, potential racial profiling and questionable partnerships with airline employees. 
One airline worker reportedly received tens of thousands of dollars over several years as a kickback for flagging passengers based on travel patterns, such as purchasing last-minute tickets. 
"The DOJ Office of the Inspector General (OIG) found that the DEA has repeatedly failed to comply with its own policies, creating significant operational and legal risks," according to the <a href="https://oig.justice.gov/news/doj-oig-releases-management-alert-identifying-concerns-deas-transportation-interdiction">report</a>.

The decision to suspend the searches was issued on November 12 by the deputy attorney general after reviewing the draft report. DEA Banned From Random Airport Searches After Scathing Justice Department Report Uncovers Corruption

A federal judge dismissed the U.S. Securities and Exchange Commission's (SEC) request to penalize Elon Musk for skipping a court-ordered deposition in its investigation into his $44 billion acquisition of Twitter, now known as X.
What Happened: On Friday, Judge Jacqueline Scott Corley of the U.S. District Court in San Francisco determined that sanctions were unwarranted after Musk complied by testifying on Oct. 3 and agreed to reimburse the SEC's travel costs of $2,923, reports Reuters.
The SEC sought sanctions for Musk's failure to attend a Sept. 10 deposition as ordered, contending that merely covering travel costs would not deter individuals from ignoring court directives, particularly someone of Musk's financial stature. According to Forbes, Musk's net worth stands at $321.7 billion.
"Because the present circumstances forestall any occasion for meaningful relief that the court could grant, the SEC's request is moot," Corley wrote in the verdict.
Musk defended his actions, stating he had fulfilled the court's requirements by testifying in October. On Sept. 10, he was in Cape Canaveral, Florida, overseeing SpaceX's Polaris Dawn mission.

Throughout the exchange traded funds universe, there are scores of &ldquo;ex&rdquo; ETFs. There are ETFs that exclude U.S. stocks or other regions. Some are S&amp;P 500 funds that exclude particular sectors.

	It can be argued &ldquo;ex&rdquo; ETFs are a passive investment vehicle for market timing because the reality is what is being exclude will not be worth dismissing forever, but there are times when the ex should be the ex. When it comes to China and emerging markets ETFs, 2016 is proving to be an ideal year in which to exclude stocks from the world&#39;s second-largest economy.

	The EGShares EM Core ex-China ETF (NYSE: <a class="ticker" href="/stock/xcem#NYSE">XCEM</a>) does just that and the strategy is working. On the back of Tuesday&#39;s nearly 1.9 percent gain, XCEM was one of just over 100 ETFs to hit an all-time high yesterday. XCEM debuted in September.

	&ldquo;Cutting China out of the emerging-market equation has been a winning strategy for a 10-month-old&nbsp;exchange-traded fund. The $8.9 million EGShares EM Core ex-China ETF has risen 23 percent this year to a record high, compared with a 11 percent gain in a&nbsp;$23.4 billion fund tracking MSCI Inc.&rsquo;s developing-nation equity benchmark. The outperformance comes as mainland Chinese stocks post the second-worst performance among the world&rsquo;s top 10 markets,&rdquo; according to <a href="http://www.bloomberg.com/news/articles/2016-07-12/nixing-chinese-stocks-boosts-egshares-emerging-market-etf-chart">Bloomberg</a>.&nbsp;

	The widely followed MSCI Emerging Markets Index allocates 25.2 percent of its weight to Chinese stocks, well above the index&#39;s second-largest country weight, which is South Korea at 14.4 percent.

	Although XCEM excludes China, that doesn&#39;t mean the ETF is heavy on the most volatile emerging markets. For example, Brazil, India and Russia combine for a quarter of XCEM&#39;s weight compared to about 19 percent in the MSCI Index. South Korea and Taiwan, two of the least volatile developing markets, combine for 37 percent of XCEM&#39;s weight.

	Even with China out of the equation, XCEM&#39;s sector weights are not widely different from the MSCI Emerging Markets Index. For example, XCEM devotes 49.2 percent of its combined weight to financial services and technology stocks. The combined weight to those sectors in the MSCI benchmark is over 48 percent.

	Consumer stocks are 18.4 percent of the MSCI Emerging Markets Index and 17.2 percent of XCEM&#39;s lineup.
