Vice President Kamala Harris will outline a groundbreaking proposal during an economic policy speech in Raleigh, North Carolina, that provides first-time homebuyers with up to $25,000 in down payment support. The plan, part of Harris’ larger economic agenda, will make the American dream of homeownership accessible to millions.

A campaign email claims that down payment assistance will be granted to individuals and families who have continuously paid rent for at least two consecutive years. The program will give some extra help for first-time homebuyers, although precisely how much isn’t defined. 

“This proposal is about ensuring hardworking Americans have the opportunity to build wealth and secure their financial future through homeownership,” Harris said. She added that it was much more streamlined and expansive than President Joe Biden’s earlier proposal, which provided a $25,000 tax credit for first-time homebuyers and targeted 400,000 first-generation buyers.

They estimated that more than four million first-time homebuyers could be helped in four years if Harris’ plan were adopted – a more significant number than the original estimate of those who would be helped under Biden’s plan. How that help will be doled out remains to be seen. The email did not clarify whether the $25,000 would be provided as a direct payment, tax credit, or financial aid.

Though little detail was given on eligibility criteria or how the down payment support would work, reactions have already created waves. Many are interested in how the plan will unfold.

Further, Harris will create a $40 billion innovation fund to find new solutions for rental and housing challenges.

Harris has been vocal about her commitment to supporting middle-class families and has, in the past, pushed for policies that will put less of a burden on Americans financially. In the speech, she is expected to touch on other economic issues, including efforts to prevent price gouging in the food and grocery sectors, kill taxes on tips for service workers, and ensure no new taxes are placed on households earning less than $400,000 per year.

With the country still awaiting further details, there is rising anticipation over how Harris’s ambitious housing plan will play out and if it can live up to its billing of making the American dream of homeownership real for millions more citizens.
