Carr told POLITICO that <a href="https://www.politico.com/news/2024/10/18/elon-musk-brendan-carr-fcc-starlink-00184260">he believes</a> much of the broadband program's $42 billion should be used to develop land-based connections, but perhaps as much as one-third could be used for satellite internet.&nbsp;
