While New Jersey’s cannabis market has experienced significant growth, with retail sales nearing $1 billion last year, consumers continue to face steep prices that are among the highest in the nation. Despite the addition of numerous dispensaries, prices for cannabis products remain substantially higher than regional counterparts, sparking debate and legislative initiatives aimed at providing relief.

High Costs For NJ Cannabis Users

Chris Goldstein, a regional organizer for NORML, conducted an extensive survey of nearly 130 online dispensary menus earlier this month. His findings underscore the luxurious pricing levels persistent in both the medical and adult-use markets. According to a Heady NJ article written by Goldstein, the lowest price for an ounce of flower still commands a hefty $100-$120, primarily for ground or shake products which are often of lower quality.

The discrepancy is even more pronounced in high-quality products, where consumers might pay between $45 and $75 for just one eighth of an ounce (3.5 grams). Despite more dispensaries entering the market, the overall selection remains limited, reflecting a longstanding issue of supply shortages that has plagued New Jersey’s cannabis industry for over a decade.

Moreover, large multi-state operators (MSOs) dominate New Jersey's market, maintaining high prices even as smaller independent growers start to emerge, noted Goldstein. The comparison with neighboring Pennsylvania is telling, where medical cannabis prices have significantly declined, making New Jersey’s high prices increasingly conspicuous.

Similarly, New York’s cannabis market struggles with high prices due to a supply shortage, exacerbated by grower cutbacks and regulatory hurdles. However, unlike New Jersey, New York has implemented home cultivation rules allowing adults to grow up to six plants, potentially easing this strain.

Additionally, the expansion of delivery services is seen as a potential game changer. New Jersey is poised to extend cannabis delivery to recreational users, potentially increasing accessibility and convenience akin to ordering a pizza.

Price Caps For NJ Cannabis Proposed

A current legislative bill in both the New Jersey Senate and Assembly could potentially lead to price caps by the New Jersey Cannabis Regulatory Commission (NJCRC) to protect consumers and maintain a competitive legal marketplace. Also, state Senator Troy Singleton (D) has proposed legislation aimed at introducing price caps and allowing medical patients to grow their own cannabis.

The upcoming legislative sessions and market responses will be critical for the many local consumers who still await fair pricing and access to quality cannabis.
