Despite its critical role in cannabis reform, medical marijuana has recently taken a back seat in policy discussions as the focus shifts toward adult-use legalization. As lawmakers and regulators grapple with evolving cannabis policies, medical marijuana continues to be a vital but underrepresented issue in the debate.

Christina Betancourt Johnson, founder and CEO of Standard Wellness Maryland, shared her thoughts on why medical marijuana is losing visibility in these discussions ahead of her appearance at the Benzinga Cannabis Capital Conference.

Medical Marijuana's Overlooked Importance

When asked why medical marijuana isn't receiving the same level of attention as adult-use legalization, Johnson pointed to a common misconception that the recreational market serves the exact needs. “Its diminished focus in policy discussions, compared to adult-use legalization, may stem from the misconception that adult-use markets meet the needs of all patients, which is far from true,” she explained. Medical marijuana patients often rely on specific products and dosages that are not always available or prioritized in the adult-use market, leaving a critical gap in access.

Johnson also emphasized the difference in perception between medical and recreational cannabis users. “Policymakers might feel more comfortable with medical cannabis patients due to their perceived knowledge and responsible use,” she noted.

However, she highlighted a significant issue: “There seems to be an implicit bias, where recreational consumers are viewed as reckless or irresponsible, while medical users are seen as responsible. This stereotype is not only unfair but often inaccurate.”

The Future of Medical Marijuana in Policy

Looking ahead, Johnson believes that medical marijuana will continue to play a crucial role in cannabis regulation, both in the U.S. and internationally. However, she urges policymakers to recognize the importance of maintaining a strong medical cannabis framework rather than assuming the adult-use market can fulfill the needs of all consumers.
