Tuesday's Top Performing Small Cap Stocks (SNCR, LLEN, RDN, VSEC)

Two services-related companies and a little-known Chinese coal miner were among the best-performing small-cap stocks on Tuesday. The day marked by President Barack Obama signing off on a bill resolving the federal government's debt ceiling crisis. Wall Street's response was negative, indicating disfavor about the nation's economic health.

There was little to cheer about for stocks, as the Dow Jones Industrials fell for an eighth straight day. The Standard & Poor's Small-Cap 600 has closed lower for the same number of trading sessions, while the Russell 2000 Index is on a seven-day losing skid.

Among the small-cap stocks, earnings continued to drive what little positive news there was. Still, the Russell 2000 fell 3.26 percent, and the Standard & Poor's 600 Small-Cap Index dropped 2.97 percent.

On Tuesday, the Dow Jones Industrial Average was down 2.19 percent, the S&P 500 dropped 2.56 percent and the Nasdaq was down 2.75 percent.

Synchronoss Technologies SNCR: Shares of this provider of transaction-management systems for wireless companies hit a 52-week high after its second-quarter results beat analysts' estimates, and its outlook for the full year was extremely positive.

L&L Energy LLEN: The Chinese coal producer's stock rebounded after a 15.9 percent sell-off on Monday, following the company's report of disappointing earnings.

Radian Group RDN: The second-largest U.S. mortgage insurer swung to a profit and reported fewer delinquencies in the second-quarter. Despite the stock's largest gain since last year, RDN is down 56 percent year-to-date.

VSE Corp. VSEC: The provider of consulting and other services to the federal government and corporations saw its stock bounce back. Last week, VSE posted disappointing quarterly results and had its qualifications as a government maintenance contractor challenged in a Senate subcommittee.
